Consent Agenda Motion Shaul, second Peale, to approve the following items on the consent agenda: 1. Approval of the December 4, 2017 Council Meeting Minutes 2. Approval of the re-appointment of Bill Marmon for a 3-year term on the Board of Supervisor of Elections ending Deccember 31, 2020 3. Approval of the re-appointment of Sherry Bindeman for a 3-year term on the Board of Supervisor of Elections ending December 31, 2020 4. Approval of the re-appointment of Matt Zaft to serve as Chairman of the Pool Committee for calendar year 2018 5. Approval of the re-appointment of Debbie Heller for a 3-year term on the Pool Committee ending December 31, 2020 6. Approval of the re-appointment of Nancy Zuckerbrod for a 3-year term on the Pool Committee ending December 31, 2020 Motion to approve the consent agenda passed 5-0. "Where People and Trees Have Deep Roots and Grow Strong" Non Consent Agenda 7. Town Manager Charnovich presented the December Financial Report. Council President Shaul asked ift the tree removal and maintenance budget to date could be looked into. 8. 4721 Essex Avenue permit application: The applicant submitted an application to for the following scope of work: Remove an existing one-story rear addition and rear deck -Construct a two-story addition at the rear ofthe historic house Extend and alter the existing driveway to the rear of the property -Construction a 1-story one car detached garage at the rear of the subject property -Replace the existing concrete front walkway -Install new hardscaping features -Remove the non-historic shutters from the front ofthe house -Replace the fiberglass shingle roof with a field-turned, hand crimped, standing seam metal roof -Restore/repair in-kind the historic covered porch and screened porch at the front of the house -Replace the non-historic front storm door with a new wooden storm door -Replace the triple-stack storm windows with new storm windows to match two extant wooden storm windows -Replace the existing wooden picket fence at the right side of the historic house with a new wooden picket fence -Relocate the existing wooden picket fence at the rear of the historic house, making it coplanar with the front porch -Removal of 26 trees, including the row of 22 Hemlocks along the front sidewalk Reforestation of 11 new trees -Temporary dumpster Doug Lohmeyer and Tolbert Feather provided their reports. Motion Shaul, second Zeughauser to approve the scope and include the contents of the reports submitted by Doug and Tolbert. The approval was conditioned on the applicant working with the Town Arborist and the reforestation plan to encourage screening on the west side oft the property and potential screening ofthe bathroom on the north side. These conditions resulted from several residents speaking during the public hearing portion of this application: 4718 Dorset, 4722 Dorset, and 4727 Essex. 9. 5813 Surrey Street permit application: The applicant submitted an application for the following scope of work: -Enlarge an existing one-story addition and below grade garage at the right side of the subject property -Construct a second story expansion over the enlarged right side addition and garage -Enlarge the driveway at the front of the subject property -Construct a new central walkway/steps at the front of the subject property -Installation of a new HVAC unit in the rear of the house Installation of a retaining wall along the driveway -Temporary dumpster Motion Shaul, second Zeughauser, to approve the scope of work and include the reports of Doug Lohmeyer and Tolbert Feather. Motion was amended by Peale to add the curb cut must be no greater than 10 feet at the street and the max width oft the driveway itself at a width no greater than what the Historic Preservation Commission approves. Second by Zeughauser on the amendment. Motion including the amendment passed 5-0. 10. 4709 Dorset Avenue Historic Preservation Review (Please note the Agenda incorrectly stated 4709 Cumberland Avenue) The applicants are requesting the following scope of work: -Demolish the existing 1-story rear addition and deck to allow for a new 2-story rear addition -Construct a new detached garage in the rear yard (extension of existing driveway) -Install a swimming pool and fence surrounding the pool Motion Shaul, second Zeughauser, to recommend this plan to the Historic Preservation Commission as the Town Council acting as the Local Advisory Panel. Motion passed 5-0. 11. 4816 Dorset Avenue Building Permit Extension Request: Motion Shaul, second Zeughauser to extend the building permit until May 1, 2018, per the recommendation of Doug Lohmeyer, Engineering Consultant. Motion passed 5-0. 12. Motion passed 5-0. Tolbert Feather requested confirmation approval of an additional Town tree to be removed at 4822 Dorset Avenue on an emergency basis. Resolution adopting a Policy for Historic Area Work Permit review by the Town Council acting as the Local Advisory Panel to the Historic Preservation Commission: This item was tabled while the Policy is still being fine tuned. Will be placed on February Agenda. 14. Approval of a contract with Masonry Resurfacing and Construction Company Inc. to complete maintenance work on the bridge in the Town Hall parking lot area: Motion Peale, second Condos to approve the contract at a cost not to exceed $75,000 and contingent upon final review by the Town Attorney. It was requested of the Town Manager to strongly consider completing the work during Spring Break March 24-April 2 if possible. Motion passed 5-0. 15. Sled Hill Rules for 2018 winter season: Tabled until February once the Town Attorney has had the opportunity to review them. 16. Special Events Calendar for 2018: Motion Shaul, second Condos to approve the Special Events Calendar for 2018. The dedication date for the rain garden near the Town Hall was still undermined, but it would be determined at some point in January. All dates and times for the special events would be posted on the Town website. Motion passed 5-0. 17. Invoice from Scott Watson and Associates Inc. for street light consultation services: Motion Shaul, second Zeughauser to approve the invoice from Scott Watson and Associates Inc. in the amount of$5,869.11. Motion passed 5-0. 18. General Code Update: Town Manager Charnovich would work on mailing the Town Code comments to General Code. The Town Charter amendments are now effective. 19. Mayor's Report: Mayor Slavin provided his report to the Town Council and had copies available in the room for anyone to view. A Resolution was adopted naming Marnie Shaul Council President in accordance with the recent Town Charter amendment. Motion Zeughauser, second Peale, motion passed 5-0. 20. The Mayor, Council, and Town Manager entered closed session to discuss a Personnel Matter with the Town Attorney and to obtain legal advice in accordance with section 3-305 of the Maryland Open Meetings Act. 21.
