TOWN COMMISSION REGULAR MEETING MINUTES TUESDAY, MARCH 11, 2025 7:00 P.M. OAKLAND MEETING HALL CALL TO ORDER: This meeting was held in-person and livestreamed as a Zoom webinar. Mayor Taylor called the regular meeting to order at 7:00 p.m. This was followed by the Pledge of Allegiance and Invocation by Commissioner Ramos. ROLL CALL COMMISSIONERS PRESENT: Commissioner Keller Commissioner Ramos Vice Mayor Satterfield Mayor Taylor COMMISSIONERS ABSENT: Commissioner McMullen (excused to be at National League of Cities Conference) PROCLAMATIONS/PRESENTATION: Proclamation - Government Finance Professionals Week Mayor Taylor read the Government Finance Professionals Week Proclamation announced March 17-21, 2025, at Government Finance Professionals Week in the Town of Oakland. Mayor Taylor then acknowledged the Town of Oakland Finance Department and presented Finance Director Gaby Leon with the Proclamation. Mayor Taylor also acknowledged the rest of the Finance Department including Ty, Lisa, Faith, and Crystal. Mayor Taylor said he wanted to change the agenda a little bit and move up other policy matters Item E to discuss. Mayor Taylor turned the gavel over to Vice Mayor Satterfield. OTHER POLICY MATTERS Town Manager Discussion Mayor Taylor said that as part of his duties as mayor it is his job to recommend a Town Manager for the town and his recommendation to the board is to appoint Elise Hui as the new Town Manager. Vice Mayor Satterfield opened the floor for public comment. Public comment was as follows: Ed Kulakowski, 51 Vandermeer Street = Ed said it is a great decision. Town Commission Regular Meeting Minutes March 11, 2025 - Page 1 - Vice Mayor Satterfield closed public comment. MOTION was made by Mayor Taylor, seconded by Commissioner Ramos to authorize the Town Attorney's Office to negotiate an employment contract with Elise Hui, with the contract to specify that Elise is to be hired as Town Manager at the starting maximum salary of $135,000 with a 15% contribution toward retirement by the Town, and a vehicle allowance of $230.77 per biweekly pay period, and authorize Mayor Taylor to execute the contract. AYE: Keller, Ramos, Satterfield, Taylor NAY: None MOTION PASSED with 4 Ayes, 0 Nays. Town Commission discussion was as follows: Commissioner Ramos said this is a great decision and he loves the fact that we don't have to do turnover, and Elise has been already almost as a manager, and he is really proud she is there. He said he does request that we expedite having an assistant manager because he doesn't want her carrying SO many hats and getting overwhelmed. Commissioner Ramos said she needs an assistant, she needs a clerk, she needs some help to make sure that person doesn't burn out. Vice Mayor Satterfield said that he is speaking for himself at this point, but he probably is speaking for everyone else, and he told Elise that he has complete faith in what she does, and she has proven herself over and over again and he personally would be proud to call her our town manager. CONSENT AGENDA: a. Minutes = 2-25-2025 Town Commission Regular Meeting b. Agreement for Traffic Enforcement for Johns Landing HOA C. Acceptance of Infrastructure - Oakland Park = Phase 6B-2 and 6B-3 d. Public Works Request to Increase Budget for Vehicle e. Donation Acceptance of Two (2) Police Vehicles Mayor Taylor announced the items on the Consent Agenda and asked Chief Esan to talk more about Item E - Donation Acceptance of Two Police Vehicles. Chief Esan said that as he has discussed with Town Manager Hui, they have had some serious problems with their cars. He said the most recent issue with one of the cars is going to take up 66% of their remaining budget, that is a huge problem. Chief Esan said that Lieutenant Castro was kind enough to meet with the former chief of Clermont, Chuck Broadway, who just said they ordered some new cars that they are taking delivery of and instead of them selling those at auction, they can donate two to Oakland. He said the cars are fully outfitted SO the only thing we have to pay for is the decals, taking Clermont off and putting Oakland on, but the Town Commission Regular Meeting Minutes March 11, 2025 - Page 2 cars are already wrapped in the same color schemes as ours. Chief Esan said it is going to cost $950 per car for us to own good working serviceable cars SO that is going to help with the problem. Chief Esan said that we are down to one car SO if any police car goes down, we have no cars left SO Clermont is really helping us and stepping up to help their neighbor to stay in service. MOTION was made by Vice Mayor Satterfield, seconded by Commissioner Keller to approve the Consent Agenda. AYE: Keller, Ramos, Satterfield, Taylor NAY: None OTHER POLICY MATTERS Kimley-Horn Scope of Services Contracted Town Planner Brad Cornelius said that this is for the commission's consideration for a scope of services and work by Kimley-Horn Association. He said that Katy Magruder, Project Manager, is here with Kimley-Horn. Contracted Town Planner Cornelius said that this is basically looking at the Tubb Street Corridor from State Road 50 up to the West Orange Trail, moving forward with the Complete Streets program that we had already started many years ago as well as the visioning process to come up with a better plan for that corridor. Katy Magruder, Project Manager with Kimley-Horn said that they will be working with the scope that had been provided to the Town Commission, and they will be working with Dix Hite and David from that group is at the meeting. Katy said that if the commission has read through the scope, task one is a visioning effort SO it includes a workshop as well as conceptual designs and a final vision plan that Kimley-Horn will be using as part of the visioning process. She said that they will then come behind them and implement that into an overlay district that will be put into the land development code and SO this will include edits to the text of the land development code as well as potentially a zoning map amendment to make sure that the overlay gets applied to all of those properties in the study area. Katy said this will include a future land use map amendment to make sure they have consistent future land use and zoning, as well as a text amendment to the comprehensive plan. She said the reason that all of those are needed is because the regulations right now are spread out between both the comprehensive plan and the land development code SO their effort will create a new overlay where all of the standards are in one place and there is not a design manual that you have to pull off the shelf. Katy said the goal here is to simplify and enact what becomes of that vision plan SO wider sidewalks that are mentioned in the complete streets, and potential multi-modal connectivity from the trail will be part of the discussion. She said that in our discussions, we talked about there being three different districts, SO it doesn't look the same for that entire study area. Katy said there may be a different application from the trail to Oakland Avenue, Oakland Avenue down to Sadler Town Commission Regular Meeting Minutes March 11, 2025 - Page 3 Avenue, and then Sadler to 50 which as everyone knows is the most intense and commercial SO that is the scope. She said that we are also including in here an effort for Kimley-Horn's Civil Engineering Group to be part of that visioning, as well as offer coordination and advice about potential engineering tactics that are suggested through the visioning plan, SO that we can have a cost associated with that design SO that the vision plan ends up being something that is implementable feasible. Katy said the last piece is something she thinks is unique to Kimley-Horn which is they have internal grant specialists SO part of the effort will include a matrix of opportunity for funding by third parties to help fund the plan. She said that it will be a matrix of availability and then if the town wants to take that further, Kimley- Horn offers administration of those grants. Katy said this will be a tool of listed potential funders. Town Commission discussion was as follows: Commissioner Keller said that first and foremost, she understands that there may be a grant aspect later on, but initially this is $154,000 and she is wondering, is this not a currently budget item, or do we have funding to cover this. Town Manager Hui said that we do have some money in Transportation Impact Fees that we can use to help fund this. Commissioner Keller asked if we knew roughly how much. Finance Director Leon said that in reserves for transportation, we have around over a million, but she believes this is going to be funded out of a current line item that we have. She said it is technically budgeted; it is just a catch-all for