Town of Pomona Park, Town Council Meeting Minutes Meeting Minutes of February 11,2025 Mayor Anthony Cuevas presided. Council present were Lynda Linkswiler, CarrieAnn Evans(excused), Patricia Mead(excused), Alisha Kuleski, Donna Cooney, Mark Swanson, Town Attorney Don Holmes, Town Clerk Andrea Almeida, Finance Officer Jennifer Paul, Public Works Superintendent Bruce Wolfred Mayor Cuevas led in the PLEDGE OF ALLEGIANCE TO THE FLAG MOMENT OF SILENCE FOR: Gloria Etanope And Dr. Robert Warren CALL TO ORDER. AND WELCOME VISITORS Roll Call CORRIESPONDENCE-TOWN CLERK Councilman Swanson motioned to excuse Councilwoman Evans and Mead from the meeting, Councilwoman Cooney 2nd the motion. Motion passed unanimously. Councilwoman Linkswiler asked to be excused from the meeting in January due to having covid. GRC - 1 a Councilman Swanson motioned to excuse Councilwoman Linkswiler and Councilwoman Kuleski 2nd the motion. Motion unanimously approved. ADOPT MINUTES ofMeeting January 14, 2025 Councilwoman Linkswiler made a motion to adopt the Meeting Minutes of January 14, 2025 and Councilwoman Kuleski 2nd the motion. The vote is unanimous. Proclamation 2025-03 Black History Month Mayor Cuevas read allowed the proclamation. Councilwoman Kuleski motioned to accept the proclamation and Councilman Swanson 2nd the motion. Proclamation adopted unanimously. PRESENTATION Anti-Smoking Jenny Ramos Gagne' and Putnam County SWAT Students. Jenny Ramos introduced the youth. The youth ofPutnam County presented an anti-smoking campaign to keep smoking out of playgrounds, parks, to protect the children from smoke. The students have askedfor smoking and vaping to be taken out of the parks. Doris Carol has asked if an ordinance can be put into place in the town. Jenny Ramos explained that currently in Putnam County there is no ordinances against smoking in parks. Councilman Swanson motioned to move. forward to draft a model ordinance and Councilwoman Linkswiler 2'd the motion. Bill Carol explained that he has been dealing with cancer for over ten years now and the spoke ofthe complications of dealing with treatment. And has askedfor the Councilmembers to set the example. Town Attorney explained the enforcement will be as struggle, but the ordinance is the first step. GRC M 2 3 Motion passes unanimously. Jenny Ramos spoke about the grants that can pay, for signage. Jenny Ramos spoke ofthe different levels ofenforcement; some strictly use signage and some use fines. Strategic placement is key. Town Attorney would like to see what others have done; he asked if trespassing is an option. River2 Sea Loop- Larry Flaman Larry Flaman presented his ideas for the River2Sea Loop. He explained his maps that were provided, and how the route stops at 17. He proposed the route be Sisco Rdt to East Main St. then connect into Crescent Ciry. Larry is requesting the Town Council reconfirm that he stays representing the Blue Ways and Trails committee. That he wants the Town Council to commit someone to the Committee to advocate for the Town. Councilwoman Linkswiler asked about the 4 lane HWY Mary Garcia stated the trail would be built in conjunction with the River2Sea Loop. Town. Attorney spoke about the presentation, it needs to be agenda item. It needs to be noticed. Larry is asking that the item be put on the agenda to have someone be on the committee. PUBLIC HEARING ITEMS None UNFINISHED BUSINESS, INCLUDING COMMITTEE REPORTS Jennifer Paul Treasurer- Check Register and Trial Balance Jennifer reviewed the check register and balance sheet. No questions. Beautification Report M GRC 3 Beautification Representative June Ulrich reviewed the details ofbreakfast. The flower beds will be revamped in March. Dunns Creek Events coming up in March, the Mural project is moving along. The mural will be painted in March or early April. Upcomingprojects a senior computer class starting March 1, computer training for seniors. The first class will be on email and computer safety. This is a free event for the community led by Chase France. Upcoming events this Sat is a community workday, March. Ist will be the next breakfast along with.the first Computer Class. April 5th breakfast and computer class. Friday and SatApril 11,12 is the Dunns Creek Event, and April 19 Easter Egg Hunt. Mayor asked about the Spring Clean, if a dumpster was brought into the park. June said it may be in April or. May. April 12 is the Toxic Roundup at the Putnam County Landfill Parks and Recreation Report- Mayor Cuevas FRDAP. Bids Middleton Beach- Councilwoman Kuleski motioned to accept the bid for Mayors Park from. REP Services per pending acceptance ofthe DEP approval and Councilman Swanson 2"d the motion. The Projects were discussed. The vote was unanimous. Councilwoman Cooney motioned to accept the bid for Middleton Beach from REP. Services contract per pending acceptance of the DEP and Councilman Swanson 2d the motion. The motion passes unanimously. Resolution 2025-01 FRDAPApproval Councilwoman Kuleski motioned to adopt Resolution 2025-01 to allow Mayor Cuevas to sign the required FRDAP documents. Councilman Swanson 2nd the motion. The motion passes unanimously. 121 & 123 A Street Donation Property Public Works Superintendent explained the need for the donation oft the properties to allow future drainage issues ifthe town accepts the property. QeC W 4 Attorney Don Holmes explained the concerns with the donation of property on A street. 123 A Street. He has spoken with the property owner to ask for any documents to help with the acceptance ofthe property. Mr. Holmes explained that $2,500 up to $3,000a piece. There are issues with marketable title. The issues with the two parcels are different. The issue is the past owners conveyed the property to the Town and in the deed, it contained the condition that it was to be used by a street. The other piece ofi property is owned by three different people. A quite title suit would need to be completed for both parcels. Publication, Title Work, the attorney. fees are associated cost. Quite Title Suits for Each Property would be needed. A discussion ofissues and other items were had about multiple items with Town projects. Councilwoman Linkswiler motioned to accept the donated property of 121 A Street and 123 A Street and to allow Holmes and Young to move forward with the Quite' Title Suits not to exceed $6,000. Councilwoman Cooney 2nd the motion. The motion passes unanimously. NEW BUSINESS Grants, Growth, & Best Practices Event Councilwoman Kuleski motioned to allow staff to attend the FDOT training event in Live Oak April 29 and to allow the office to be closed for the day, Councilman Swanson 2ud the motion.
