Approval of Minutes oft the February 25, 2025 and February 27, 2025 Board of Estimates Meeting The minutes of the February 25, 2025 and February 27, 2025 Board of Estimates Meeting were approved by general consent. Item No. 03-11-25-01 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Burke presented Solicitation No. 25-015; Mowing and Maintenance of Community Areas; Invitation for Bids. Mr. Charles Burke from the Department of Public Works stated that this proposal is to provide mowing and maintenance at Harford County community areas. The Department of Public Works recommends award in the amount not to exceed $80,000.00 per year to Classic Lawn & Landscape, Incorporated of Baltimore, Maryland, Ivy Hill Nursery Company, Incorporated of Bel Air, Maryland, and Langrehr Property Services, L.L.C. of Jarrettsville, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 03-11-25-02 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Miller presented Solicitation No. 25-165; HCSO Certes Maintenance 2025; Piggyback-State of Maryland COTS # 060B2490021. I 1 Ms. Emily Miller from the Harford County Sheriffs Office stated that this proposal is for the renewal of maintenance and subscription support services. The maintenance provides the Sheriffs Office with Certes encryption technical support for the covered equipment and licensing, and necessary security subscription software. The Harford County Sheriffs Office recommends award in the amount of $57,702.10 to ePlus Technology, Incorporated of Herndon, Virginia in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 03-11-25-03 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Austin presented Solicitation No. HCHD 25-001; Non-Emergency Medical Transportation Program; Requests for Proposals. Ms. Marcy Austin from the Harford County Health Department stated that this proposal is for non-emergency medical transportation for Harford County Medicaid participants who need transportation to and from medical services and have no other means of transportation. The Harford County Health Department recommends award in the amount not to exceed $2,250,189.00 per year to Am-Van, Incorporated tla AAA Transport of Lothian, Maryland, in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 03-11-25-04 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Gibson presented Solicitation No. 17-090; Cityworks; Change Order # 6. Mr. Chad Gibson from the Department of Public Works stated that this proposal is for the renewal of Cityworks software licensing and support services through Azteca Systems, LLC, a Trimble Company. The software is utilized for Water and Sewer maintenance work orders, storeroom and inventory tracking, Radley's barcoding, data collection, and utility billing. The Department of Public Works requests approval of Change Order # 6 in the amount of $344,253.00 for option years nine, ten, and eleven, increasing the amended total to $448,253.00 paid in yearly installments to Azteca Systems, LLC of Sandy, Utah in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 03-11-25-05 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Hoover presented Solicitation No. 25-167; Lake Serene Foot Bridge Replacement; Piggyback-Howard County Public School System Contract # 048.25.B3. Ms. Angela Hoover from the Department of Parks and Recreation stated that this proposal is to replace two (2) footbridges along the walking trail around Lake Serene in Edgewood. 2 The Department of Parks and Recreation recommends award in the amount of $61,186.00 to R.K. Owings Inc. of Glen Arm, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 03-11-25-06 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Stephens presented Solicitation 25-176; Benelogic Open Enrollment; Sole Source. Ms. Tiffany Stephens from the Department of Human Resources is requesting approval for software that simplifies employee benefits administration and streamlines data transfer for Harford County Government until July 1, 2025. The Department of Human Resources recommends award in the amount not to exceed $80,000 per year to Benelogic, LLC of Timonium, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 03-11-25-07 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Thomson presented Solicitation No. 25-268; Open End Low Voltage Electrical Work; Requests for Proposals. Ms. Melissa Thomson from the Department of Public Works stated that this proposal is for a wide variety of low voltage electrical projects within the County. The categories are Fire Systems, Security, Access Control and Video Surveillance, and IT/ Cabling and Audio/Visual. The Department of Public Works recommends award in the amount not to exceed $1,500,000.00 per year to Harford County Security Systems, Incorporated TIA Harford Alarm Company of Bel Air, Maryland, Town Security, Incorporated of Edgewood, Maryland, ARK Systems, Incorporated of Colombia, Maryland, Tan Fire Alarms, LLC of Dayton, Maryland, Infiniti Technologies, Incorporated of Rosedale, Maryland, Mad-Lex Communications, Incorporated of Rosedale, Maryland, and The Tel-Net Group, Incorporated of Baltimore, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved. Item No. 03-11-25-08 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Post presented Solicitation No. 25-162; Office Supplies; Piggyback-Sourcewel. Contract # 070924-SCC. Ms. Karen Post from the Department of Procurement stated that this proposal is for office supplies for various Harford County departments. The Department of Procurement recommends award in the amount not to exceed $400,000.00 per year to Staples Contract & Commercial, LLC of Framingham, Massachusetts in accordance with Section 41-25 of the Harford County Code.