any kind of studies that we have. Commissioner Keller said she was just wondering about that if there is possible grant funding to get a project because this is just the project to determine the project, right? She said she understands that Kimley-Horn will possibly help us with that. However, she ran into one of our officers a couple weeks ago and introduced herself and the officer said they need cars, SO she was really excited to hear that we are getting two free police cars now. Commissioner Keller said she just wants to make sure that it is something that we have funding for because she thinks it is a lovely idea and thinks it would be great to have a corridor that is an entrance to our town and highlights our town in the way we would like it to be. She just wants to make sure that we are being mindful of the cost associated with it and where it is coming from. Contracted Town Planner Cornelius said that the project that Katy would be doing for the town, you will get a touchable product at the end because what they are doing is coming forward with a comprehensive plan amendment as well as rezonings and updates to the maps to take care of all this internal conflict that we are seeing more often as we get more and more development coming in to the town and more of these things pop out at us. He said what we will have through this process is updates to those parts of the code that Town Commission Regular Meeting Minutes March 11, 2025 - Page 4 have become very difficult to deal with SO the town will have a concrete product as well and not just a vision in the end. Commissioner Ramos asked what is the lead time as soon as we start because you said three different stages for the $154,000 SO what is the lead time, how long is the process going to take to get to the finish line, and is this going to take this year and into next year? Katy said that they will probably get into 2026 and that is just the basis of a future land use map amendment. She said it takes about six to eight months to go through any sort of future land use map amendment and then add the text amendment. Katy said these will have to be transmitted to both the county and that state. She said there is a component of a transportation study that will support the future land use map amendment. Katy said we will probably not kick off on the actual land development code and future land use map amendments until such time that the vison plan is at least moving to its final version. She said we will want to make sure that we are implementing the final version SO depending on how quickly that visioning process could go, she thinks we might get into the early parts of 2026 to get to final. Commissioner Ramos said the grant specialist will help fund the civil and some parts of the work done, not necessarily the $154,000, correct? Katy said that is correct. She said the grant funding opportunities will be for much larger amounts like community block grants, things that will help implement like a stormwater master plan or dealing with sewer and potable water and things that the town is working on for the utilities and infrastructure piece. Katy said those funding opportunities will be focused on those implementation efforts. Commissioner Ramos said he is really excited about this, especially the workshops and having the community re-involved with the new layout of the Tubb Street, Oakland Avenue, and Colonial because it has been a long time. He said like Contracted Town Planner Cornelius said, there has been confusion with developers coming in here and what they can do and what they can't do and the residents wanting to see something different from what we had implemented 10 years ago. Katy said it will be building on those efforts that we have made, and they are really excited to be part of it. Mayor Taylor said that when we looked at this, everybody recalls several years ago the vision session for Oakland Avenue and Streetscape session, and it was absolutely phenomenal and something that we want to implement, but when we started looking at the development and any developer or any property owner that had to come into town to want to do a project on Tubb Street from Oakland Avenue to 50, our Land Development code just makes it very difficult for anybody to do anything if they can do anything SO this helps clean it up. He said second of all that we have to remember is when we do this infrastructure and we do this type of development and we have development Town Commission Regular Meeting Minutes March 11, 2025 - Page 5 on Tubb Street, we have got to put things in place as far as stormwater retention as well. Mayor Taylor said that we have a duty to capture that stormwater and there may be instances where the private owner captures stormwater on his property but then when you start putting in streets and curbs and gutters, you have got to find a place for this. He said that this study not only will make pretty pictures, but they will also look at how do you get that stormwater down to here and where are we going to put it. Mayor Taylor said it will be looking at green infrastructure, if you have ever been down the road and you see these planters on the side of the road where the water goes into it and gets filtered out by plants SO it is that type of thing to try to be good stewards of the environment as well and it goes hand in hand with the Nature Preserve that we SO much support. He said he thinks this is a step in the right direction to get it going and then from there hopefully this is the spark that starts everything off for us at Tubb Street. Mayor Taylor opened the floor for public comment. There were no public comments. Mayor Taylor closed public comment. Town Attorney Velo said that if the motion is going to be to approve the scope of services and contract here tonight, the town has a standard contract addendum that they advise be added on to contracts with vendors or service providers. She said there is not such an addendum attached to this contract SO she would ask that the motion be to approve the Kimley-Horn scope of services and contract with the addition of that standard contract addendum by the Town Attorney's office. Mayor Taylor said he understands and said just SO it is out in the open, Kimley Horn is one of many engineering firms that the town uses on other projects throughout the town, SO they have been vetted for their services. MOTION was made by Vice Mayor Satterfield, seconded by Commissioner Ramos to approve the Kimley-Horn scope of services contract and the additional contract. AYE: Keller, Ramos, Satterfield, Taylor NAY: None MOTION PASSED with 4 Ayes, 0 Nays. Briley Farm Phase 1B Final Plat Contracted Town Planner Brad Cornelius said that Briley Land Holdings, LLC, has submitted the final plat for Briley Farm Phase 1B. He said that this is the part of the project that the town commissioned in 2022. Briley Farm Phase 1B is comprised of 27 detached single-family lots on approximately 24.58 acres. Contracted Town Planner Cornelius said that in addition, Town Commission Regular Meeting Minutes March 11, 2025 - Page 6 the final plat includes wetland conservation area, landscape buffer, open space, and stormwater tracts that will be privately owned and maintained by the Homeowners Association. He said that the right-of-way and alley will be owned and maintained by the town. Contracted Town Planner Cornelius said that the final plat is consistent with the development agreement approved by the town Commission by Ordinance 2024-07 and the developer has provided the Town with a performance bond for the infrastructure for Phase 1B. He said the proposed plat was reviewed by town staff and the plat is found to be consistent with Town and State of Florida requirements for a plat and as such staff recommends approval of the proposed plat of Briley Farm Phase 1B as requested. Contracted Town Planner Cornelius said that the town will have the ownership and maintenance for roads right of way and water and sewer utilities. The HOA will be privately maintaining all the storm water systems in that part of the subdivision, they will have those responsibilities. He said that one of the questions that the mayor asked and that he will address SO everybody understands is you see on the plat there is a tract that is on the lake on the west side of the project that is called Open Space Tract One. Contracted Town Planner Cornelius said the in the notes and dedications on that plat, that tract, all the development rights for that tract are given to the St. John's River Water Management District SO the developer doesn't have any development rights on that tract. He said they are all on the lake and they are all held by the Water Management District SO if the developer would try to do something there, they would