Friedrich, U.S. District Judge for the District of Columbia swore into office Mayor Jeffrey Slavin, Council Member Morris Panner, and Council Member Steve Surko. Town Manager Charnovich flipped a coin, and Morris Panner has Council seniority over Steve Surko. Marnie Shaul was nominated by Council Member Zeughauser to be Council President, second by Council Member Panner, motion passed 5-0. Public Comment Period: Lucy Freeman, Dorset, spoke about the process for applying for and obtaining a permit to replace HVAC units. Consent Agenda "Where People and Trees Have Deep Roots and Grow Strong" 1. April 2, 2018 Council Meeting Minutes: Motion Shaul, second Zeughuaser to approve the minutes. Motion passed 5-0. Non Consent Agenda 2. Town Manager Charnovich presented the administrative and financial reports. 3. 5800 Deal Place permit request: The applicant requested the following permits: demolition, building permit to construct an addition, patio installation, dumpster, storage pod, and HVAC unit installation. Motion Peale, second Panner to approve the permits and include the contents oft the reports from Doug Lohmeyer and Dr. Feather. Motion passed 5-0. 4. 5415 Trent Street Plan Amendment: The applicants requested a plan amendment to include a dumpster for the project. Motion Zeughauser, second Shaul to approve the plan amendment. Motion passed 5-0. 5. Speed Hump on Warwick Lane near Cumberland Avenue: Motion Shaul, second Zeughauser to adopt an Ordinance to install a speed hump on Warwick Lane in the vicinity ofCumberland Avenue as recommend by the Town consulting traffic engineer, Sabra and Associates. Motion passed 5-0. 6. Report from the Ad Hoc Traffic Committee: Elizabeth Hurwit was in attendance to discuss the current issues the Traffic Committee is working on, including the No Parking zone from Wisconsin Avenue toward Deal Place, the temporary Town Ordinance. 7. Proposal for landscape services near Wisconsin Avenue and Dorset Avenue: Motion Shaul, second Zeughauser, to retain the services ofl Backyard Bounty to develop a conservation landscape plan in the vicinity of Dorset Avenue and Wisconsin Avenue at a cost not to exceed $2,700.00. Motion passed 5-0. 8. 5510 Surrey Street tree removal: Motion Zeughauser, second Panner to approve the removal of 1 Zelkova Tree at 5510 Surrey Street as recommended by the Town Arborist. Motion passed 5-0. 9. Town Tree maintenance and removal contract: Motion Surko, second Shaul to approve Lee's Tree Service for a 1 year contract contingent upon final review of a contract by the Town Attorney. Motion passed 3-2, with Peale and Zeughauser against. 10. Unity Disposal 1 year contract extension: Motion Shaul, second Zeughauser to extend the contract with Unity Disposal for the 1 year option year per section IV of the existing contract. Motion passed 5-0. 11. Establishment of a Town of Somerset MD List Serv: It was determined an article would be written for the Journal on the topic and it would be plaçed on the July 2, 2018 Council Meeting Agenda for consideration. No action taken. 12. Adoption ofRules for the Town of Somerset MD List Serv: It was determined the list serv proposed rules would be placed on the July 2, 2018 Council Meeting Agenda. No action taken. 13. General Code Update: A brief update was discussed concerning the status of General Code's review ofthe Town Code. 14.
