Motion passed 4-0 to approve the following Consent Agenda items: Approval of Dr. Carmer to serve as the Pool Committee Chair for calendar year 2014. Adoption of a Resolution setting the Tennis Fee for calendar year 2014 at $20.00 (no change from 2013) Non-Consent Agenda Mayor Slavin turned the Meeting over to Phyllis Wiesenfelder who accepted nominations for 1 Mayor seat and 2 Council seats. A Montgomery County, Maryland Municipality Council Vice President Marnie Shaul nominated Jeffrey Slavin for Mayor Town resident Milton Heller nominated Barbara Condos for Council Member Council Vice President Marnie Shaul nominated Cathy Pickar for Council Member These were the only 3 nominations for the election on April 2, 2014. Town Manager Charnovich provided the February Finançial Report Adoption of a Resolution establishing a Rainy Day/Special Capital Fund. Motion Shaul, second Peale. Motion passed 4-0. Approval of an application to install a generator at 4901 Essex Avenue contingent upon it passing the required noise levels. Motion Shaul, second Condos. Motion passed 4-0. Approval of a permit extension submitted for Washington Gas for work taking place on Essex Avenue until April 1, 2014. Motion Zeughauser, second Peale. Approval of an application submitted by Washington Gas to replace 8 services in Somerset via Keyhole and Insertion on Cumberland Avenue, Dorset Avenue and Warwick Place. Motion Zeughauser, second Shaul. Motion passed 4-0. Washington Suburban Sanitary Commission made a presentation to the Council to replace 6 sewer laterals at the following locations on Cumberland Avenue: 4811 Cumberland, 4813 Cumberland, 4814 Cumberland, 4815 Cumberland, 4816 Cumberland, 4818 Cumberland. The application would be on the March Agenda for consideration by the Council. Approval of a proposal submitted by Town Code Inspector Larry Plummer for sidewalk, paving and curb work on Town streets and sidewalks (report attached). Motion Peale, second Condos. Confirmation approval of an invoice submitted by Michael J. Thomas Plumbing and Heating Co. in the amount of $3,233.00. The invoice was originally approved in an emergency when piping burst in the Town Hall. Motion Condos, second Shaul. Motion passed 4-0. Confirmation approval of PCO 20R in the amount of $8,019.00 to repair the pantry area that was damaged due to frozen pipe damage in the Town Hall. Motion Zeughauser, second Shaul. Motion passed 4-0. Confirmation approval of PCO 22 in the amount ofs $2,602.00 to replace the existing wood fascia and soffit with PVC and paint new PVC fascia and soffit. Motion Zeughauser, second Shaul. Motion passed 4-0. Approval of a proposal in the amount of$11,223.00 to remove existing cabinets and countertop and install new cabinets and countertop; kitchen cabinets and stone countertop with backsplashes and undermount sink; remove and disconnect sink and disposal, install faucet and disposal, reconnect garbage disposal. Motion Zeughauser, second Peale. Motion passed 4-0. Approval of an invoice submitted by Balodemas Architects in the amount of $5,152.50. Motion Zeughauser, second Shaul. Motion passed 4-0. Adoption of a Resolution confirming the Town of Somerset's intent to pursue the Sustainable Maryland designation was TABLED until the March meeting. Approval to authorize a letter to be sent in general support of the County and Municipal Street Lighting Investment Act to be proposed and introduced by Delegate Al Carr. Council Member Pickar volunteered to draft the initial letter. Motion Shaul, second Zeughauser. Motion passed 4-0.