have to go through the water management district and get them to approve it first. Contracted Town Planner Cornelius said they would also still have to come through us as a town for approval, because it is development. He said they require permitting and it may require them to come back to the Town Commission depending on what they are doing SO he doesn't think there is a need for the town to be referenced there because it still has to come through us anyhow if they do something. Contracted Town Planner Cornelius said it would be difficult because of all the rights that are given to the water management district. He said the other part is the conservation on wetland easement that is on those lakefront lots that are there. Contracted Town Planner Cornelius said when you look at the plat, you will see about half of those lots are within that conservation easement wetland, and there is also a buffer there that is a requirement of their environmental resource permit through the water management district as well as permitting through the town. Contracted Town Planner Cornelius said the question was if they could put a dock through there. He said they potentially could, but the process would be significant and because there is an easement in favor of the Water Management District, the would have to get approval first for what they would be doing. Contracted Town Planner Cornelius said if they get that approval, then under the town's code and the county charter, they have to get approval by Orange County Environmental Protection and then they would come to the town to get a permit through the town to be compliant with the town requirements. He said it is possible, but there are a lot of checks and balances going through before that could happen to ensure that when they put that in, it doesn't cause environmental harm in that easement. Town Commission Regular Meeting Minutes March 11, 2025 - Page 7 Town Commission discussion was as follows: Vice Mayor Satterfield said the dock is just for Briley Farms and is not public. Contracted Town Planner Cornelius said that is correct, it is for individual lot owners. Commissioner Keller said that going through that area would require very specific specifications for a dock because it is a wetland. Contracted Town Planner Cornelius said that generally he knows protection like the walkway can't be more than four feet wide SO all those limitations would apply. Commissioner Ramos said in the end it would end up with us to decide. Contracted Town Planner Cornelius said that is correct, at the end of the day, we are the ones that would be issuing the final permit. Mayor Taylor opened the floor for public comment. Road Decision Mayor Taylor said the Town Commission made a commitment from the last meeting to have a decision made on the material to use for our dirt roads that are problematic to us. He said we have several choices that were out there, and he doesn't know if everybody had a chance to drive by and drive on them and offer an opinion of what you think. Mayor Taylor said he will preference this discussion as picking the material that we think is best suited for what we want to do but not every road is going to probably get that treatment. He said there are some roads that do not require that treatment, but he thinks starting to look at the heavily traveled roads or the roads that are the worst roads out there are probably first on the list and we will leave that up to Public Works to provide a schedule on all that. Town Commission discussion was as follows: Commissioner Keller said she has been doing her road research and has been driving around town for a couple reasons with one trying to get more familiar with the areas of town SO that when they come up in discussions, she is more familiar with the town, but also the roads. She said she knows it is an important discussion, and she actually went down Hull on her way to the meting this afternoon. Commissioner Keller said Town Commission Regular Meeting Minutes March 11, 2025 - Page 8 she thinks that the millings seem to be a good direction however, she confirmed that it has only been not quite two months since that was put down and if you drive down Hull versus Petris, Hull is having very different wear on that road versus Petris because of the traffic. She said she stopped and spoke to one of the residents on Hull the other day and asked them what they thought, and they said it is better than what they have had in the past, but she noticed as she was driving that he had mentioned there are some ruts happening in it. Commissioner Keller said that she knows that one of things they talked about is how it gets a little more natural with time and we are in our best weather of our season SO she knows everybody wants a quick solution and we need to make a commitment to our residents, but she also thinks that we owe a commitment to our residents to do our due diligence and actually give something a rainy season, a little more heat season to see how the product is going to last during those types of weather. She said right now it is pretty amazing weather, that is why we all live here, but she just would be concerned about making a final decision on something that we haven't really seen through at least six months. Commissioner Keller said she knows that it may not be popular, but we have tried and failed at SO many things, and she doesn't want to see us continue to throw good money out. Vice Mayor Satterfield said that he likes what we have done on Petris, and he does agree with Commissioner Keller that it is wearing more on Hull. He said he thinks it is still appropriate that we can pick one if we want and we can try one more. Vice Mayor Satterfield said in speaking with Town Manager Hui, we only have enough money left for one more section anyway for this year SO maybe work on doing it and there will be a season before we go into the next budget cycle if we have to make some changes. Commissioner Ramos said that he agrees with what Commissioner Keller and Vice Mayor Satterfield said and thinks that we should wait until we go through a few more seasons of rain and the heat. He said he did test all these out with his kids on bikes, on a golf cart, and with his nieces pushing their two-year old on a stroller to see which one would work out and he found that the asphalt millings number two, the recycled one, worked pretty well. Commissioner Ramos said that Commissioner Keller is right that Hull Avenue is wearing out quicker because of the traffic versus Petris. He said what he would like to see after talking to some of the residents is the concern about the smell of the petroleum during hot days which he thinks Public Works Director Parker said would wear out SO if we go through the month of July when it is super hot, asphalt tends to get sticky during the heat and see how that holds up and then the rainy season. Commissioner Ramos said he thinks Commissioner Keller is right and we owe it to the residents to let it get tested through the seasons and then make a final decision about how we feel about it after we go back. He said the residents who live there will tell you this is working out or we had the most awful July ever and it sticks to the cars and if it doesn't, it makes the cut, and we can move forward with something like this. Commissioner Ramos said he likes the last one, number two. Town Commission Regular Meeting Minutes March 11, 2025 - Page 9 Vice Mayor Satterfield said the one thing he doesn't want to do is have different things in different parts of town SO whatever they decide, they need to be consistent with. He said he thinks as we go through the years, we are going to be a lot better off if it is the same thing on all roads, rather than this one has maybe this, and then this one has something different. Commissioner Keller said she agrees, they definitely need to find a solution that works, and she would like to give it a little more time. She said she knows that everybody wants it fixed now, but if we do this, and for some reason it doesn't make it through the rainy season, we are back to square one. Commissioner Keller said it isa challenge; we only have enough money to do one more road on this year's budget SO even if we approve this, we are not going to do every road in town. She said that a few more months would be worth making sure that it is the right material before we continue with more. Commissioner Ramos said if this one works, it is really nice, it has a historical feel and it has a historical look. He said he has tested it with all the kids on bikes and this is the best one to ride on, it is nice and smooth for now. Mayor Taylor said the asphalt millings 2 is the one that he likes and that is the one on Petris and Hull. He said we discussed at the