Public Comment Period: None. Consent Agenda 2. Motion Zeughauser, second Shaul to approve the October 6, 2014 meeting minutes. Motion passed 5-0. Non-Consent Agenda 3. Bob Diss was at the meeting to present the FY14 Audit. Chuck Edson, Chair, Audit Committee advised the Council the Audit Committee recommended approval. Motion Shaul, second Zeughauser. Motion passed 5-0. 4. Town Manager Charnovich provided the October Financial Report. 5. Larry Plummer provided his report to the Council on an application to install an emergency generator at 4704 Falstone Avenue. Mr. Plummer recommended approval. "Where People Have Deep Roots and Grow Strong" Motion Zeughauser, Second Shaul to approve the installation of the generator contingent upon the unit passing the required noise level requirements. Motion passed 5-0. 6. Motion Peale, second Condos, to adopt an Ordinance amendment to the Town Code, Chapter 6, Article III, Building Permits Section 6-312(e), clarifying the setback waiver for new construction. Motion passed 5-0. 7. Matt Meiklejohn, from Outdoor Illumination, was in attendance to discuss with the Mayor and Council options for lighting the Parkland area near the Town Pool. It was determined Mike would obtain some further information, and the proposal would be considered again at the December Council meeting. 8. Motion Shaul, second Pickar, to approve the submission of Transportation Fuel Reduction and Energy Efficiency Action Plans to be submitted to Maryland Energy Administration in relation to Town owned facilities and property. Motion passed 5-0. 9. Proposals were received for services in relation to an assessment and re-write/re-order of the Town Code of Ordinances. Town Manager Charnovich went over the details of the memo and spreadsheet he submitted to the Council and Mayor. Four (4) proposals were received, and the memo/spreadsheet outlined both quantitative and qualitative facts about the proposals. It was determined further research would be completed and a final decision would be made at the December Council Meeting. 10. Motion Pickar, second Zeughauser to appoint Frank Joseph to serve as Chairman of the Tennis Committee. Motion passed 5-0. 11. Mayor's Report 12. Executive Session Commenced at 9:00 pm 13.
