April 1, 2013 Regular Council Minutes April 1, 2013 Closed Meeting Minutes April 3, 2013 Meeting Minutes Bike Safety Classes James Becker and Alex Van Hollen made a presentation to the Council and Mayor regarding bike safety classes that they would like to hold for kids. It was determined that the classes would be held on the Town Basketball Court, and the details would be worked out with the Town Manager. Motion Vice President Shaul, second Council Member Zeughauser. Motion passed 5-0. June Financial Report Town Manager Rich Charnovich presented the June Financial Report. 4900 Falstone Avenue Application The Town Inspector and Town Arborist each provided his report on this application. The applicant and his representatives did not attend the meeting. The Council had numerous questions that it needed answered; therefore, it was decided that this application be deferred to the July 1 Council Meeting. Council Member Pickar needed to leave the meeting at 8:55 pm. Status Update 5529 Uppingham, 5513 Uppingham, and 5510 Trent Street Town Inspector Plummer provided his report on these 3 construction projects. 4701 Willard Project Trees Dr. Feather provided his report to the Council. Motion Council Member Zeughauser, second Vice President Shaul to approve the removal of5 Hemlock Trees and 1 White Pine tree on Town Parkland and to approve Equity Residential's offer to plant 12 additional trees of similar variety (White Pine or Holly) on Town Parkland at areas determined by the Town. Motion passed 4-0. 2009 Traffic Calming Update Vice President Shaul explained the process ofhow we got to this point. Vice President Shaul, Council Member Pickar and Town Manager Charnovich sat down to review the bids received. References were checked on Sabra, Wang and Associates. Motion Vice President Shaul, second Council Member Zeughauser to approve the proposal submitted by Sabra, Wang and Associates. Motion passed 4-0. Pesticide Reduction and Sustainable Fertilization Plan Robin Barr, Environmental Committee Chair, explained to the Town Council and Mayor the goals and idea behind this plan for sustainable fertilization and to minimize pesticide use on Town parkland. Motion Council Member Zeughauser, second Vice President Shaul, motion passed 4-0. 2013 Swim leam Rules Motion Council Member Peale, second Vice President Shaul. Motion passed 4-0. Amending Hours at Town Pool The Council and Mayor received a request from a group of neighbors in the Town requesting an extension to Friday night hours at the pool. Debbie Heller, Pool Committee Chair, spoke about the request. Motion Council Member Peale, second Council Member Zeughauser to amend the pool hours to the following: During the summer, the pool will close at 10 pm on Friday night. When school is in session, the pool will close at 9 pm on Friday night. Motion passed 3-1 with Council Member Condos voting against. Property, Casualty and Worker's Compensation Insurances Town Manager Charnovich explained his memo and why he was recommending the Town move to the Local Government Investment Trust (LGIT) for its property and casualty insurance and stay with Montgomery County for its Worker's Compensation Insurance. Motion Council Member Zeughauser, second Vice President Shaul. Motion passed 4-0. FY13 Audit: Lindsey and Associates Town Manager Charnovich made the recommendation to the Council and Mayor that they approve a 1-year Agreement with Lindsey and Associates for the FY13 Audit. Motion Council Member Zeughauser, second Vice President Shaul. Motion passed 4-0. Fence by the Town Hall Garage Town Manager Charnovich requested that this item be deferred until the July 1 Council Meeting. Mayor's Nomination of Rich Charnovich for Clerk-Treasurer Motion Vice President Shaul, second Council Member Zeughauser. Motion passed 4-0. Montgomery County Bus Rapid Transit plan and the Green Mile It was determined that the Town would send a comments to the Montgomery County Planning Board regarding the Bus Rapid Transit Plan and its affect it could have on the green mile on Wisconsin Avenue. Motion Vice President Shaul, second Council Member Zeughauser. Motion passed 4-0. Mayor's Report During his report Mayor Slavin mentioned the upcoming tutorial with the Historic Preservation Commission, meeting with the State Comptroller's Office and a request received to remove a speed control sign at the corner of1 lower Trent Street by the cul-de- sac.