very beginning that the key was to try to knock down the dust and that material is definitely doing that. Mayor Taylor said that we knew all along when we put this down, the way it was put down, it looked great. He said it compacted own really well with the asphalt machine, which is what they put it down with and we also had knowledge that it was going to spread out and it was going to dissipate from its packed state and that is just something that it is going to do. Mayor Taylor said that he feels that it is doing what we sent out to do and he is very confident in utilizing that material for another road. He said he thinks when the heat hits it, with that little bit of asphalt or oil or petroleum that is in it and it will probably solidify a bit and kind of pack tighter together. Mayor Taylor said there will be times where Public Works will have to go out and fill a rut or a hole or whatever, it is not asphalt and it is not permanent asphalt. He said it is basically rocks with tar on them essentially what we are doing, and his choice would be asphalt millings 2. Mayor Taylor said make that the selected material to use and maybe we wait because we have enough in the budget for one more road and then schedule it out for Public Works in our next budget cycle and see what happens. He said the rainy season is coming up on us soon SO we will see how that holds up but SO far, we know on Petris, just hanging out there at the Heritage Center, the dust is definitely not as bad as it was. Public Works Director Parker said that the part of Hull between Oakland Avenue and Cross was a different material SO it might be a little rougher because it has larger pieces than the other and is not as tightly packed. He said he heard the commission, and he thinks they have a great idea to wait and see and maybe we will move forward with one more street and give it a season and see what happens. Mayor Taylor said he thinks after this, we are out of options. Town Commission Regular Meeting Minutes March 11, 2025 - Page 10 Mayor Taylor opened the floor for public comment. Public comments were as follows: Kevin Cox, 301 N. Walker - Kevin said between the West Orange Trail and Briley where Walker Street is, there is a lot of gravel there, and they were lucky to have that gravel, and it used to be nice and smooth but during hurricane season, their neighbor had a tree fall on their house and they had a skid steer come and it just tore the street up and it is really bumpy in that area now. Kevin said he is concerned about the new stuff getting torn up by skid steer or storm people and now that we have some time, before we go paving a lot of stuff, how do we prevent these types of things from tearing out streets up. o Public Works Director Parker said some streets will require traditional paving and it is a possibility that just like Henschen, it is going to require a full thickness in that, and that will have to be looked at as well. He said if it is something that can be straightened out, he will send somebody over and we can get it re-compacted. Kevin said he is not too concerned about their street, he is just worried about the good stuff, the number two millings, because it is not as hard as pavement, and he is concerned that a skid steer could really tear it up. Commissioner Ramos asked if we are going to be running the skid steer on the number two millings, we shouldn't be. Kevin said he means during storm cleanup. Public Works Director Parker said in the short term it definitely will take care of the dust and that is what we originally looked at, when we were looking at this, was dust control. Vice Mayor Satterfield said that we will have enough time to go through a season of hurricane and hopefully we don't have to worry about it but if we do, we will be able to see that as we move forward. Dave Helsel, 21 N. Daniels = Dave said he is at the corner of Henschen and Daniels there and they can't even sit out on their patio because it is SO dusty all the time. He said he knows the commission has heard a lot of complaints, and he is concerned about health. Dave said he and his wife are outside all the time and SO are all of their neighbors and they are inhaling this stuff like crazy, SO he challenges the commission, by waiting, what are they really going to learn. He said as the Mayor said, there are no other options, SO the solution is this is meant to treat dust, you are not going to put down a perfect road surface here. Dave said what are we going to find, that it is going to have some ruts? He said yes, it is going to but is it still containing the dust? Dave encouraged the commission to not lose the original vision of what the purpose was in doing this at all. He said if you want perfect roads, then we might as well save up and pave them. Dave said it is something that they were really looking forward to getting addressed when they saw Petris, SO he is a little bit disheartened to hear that we are going to wait. He said he challenges the logic, what are we really going to learn after the rain dissipates, is that going to change our options. Dave said he doesn't think SO, we will probably still go with number two to contain the dust. He said there is some sense of urgency that he is trying to instill. Town Commission Regular Meeting Minutes March 11, 2025 - Page 11 Gary Merrick, 201 N. Daniels = Gary said he lives kitty corner from Dave and what he would like to see happen, if possible, that would help with the dust until they get the millings is if the town could put a four-way stop at Henschen and Daniels. He said right now there is a free path from the bike trail all the way to Oakland Avenue and the rate of speed cars travel, the worst offenders are FedEx, Amazon, and UPS, some residents, but mostly the delivery trucks, and now they have extra traffic because of the Briley Farm construction SO if they could possibly get a four-way stop put there, right now it is just a stop on Henschen but if they could stop Daniels, that would at least slow them down to stop at Henschen. Ed Kulakowski, 51 Vandermeer = Ed said it seems to him like number two is a good choice because it's least expensive, but it also seems to him like we're talking about a band-aid here. He said we have had SO much growth in Oakland, and while we like the notion of dirt roads, we don't like all that stuff that goes along with it like dust. Ed said doing the number two millings, without a plan to go ahead with paving at least some number of the heaviest used roads would be short-sighted on the part of town. Ed said he thinks this needs a two-part solution, 1) to mitigate the dust today, but that is not going to last because we're going to get storms and we are going to get skid steers, it is going to get rutted and there will be more traffic as people move into the developments that are underway now. He said he thinks that we need a two-part phase here and then we really need to be planning for paving the busiest streets that we have and leaving the millings only on the least used roads. Ed said it won't be this year; we want to control the dust for now, but he thinks we need to have a plan, and a budget put forward to really address the long-term solution of the busiest roads that we have. Scott Hren, 305 Edgegrove = Scott said a couple of people have already brought up the issues that he was going to talking about. He said his biggest concern is with the skid steers when the hurricanes come, if they do 360s, 180s, they will tear the living daylight out of those number two millings. Scott said he wishes we had a rubber track skid steer to take over to these roads and do some 180s on it and let's see how it holds up. He said he just doesn't think that it's going to hold up. Scott said his question is, are those repairable and do we end up with a surface that's reasonably smooth? He said that the original contractor that did the millings over on this side of town, the ends of that road are beautiful, in the middle where it was lumpy and the town had to come in and take the grater and knock it down, he doesn't know what they knocked it down with to smooth it out but the ends of that road were beautiful and it seems to be a lot more firm, a lot stronger than the asphalt millings. Scott said he didn't see on the list, when we talk about paving in Florida, you have 20 plus years and with the roads in our town that have the traffic that we do, could probably last 30 years SO saving $1.67 at today's rates to spend a buck is not a smart idea and it is not going to solve anything in the future. Scott said Starr Street over here is beautiful, there are no curbs, it gets dusty with our roads that are here and when it is done, it just looks like a rural road. He said we know it is going to last; skid steers do turn on that