March 5, 2018 Council Meeting Minutes 2. April 16, 2018 Council Meeting Minutes: Motion Shaul, second Zeughauser to approve the consent agenda, items 1 and 2. Motion passed 5-0. 3. Town Manager Charnovich provided his monthly financial and administrative reports 4. Adoption ofFY19 budget and to set the real and personal property tax rates at .10 for the real property tax rate and 1.00 for the personal property tax rate. A copy oft the final budget will be appended to these minutes. Motion Shaul, second Zeughauser to approve the adoption oft the FY19 budget. Motion passed 5-0. 5. 5415 Trent Street permit application: The applicants requested permits for the following scope of work: renoyation/alteration of the basement and first floor oft the existing structure, addition of a second floor on top of the existing structure to contain 3 bedrooms, and an addition of an unenclosed, covered porch at the northeast corner ofthe "Where People and Trees Have Deep Roots and Grow Strong" house. Doug Lohmeyer provided his report, and Tolbert Feather provided his tree protection report. Motion Peale, to approve the permits contingent upon a submitted wall check and that the applicants must consult with the Town Arborist before any plantings take place on the Town right of way area along Trent Street. Second Fowlkes, motion passed 5-0. 6. Traffic Report from Sabra Wang and Associates Inc. related to the intersection of Warwick Lane and Cumberland Avenue: Bryon White of Sabra Wang was in attendance to field any questions concerning the report. An Ordinance was introduced to install a speed hump near the intersection of Warwick Lane and Cumberland Avenue. The Ordinance would be considered for adoption at the June Council Meeting. 7. WSSC Project in Town Parkland Final Report: Justin Wolfrey of WSSC was in attendance to provide a final report on the infrastructure project occurring in the Town Parkland adjacent to Wisconsin Avenue. Final details, including final tree plantings, are being worked out between the Town Arborist, Town Manager, and WSSC. The project is scheduled to be completed sometime in June. 8. To consider approval of the following Spring Town tree plantings as recommended by the Town Arborist: 2 Rutgers Dogwood Celestial at 4801 Falstone Avenue on Surrey Street 1 Red Oak at 4816 Grantham Avenue 1 Black Gum at 5504 Uppingham Street 1 Black Gum at 5519 Uppingham Street 1 Willow Oak at 5529 Uppingham Street 1 Sugar Maple at Capello Park 1 Swamp White Oak at Vinton Park 1 Sycamore at Dorset and Wisconsin Avenue, Vinton Park 1 Rutgers Dogwood Celestial at Dorset and Wisconsin Avenue, Capello Park 1 Black Gum at 4906 Falstone Avenue Motion Shaul, second Zeughauser to approve the Spring tree plantings. Motion passed 5-0. 9. Approval oft the removal of2 Town trees: Motion Shaul, second Zeughauser to approve the removal ofthe following 2 Town trees as recommended by the Town Arborist: 4705 Dorset Avenue = 1 Tilia tree, tree #197 4713 Essex Avenue (on Surrey Street) - 1 Zelkova tree, tree #569 5510 Surrey Street - 1 Zelkova tree 10. Ordinance to amend section 5-301 ofthe Town Code related to Pool Rules Enforcement: A copy of the Ordinance will be appended to the final minutes. Motion Condos, second Fowlkes to pass the Ordinance. Motion passed 5-0. 11. Resolution to amend the pool rules related to use restrictions and enforcement of those who are permitted on pool grounds: A copy ofthe final Resolution will be appended to the final minutes. Motion Condos,second Fowlkes. Motion passed 5-0. 12. Proposal from Skyline Technology Solutions for off site security monitoring services at the Town Pool for the 2018 season: Motion Condos, second Shaul to approve a proposal from Skyline Technology Solutions at a total cost of $5,750.00 for 2018. Motion passed 5-0. 13. Wet Yet Water Fitness Contract for 2018: Motion Condos, second Zeughauser to approve a 2018 contract for water aerobics classes at the Town Pool. Motion passed 5-0. 14. Proposals received for annual audit services: Town Manager Charnovich recommended that the Town utilize the services ofLindsey and Associates for the FY18 audit. Motion Shaul, second Fowlkes to retain the services ofZelenofske Axelrod to complete the FY18 audit at a cost of$13,000. Motion passed 3-2, with Council Members Peale and Zeughauser against. 15. Establishment of a fee to purchase a Town of Somerset flag: Motion Zeughauser, second Shaul to set the cost at $35.00 to purchase a Town of Somerset flag. 16. General Code Update: A brief update was discussed on the Town Code and Charter amendments project 17. Resolution Honoring Barbara Condos for her years of service on the Town Council: Motion Shaul, second Zeughauser to pass a Resolution honoring Barbara Condos for her years of service on the Town Council. Motion passed 5-0. 18. Resolution Honoring Dudley Fowlkes for his years of service on the Town Council: Motion Shaul, second Zeughauser, motion passed 5-0. 19. Mayor' S Report: Mayor Slavin provided his monthly report to the Council and had copies available at the meeting. 20. Meeting adjourned at 9:55 pm
