Town Manager Charnovich discussed the September Financial and Administrative Reports 2. 4907 Falstone Avenue: Applicants request permits to construct a 2nd floor addition at the rear of the house, construction of a deck in the rear of the house, installation of a HVAC unit in the rear of the house, and a temporary dumpster. Motion Shaul, second Zeughauser, motion passed 5-0. 3. 4721 Essex Avenue: This is Historic Preservation review, with the Town Council acting as the Local Advisory Panel. The applicants are proposing the following scope of work: add a two-story addition at the rear ofthe house, construct a one-story garage at the rear oft the house, rebuild the existing retaining wall and front walk, demolish the existing deck, shed, and tree house at the rear of the house, construct a fence around the garden, and remove several trees depending on the final plan. Motion Shaul, second Zeughauser to recommend the plan to the Historic Preservation Commission. Motion passed 5-0. "Where People and Trees Have Deep Roots and Grow Strong" 4. 5504 Surrey Street Building Permit Extension request: Motion Zeughauser, second Shaul, to grant a building permit extension until December 15, 2017. Motion passed 5-0. 5. 5534 Warwick Place HVAC Unit replacement permit: Motion Shaul, second Zeughauser, motion passed 5-0. 6. 5526 Warwick Place HVAC Unit replacement permit: Motion Shaul, second Zeughauser, motion passed 5-0. 7. Fall Town Tree Plantings: The Town Arborist and Parks and Natural Resources recommended the following trees be planted in the Fall of 2017: 4514 Dorset Avenue = Black gum 4714 Essex Avenue - Willow Oak 4801 Essex Avenue (on Surrey St.) - Green Mountain Sugar Maple 4810 Essex Avenue - White Oak 4710 Falstone Avenue - Yoshino Flowering Cherry 4801 Falstone Avenue (on Surrey St.) - Green Mountain Sugar Maple 4906 Falstone Avenue - Black gum 5510 Greystone Avenue - Forest Pansy Redbud 5509 Trent Street - Yoshino Flowering Cherry 5401 Uppingham Street (on Greystone Street)- October Glory Red Maple 5419 Uppingham Street (on Trent Street) - Yoshino Flowering Cherry 5609 Warwick Place - Black gum Motion Zeughauser, second Shaul to approve the tree-planting list. An email from the PNRC Chair was noted into the record concerning the Sugar Maple tree at 4801 Falstone. It was noted the residents adjacent to this area were opposed to the Sugar Maple. Motion passed 5-0 to approve the tree-planting list. 8. 5703 Warwick Place black walnut tree removal request on Town Right of Way: Dr. Feather, Town Arborist, provided his report to the Council. Mr. Bruce Tully, adjacent neighbor to the tree, spoke concerning his desire to have the tree removed. Motion Zeughauser, second Condos to approve the removal ofthe tree in the Town Right of Way. Motion passed 4-0, Council Vice President Shaul recused herself and did not participate in the vote. 9. WSSC Project in Town Parkland Update adjacent to Wisconsin Avenue: Justin Wolfrey, Project Manager, was in attendance to provide an update and to field any questions from the Mayor, Council, and interested residents in attendance. 10. Maintenance Work on exterior ofTown Hall and Town Hall roof: Motion Zeughauser, second Shaul, to authorize Lou to get bids with the goal is staying at or below $136,000.00. Motion passed 5-0. The Town would not go to bid immediately; it would take place sometime in the Spring of 2018, SO there would be an opportunity to potentially bridge exterior work and interior second floor work. Phil Young, Town resident and Budget Committee member, was in attendance to inquire about the plan and budget for the exterior and interior of the Town Hall. 11. Balodemas Architects invoice for design work related to maintenance of the exterior and interior oft the Town Hall: Motion Zeughauser, second Peale, to approve an invoice in the amount of$13,938.56 for the time period from June 6, 2017 to August 31, 2017, for design work related to the exterior ofthe Town Hall and proposed 2nd floor renovation project. Motion passed 5-0. 12. District 1 Candidate Forum at Somerset Elementary School: Motion Shaul, second Zeughauser, to join Chevy Chase West in supporting the District 1 Candidates Forum at Somerset Elementary School on November 14. Motion passed 5-0. 13. Montgomery County preliminary bikeway recommendations: A representative from Montgomery County was in attendance to discuss the preliminary bikeway master plan and its recommendations. Motion Zeughauser, second Condos, to support including Dorset Avenue in the bikeway master plan, and also a portion of Wisconsin Avenue that may be adjacent to the Town of Somerset. A letter or email would be sent to the County to this effect. Motion passed 5-0. 14. Leaf Collection Contract for 2017: Town Manager Charnovich recommended the Town enter into a 1 year contract with Hughes Landscaping at a cost of $20,800.00. Motion Condos, second Shaul to accept the Town Manager's recommendation. Motion passed 5- 0. 15. Public Hearing 2 of 2 concerning 33 proposed Town Charter amendments: Copies have been available on the Town website and at the Town Hall. No public comments were brought up at the meeting. 16. General Code Opdate: None at this time 17. Mayor's Report: Mayor Slavin provided his report to the Council and had copies in the room for residents at the meeting. 18. Meeting Adjourned at 10:00 pm