and they don't have issues. He said he knows somebody brought up Town Commission Regular Meeting Minutes March 11, 2025 - Page 12 that we want our roads to be uniform and he thinks that's one of the nicest things that we stop putting down different surfaces. Scott said since he has been here, he has collected five different materials that were put down on Edgegrove and if we add the millings and the rocks or granite that Commissioner Ramos put in front of his yard, that brings us to seven different materials that Oakland has put down on the roads. He said it is awful. Scott said in the beginning he liked the shells that they got in front of their road because it was a nice, smooth surface and neighbors came out with their kids and there were more people walking on that road after they got that surface changed than ever before. He said the other roads around Edgegrove are not walkable, and dumping rocks on it doesn't help because when the potholes formed on Edgegrove, the town dumped rocks on it. Scott said that today they came down and graded the roads and now they have loose rocks scattered all the way down Edgegrove, and they've lost the nice uniform surface that was in the first test. Scott said he knows the town doesn't want to talk about it and the P word is a bad word to talk about, but the rest of the world has kind of figured out that paving is the way to go. He said we are not going to have sidewalks in Oakland and Commissioner Ramos mentioned how he went out and tested the surfaces with a baby stroller and kids on bikes. Scott said that our roads are our sidewalks for the town as well and he does know that the millings are smooth and hopefully would not get destroyed when the hurricanes are cleaned up by skid steers. He said he would love to see better preparation of the road surface under, that was one of the downfalls of Edgegrove. Scott said that the potholes are just going to reappear by throwing materials over it, that lower surface needs to be dug up and crowned before we put new materials on it. He said people talk about the dust, SO he did with his own money some lab analysis of the materials that were in Edgegrove, and it is the same for Vick and Arrington and Mathers-Smith. Scott said those roads contain crushed concrete, granite, and recycled materials and every time the cars drive on these, they crush it up. He said that the problem with our roads is they contain crystalline silica. Scott said he took the lightest material that he could get off of Edgegrove and sent it to a lab and they sent him back the analysis of what that material was. He said about 60% of that material came up as containing the silica itself, mica, quartz, calcite doesn't, SO it gave him the materials that were on the road, what the natural materials were. Scott said that the second stage of that is actually doing a silica analysis, and to do a bulk silica analysis because there's three types of silica they can test for, he talked to them about what we had, and he said what's the one that's going to show the most, because he couldn't pay for all three tests. He said he paid for one, SO they did a bulk silica analysis for quartz and the sample came back, it contained 37% silica. Scott said there are further tests that can be done to find out whether that's respirable silica, but it is a breathing hazard, and anybody that's outside, anybody that's walking their dogs, when the Amazon trucks and everybody rolls by if you're breathing that cloud of dust, you are breathing in a known carcinogen. He said it is on the back of any bag of concrete, "Do not breathe the dust", SO, we need to come up with a solution. Scott said that a year and a half ago he came in and said there are dust Town Commission Regular Meeting Minutes March 11, 2025 - Page 13 mitigation things that we can do right away. He said it's a liquid treatment that doesn't come to his head right now, but calcium chloride is one and he thinks magnesium chloride is another. Scott said it gets sprayed down as a liquid, he tested it on the old road surface that was in front of his house and worked great. He said you probably put it down once or twice in the dry season, it will last for quite a long time. Scott said there were many other places that he lived, and they would treat it once or twice a year and it keeps the dust down tremendously. He said it is something you need a liquid bulk container, and you'd have to spray it on the road, that's the way it goes down. Scott said that is another option in the meantime while we decide whether we're going to pave or use the millings and see if they're going to hold up to our hurricanes, SO it is an option. Jon Hammerstein, 306 E. Vick = Jon said as he heard the discussion tonight, he is glad that we did pick a product but is disappointed in the lack of follow-through with a scheduled process to get this done and based on what he heard tonight, he is going to suggest that the town commissioners view this as an emergency situation and do what we can do to adjust and make this a number one priority over development, over community support things, over everything. He said that this is really intolerable at this point, and to spread it out over years to mitigate just the dust is very disappointing SO he suggests that there be a group of people that can really analyze this and figure out what we can do. Jon said we have heard some other ideas tonight that haven't been talked about, and make this a health issue for the town, make it a priority. He said he doesn't know how to do that and probably the commission doesn't know either but there are times when government has to modify budgets and priorities and accomplish something in a hurry and tonight, he didn't hear about accomplishing something in a hurry. Jon said personally to know that he has to wait another year at least to stop dust off Vick, it is intolerable. Mayor Taylor said that for him, he doesn't believe there is a reason to wait, that material is the material. Mayor Taylor said that there was conversation about an asphalt street, asphalt costs a lot of money, a lot more because to put asphalt down you can't just come out with a machine and lay it on top of the road. He said there is grading that has to be done, there is crowning that has to be done, there is subbase and subgrades and all that stuff, and it costs anywhere from fifteen to twenty dollars per square yard to put down asphalt. Mayor Taylor said that it is a lot of money for road. He said from what he has seen and, in his experience, seeing this material in previous applications, not SO much here in town but using this material, it works if our goal is to cut down on the dust. Mayor Taylor said that as far as Jon's time frame, he said the commission don't control the schedule but they can look at the budget and rob Peter to pay Paul or we simply look at it like we had to do with the fire department and we say we are going to have to raise the millage to pay for this or do an assessment to those that want to sit there and say they live on a certain street and they want it to get paved. He said it might be that it is going to cost each resident SO many dollars each, he thinks that is fair. Mayor Town Commission Regular Meeting Minutes March 11, 2025 - Page 14 Taylor said the town doesn't have the money to do it, but he thinks Jon is right that we have talked about it a lot and we have tried different materials and different methods, and it is time to stop talking and start acting. Mayor Taylor said since we are talking about asphalt roads, they made the decision here at the table to asphalt E. Henschen and it is running from Starr Street to Winter's Landing. He said the reason that decision was made was its use, it was getting a heck of a lot of use for morning time school and afternoon and during the day. He said that road was probably the worst road in town, as far as the rock that is there, the dust and all that stuff SO the conscious decision was made that maybe we need to asphalt that road, but it is only going to be as wide as wheat Petris sits right now through there. Mayor Taylor said if you have an oncoming car coming, you have to pull over and yield to the other guy, and there is no reason to go faster than the posted speed limit of 20 miles an hour down through there. He said he would push tonight for Public Works to come up with a schedule and say how much do we have right now, when can we get going, and what roads are needed to get it done. Jon said he would ask that they add scrutinizing the budget to make this, for lack of a better word, a health priority for several citizens tonight and as was said before, see what we can do to look at the mitigation of the dust. He said then also create a long-term plan for either maintenance of the