Consent Agenda 1. August 4, 2015 Council Meeting Minutes 2. Approval of a HVAC unit application for 4809 Grantham Avenue 3. Approval of a HVAC unit application for 5508 Greystone Street "Where People and Trees Have Deep Roots and Grow Strong" 4. Adoption of a Resolution confirming the closure of Wisconsin Avenue and River Road entrances on Sunday, October 25, 2015 from 8 am to 11 am for the 8 KM Race sponsored by the Somerset Elementary School PTA Motion Condos, Second Shaul. Motion passed 5-0. Council Members Pickar and Peale abstained from the August 4 Council Meeting minutes because they were not in attendance. Non-Consent Agenda 5. Town Manager Charnovich provided the August Financial Report 6. Westbard Plan and Traffic - Bryon White, of Sabra Wang and Associates, presented a report to those present on proposed traffic impacts oft the Westbard Sector Plan. 45 minutes was allotted for discussion on this topic. Several residents in attendance asked the Council and Mayor to include in their testimony a request for affordable housing in the Westbard Sector Plan. 7. 4817 Dorset Avenue Motion Peale, second Pickar to approve a building permit application to construct an addition to the existing accessory building. Motion passed 5-0. 8. 4715 Cumberland Avenue - Motion Shaul, second Zeughauser to make a recommendation of the Council acting as the Local Advisory Panel to the Historic Preservation Commission. The applicants are proposing a 2-story rear addition, restore and extend the deck in the rear ofthe house, construct a screened porch under the deck, demolish and construct a new garage and replace the existing driveway flare with parking pad. Motion passed 5-0. 9. 4707 Cumberland Avenue Motion Zeughauser, second Pickar to confirm the removal of the two storm water tanks at this particular project. Drywell 1 to be moved 7'-0" east and 3'-6" south and Drywell 2 to be moved 25'-6" east and 16'-0" south. Motion passed 5-0. 10. 5804 Surrey Street tree removal - Motion Zeughauser, second Condos to approve the removal of the Town Pin Oak tree located at this address. Motion passed 5-0. 11. Pool parkland energy lighting project - Motion Shaul, second Zeughauser to approve payment in the amount of $2,816.63 to Outdoor Illumination, Inc. as the Town's s share of the pool parkland area energy efficiency lighting project. Motion passed 5-0. 12. HVAC Unit and furnace bids for Town Hall and garage - This item was tabled until next month for the purpose of obtaining further information 13. Traffic control options at the intersection of River Road and Greystone Street - Dave Murnan with the State Highway Administration was in attendance to provide an update on the planning for this area. The temporary safety stanchions have been installed in this area while something permanent is considered. 14. Discarding or Selling old equipment - Motion Peale, second Zeughauser to authorize the Town Manager to either sell or discard ofthe following equipment due to its age and condition: Exmark 48" Mower (1993) SP1 Backpack Sprayer (1998) SHP Air Compressor (1999) Echo Back-Pack Blower (2003) Echo Back-Pack Blower (2005) Exmark Mower (2007) Herd 3PT Hitch Spreader (1997) Trak-Vak Truck Loader (1997) Echo Back-Pack Blower 44CC (2003) Motion passed 5-0. 15. General Code project update - The Town still has not received the material for the next phase of the project. Council Member Peale mentioned she would send out an email to establish meeting dates on the Code project for October thru December. 16.