number two millings or paving other areas with real asphalt as things change here. Commissioner Ramos said he agrees with the mayor has said and without a special assessment in place, the emergency to act fast, the number two millings will be the fastest way to do it to satisfy everybody. He said that there are five miles of roads SO we are not talking about just a few, there are a lot of roads and asphalt would definitely head towards a special assessment, and he doesn't know if the whole town would have to vote on it to do that. Commissioner Ramos said these number two millings we can act on very fast and start picking the streets as soon as possible. He said Public Works Director Parker knows which streets have more traffic than others, we picked Hull because it has a lot of traffic, we did full asphalt on East Henschen because it has a lot of traffic SO there could be a handful of full asphalt that has a lot of traffic like we did Starr but for the most part, we can act very fast on these number two millings if the commission all agree on it. Commissioner Ramos said he agrees with the mayor. Vice Mayor Satterfield said that the wait was really only because of the money. He said some people had made some comments about how it is going to go through the storms and the seasons, and he agrees with that but as it worked out, the money we have can only do one or two more roads anyway SO we would have got through that time to get through it but he wouldn't suggest that we go multiple years over it either. He said he thinks that when we get to the end of it, we are going to end up with paved roads as Oakland gets completely built out in the end and as much as he doesn't want to do that, he Town Commission Regular Meeting Minutes March 11, 2025 - Page 15 thinks that is going to be where it is going to end up swinging. Vice Mayor Satterfield said he is willing to try this himself too and see what we do to get it and hope that it doesn't go that way, but his gut just tells him from doing this for SO long that before it is all said and done, Oakland will probably end up being paved. He said in his opinion, we need to put that off as long as we possibly can but that is where it is probably going to end up SO if we can figure out the money for this, he doesn't think we have anything to lose. Vice Mayor Satterfield said we will probably spend a little good after bad if it doesn't hold up to the storms. Jon said that from what he understands, the number two asphalt milling is fairly easy to repair, and it is also possibly a good base for eventually paving with asphalt. Commissioner Ramos said SO it won't be lost money. Jon said it is not exactly like starting over. Vice Mayor Satterfield said we have nothing to lose by going with it. Commissioner Ramos said as a matter of fact, we have more to gain. He said if we do all asphalt and it does take five, ten, twelve years to get there, health is at risk for all our citizens as someone mentioned. Commissioner Ramos said that if we do the number two millings, we take care of the health, we actually start off with our base that is going to be ready for the asphalt in the future and eventually we will catch up to that with the asphalt and the money. Jon said he is just asking to accelerate this whole process. He said we are making a decision about the material, that is great. Jon said he doesn't think we need to wait until after summer to see if it gets too hot or whatever, it is going to be what it is SO press forward to look at how to throw more money at this to get it done quicker and faster. He said as you pick out some roads and you wait, we are going to be like how come you are not doing our road, what is the plan to inform the citizens here about how this is going to go. Jon said that makes people a little bit uneasy. Mayor Taylor said that is all fair what Jon is saying, and it is time. He said we have talked about this for a while, we know the home deliveries are the culprits, and the materials that we have are not keeping up. Mayor Taylor said perhaps by the next meeting, we can have Finance Director Leon and Public Works Director Parker get together and find out what do we have, is there any shifting that we can do, and then we need to probably isolate what roads. He said he is going to stress that it is not going to be every single road, and it does not need to be every single road. Commissioner Ramos said right now we have a third road coming SO we can add more roads this year and then see how much we can push it to be able to tell the citizens we are going to do five or six next year, we are going to do ten after that, bring it up SO they can start having something to look at and say my road is coming this year. Town Commission Regular Meeting Minutes March 11, 2025 - Page 16 Mayor Taylor said if you ride and you look, there are not a lot of dirt roads that aren't already taken care of when you think about it, there is really not a lot to do. Jean Robinson, 16 W. Vick Ave - Jean said she lives on West Vick, which is a dirt road, and she is just wondering when the mayor keeps saying we are not going to pave all the roads, how are you going to make that decision. She said for example, they don't have a whole lot of street but they have nothing SO if you are the house on the road that you want to go walk your do on and it is dusty, and the town says that is not the road we are going to pave, how are you going to decide that because it is the person that lives on the roads going to make the decision but they are the ones who are getting the advantage or disadvantage. Jean asked why not do the millings on all the roads, why are we going to pick certain roads that we are not going to do that stuff on. Mayor Taylor said he thinks some roads are more heavily traveled, like Jean's because of the park. He said there is probably no reason not to do around the park. Mayor Taylor said maybe there are some conversations you have with the development coming in because that is going to be an increase in traffic. He said when you look at some streets like if you head on Briley to Nixon Street, North Nixon Street where it hits, it is a sand road, it is just a two-lane sand road, there is no traffic that goes that way. Jean said she thinks it would look better to have it all consistent. She said she is not saying we should do the paving either but why not just start and try to get all the roads done with the millings. Jean said most people say they want consistency, and she understands if we don't have the money to pay but she thinks it is silly to say we are not going to pave this road, we are not going to pave that road. Mayor Taylor said he doesn't think we would rule that out to say, okay, now that we have all the main roads that we have identified that need to be taken care of, okay, do we have any money left over to hit these other roads. Jean said that is the thing she is saying, of course we have certain roads that need to be done first, it concerned her when everyone was saying that we were not going to do all the roads. She said it gets to the point that okay, we are going to stop here, we are going to keep that road dirt, it doesn't make any sense. Commissioner Ramos told Jean that he would say she is right about uniform, number two millings or asphalt but he thinks we are saying that on the ist if we are going to chip away because we can't do them all in one year, that two lane sand road may be the one on the bottom of the list. Jean said okay, she just kept hearing that we were going to keep some roads dirt, we were going to keep it that way. Mayor Taylor said that even though the millings are on top, they are still dirt roads. Town Commission Regular Meeting Minutes March 11, 2025 - Page 17 Christy Reynolds, 22 N. Brock St = Christy said piggybacking on that idea, if you come out with an idea, we're going to do this in three phases, and you're saying, these are the roads, we've analyzed the roads, phase one is going to be these roads because they're the most traveled, most popular, then at least people know they have something to look forward to that they're not going to be left behind. She said she thinks that's really what you're saying, right, we don't want to feel like we're left behind. Christy said the other thing is, let's keep using common sense, okay, we know, we want this town to progress, right? She said she has lived here for over 10 years now, and we want this town to continue to get better and better. Christy said we can see the writing on the wall, eventually it probably is all going to be paved and honestly, she thinks it should be. She said she likes the idea that when the commission said that if we did the number two option then at least that would be the base and then that would lead us farther down the road that we would then be able to pave it. Christy said she likes that idea, then it doesn't feel like we are wasting time and money with the inevitable which we know is going to happen. She said use common sense, if this is going to help us now in the short term here, and it's going to still benefit us, please do it. Scott Hren, 305 Edgegrove = Scott said regarding the talk about the asphalt millings being a good base, when Starr Street weas done, the company that came to do that street had to scrape off about two or three inches to put that paving down SO let's say you are going to do Edgegrove and you throw two or three more inches of asphalt millings number two, on top of that, that road is way too high now. He said just saying that we can put down the millings and we can use that for paving, he doesn't know if that is a fair comment. Scott said asphalt is more expensive because of all the prep that has to go in it and if we don't prep the roads to put down the millings, we are going to be left with the same stuff that we have right now, SO it is more than just throwing it down. Mayor Taylor said he lived on Edgegrove when he first moved here, and they were part of a road project their second year that they lived here and there were subgrades and subbase and a different type of material that they used, it was clay, and they were trying to build it up and it was between Vick and Mather-Smith. He said if you take a proctor on any of those roads right now, you would hit densities beyond belief, it is compacted tight where you could probably go out and put asphalt on it right now and it would probably hold up without any problem. Mayor Taylor said there are some roads like East Henschen that they are going to pave that the base is there, it is just going through, scraping it off, getting the crown on it, and putting asphalt on it, same thing. He said he would leave that up to Public Works to make that decision to say maybe we should run our grader down through here and scrape off a couple of inches and put the millings on it. Mayor Taylor said he has to rely on the expert, Public Works Director Parker is the expert in handling that. Scott said to save money like they were saying, if you are looking at doing neighborhoods or projects like Vick, Edgegrove, Mather-Smith, there is a lot Town Commission Regular Meeting Minutes March 11, 2025 - Page 18 of rock and a lot of material from the other stuff that can be used as bases to build up the roads that are low SO you could come in and scrape those four roads down. He said he thinks they brought in seven dump trucks worth of the crushed shell material, there is a lot of material that can be used in other parts of the town SO it would be great to actually come up with a plan to say we can do this, we can put the fill here, bring the asphalt millings in and continue on and have a more cohesive look at what we are going on with the road. Commissioner Ramos said that is great and he thinks that Public Works Director Parker works on that a lot, you don't just put the number two millings on without prepping it first as needed. Public Works Director Parker said he thinks what staff are going to look for tonight is a good clear direction from the commission. He said what he has heard SO far is for funding and also to prioritize the roads that get paved, for lack of a better term and if there is anything else, just let him know. Commissioner Ramos said he would like to see the list, the three, four, five or whatever phases we have after Public Works Director Parker finds out the budget of these amount of streets we have, up to five miles, and say this is the top 10 streets that need to have it immediately, like West Vick, East Vick, Daniels, Henschen, get the list and this is the next phase and this the next phase and we are going to get there in three, four, five years from now. He said Public Works know the data on all those streets. Public Works Director Parker said the prioritization will take a little bit of time because they will actually do a street from segment to segment because the streets were repaired and built over time SO it is a lot of different materials, and he thinks those streets segments may differ, SO it is going to take a little time. Vice Mayor Satterfield said maybe it can somehow get expediated above other projects if we throw the health factor into it, maybe work that angle. Public Works Director Parker said he doesn't really want to say much about it, but he has been in conversations with the Briley Farm developers about them paving some of the streets over there. He said when those development agreements were originally approved the town just didn't have an appetite for paved roads, SO we didn't ask but times have changed. Vice Mayor Satterfield said that is why he says it is different than it was all those years ago and little by little he can see the direction it is going to go. He said it might take some time but that is where we are going to end up. Mayor Taylor closed public comment. Mayor Taylor said we have the address of everyone who showed up tonight SO we can take a look at your road but then let's make a goal on that then let's plan on the next meeting to have numbers SO we know where we are at budget wise and how Town Commission Regular Meeting Minutes March 11, 2025 - Page 19 much more we can squeeze out whatever. He said he thinks the materials you can get pretty fast, wherever they are resurfacing a road, you can go grab it, screen it, and make it come down. Public Works Director Parker said it is not quite that simple, but it is not as bad as it sounds. Mayor Taylor said at the next meeting, let's have numbers and then if Public Works Director Parker can provide them with a list and then let's just pull the trigger and let's go. MOTION was made by Vice Mayor Satterfield, seconded by Commissioner Ramos to select recycled asphalt millings #2 as the road surface to utilize, when possible, on the town roads needing a new surface moving forward. Town Commission Appointment to the ONP Board of Directors The Town of Oakland and the Oakland Nature Preserve (ONP) entered into an agreement on February 3, 1998, which has since been updated effective August 11, 2020. This agreement establishes a partnership to develop, operate and maintain the preserve. ONP is responsible for programs and restoration of the property which is deeded to the Town. Per Section VIII of the agreement, "To protect the Town's interests, an Oakland Town Commissioner or the person designated by the Oakland Town Commission who is the liaison to the ONP shall serve on the ONP Executive Board and ONP Board of Directors. I For the past two years, former Commissioner Polland served in that capacity. With his departure from Commission, a vacancy on the ONP Executive Board and ONP Board of Directors was created. Staff recommend the Town Commission appoint a Commissioner or their designee to serve on the ONP Executive Board and ONP Board of Directors. Town Manager Hui said she attended her first Oakland Nature Preserve Board Meeting last night and proposed to them reducing the number of town representatives on the board and they have no appetite for that, they really want the two representatives. She said she will be one representative, and we need a commissioner or their designee. Town Manager Hui said that we thought we might have somebody, but they were not interested SO we are back to square one on that. Town Commission discussion was as follows: There was a lot of discussion about the need for two representatives and based on the agreement between the Oakland Nature Preserve and the town, it was decided the town needs to follow the agreement and have two representatives. After discussion, Jon Hammerstein said he would volunteer to do it. Town Commission Regular Meeting Minutes March 11, 2025 - Page 20 Mayor Taylor opened the floor for public comment. There were no public comments. Mayor Taylor closed public comment. PUBLIC FORUM: Public comments were as follows: Scott Hren, 305 Edgegrove - Scott said he unfortunately missed the last town meeting SO at home he logged in and watched and he couldn't hear anything when Jon was talking to Commissioner Ramos with the microphone and then about five minutes after that, the Zoom link cut out and he couldn't see anymore of the meeting. He said he knows that everybody is talking into the mics, but you don't have any idea of the level and what people are getting on the other side. Scott said we spent a lot of money on the system, is there any way to get a mic in the center that will just pick up everybody because everybody speaks loud enough from around the table for us to hear in the back of the room and maybe try something that doesn't need individual mics for everybody to hear. Town Manager Hui said the only other thing we are going to do at this point because we have put a lot of money into this system is get a different mic for the podium that is a little more multi-directional. She said the problem with the current mics is that you have to speak directly them SO if you are backing up or you are to the side, it is not going to pick that up and if you can't hear a little echo, Scott is fine because he is loud but for other people, if you can't hear an echo when you are talking into it, that means they can't hear you on the other end. Town Manager Hui said it is a common thing because if you went back and reviewed the Charter Review Committee meeting from last Monday, you could barely hear anybody because they are not used to speaking into the mics, SO our equipment is only as good as we use it, and we need to really learn how to utilize it. Vice Mayor Satterfield said that they do need people to tell them that also SO thank you. Commissioner Keller said she is going to piggyback on that because she actually went back and talked to Town Manager Hui about this and to watch the Charter Review Committee because she wanted to speak with her designee Town Commission Regular Meeting Minutes March 11, 2025 - Page 21 about what happened and things like that and there were two people sitting with one mic between them and you couldn't pick up anything. She said there has got to be a better way. Commissioner Keller said she knows' Town Manager Hui is saying we need to learn to use the mics, but the other problem is that there is not often a mic for everybody, and she doesn't know if that is the option, but it is not Town Manager Hui yelling at them, they have got to speak into these mics. She said before she was on the commission, she would regularly watch the meetings, and it wasn't until just recently that she watched the charter review and watched a couple of other meetings where we are no better off than we were before because you can't hear anything and it sickens her to think that we spent all this money on the system and we haven't made any progress as far as what we are watching from home or watching the meeting after. Gary Merrick, 102 N. Daniels - Gary said he would like to know what the next stop would be to try to get the four-way stop at Henschen and Daniels. Mayor Taylor said we look at Public Works and the Police Department to figure out if it is warranted. TOWN MANAGER/DEPARTMENT HEAD REPORTS: Town Manager Report Town Manager Hui said that the Charter Review Committee met for the first time on March 3rd. Yumeko Motley was appointed Chair of the Charter Review Committee and Sal Marullo was appointed Vice Chair. The other Charter Review Committee members in attendance were Kevin Cox, Kurt Gies, and Andrea Huneycutt. Additional attendees outside of the five Charter Review Committee members included Chris Holley, Director of Member Services and Training, Florida League of Cities; Tom Harmer, Senior Advisor, FCCMA/ICMA; and Wade Vose and Stephanie Velo, Town Attorneys from the Vose Law Firm. There was a presentation similar to what Tom Harmer had provided to the Town Commission on December 10, 2024, as well as discussion about topics that the committee may want to discuss. Future meetings will be on March 31st, April 7th, 3 and April 21st from 3-5 p.m. at the Oakland Meeting Hall. Meetings will be livestreamed via Zoom Webinar. Town Manager Hui said she has also updated the website sO you can go find the charter there for residents that want to look and if anyone had anything they would like the committee to look at in regard to the charter, they can let Town Manager Hui know, and she will share it with the group. Town Manager Hui said that there is information on the tables about the upcoming Oakland Nature Preserve firefly hikes and Earth Day. She said they are going to do a lot of firefly hikes between March 21st and April 25th SO hopefully everybody can get out and see the fireflies. Town Manager Hui said Earth Day is April 26th, and they are staring a new upland guided hike which is going to be a little bit different. She said it is a journey into the uplands, and they are going to be people training to give those hikes, SO it is kind of a cool thing. Town Commission Regular Meeting Minutes March 11, 2025 - Page 22 Department Head Reports Finance Director Leon said that the audit is coming to a wrap, the preliminary work will be done on March 31st and then the auditors will be in town the week of April 14th to actually execute the audit. She said they will be shooting for a May 1st presentation SO probably any of the commission meetings in May will be the report for the audit, a little earlier than normal. Finance Director Leon said that normally we do it in June, but the new auditor wants to do it earlier. Public Works Director Parker submitted the following written public works report: 1) The town is nearing the end of our second 5-year Phase II, NPDES Permit, and has recently submitted our Annual Report. You may recall from previous meetings that this is a regulatory requirement from the Florida Department of Environmental Protection which regulates stormwater discharges, and all cities, counties and towns must comply. See attached Report. 2) As approved by the Town Commission at a recent meeting, the paving of East Henschen Street will be taking place in the very near future. A contractor has been selected, the scope of work has been defined, and planning is underway for the end of this month. The work will consist of a 14-foot paved strip stretching between Winters Street and Starr Street. 3) Construction efforts on Catherine Ross Road will soon begin in earnest. This much needed roadway will connect Oakland Avenue with State Road 50 and will provide a margin of relief to traffic in that area. The work will consist of a rural section two-lane roadway, sidewalks, drainage improvements and other pedestrian friendly enhancements. Future improvements in that area will include an extension of East Sadler Avenue, between Catherine Ross Road and Starr Street. 4) Staff is currently reviewing a draft version of the "Water Treatment Plant Evaluation Technical Memorandum" being prepared by engineering firm, Kimley Horn. This Report, when completed, will define what improvements need to be made to the existing water system to support our growing population. The final version is scheduled to be presented to the Town Commission within the next 30 days. 5) One of the many things that growth brings to town is impact fees. The town's Fire Protection Impact Fee is used to install fire hydrants in recently annexed or historically underserved areas of town. These hydrants serve dual purposes- obviously fighting fires but also providing temporary water services in certain areas without the need to actually connect to the main line. Recent installations completed were along areas of Sadler Road and J.W. Jones Road and are now providing for right-of-way landscape irrigation as well as various construction needs. The next installation, planned for mid-March, is in the area of Old S.R. 50 which the town acquired from Orange County several years ago. Community Outreach Director Lambros said that it has been about 30 days since he has been here and he has got his assessments down and they are working on a lot, they have a great team. Community Outreach Director Lambros said he doesn't know if everyone is on Facebook, but they started a new series called In the West Orange Chairs, which our mayor as the person in the West Orange Chairs. He said we had another episode drop today, but it will be every Friday, and it takes the community to really pull this one together because he wants to get some stories from everybody especially people that have been here for quite some time to talk about the past, the present, and the future. Community Outreach Director Lambros said with everyone's help, we can probably get some pretty cool stories, and we are talking about one and we are going to get him in the chair tomorrow which will hopefully be uploaded for Friday. Community Outreach Manager Dattolo said that at the Arts & Heritage Center, they currently have the exhibit with Dave Minichiello and Joe Warren, who are longtime Disney Imagineers, and she is sure people have seen them around town on Fridays painting plein air. She said they have become SO popular; she has had many residents come in and say, can they paint my house, can they paint my house, SO they are making a list, and they are painting a lot of homes in Oakland, which is really cool. Community Outreach Manager Dattolo said we just sent a call for art out for our next exhibit which is going to be called Life in the Pet Lane and as Oakland residents, we all know Oakland loves its pets, not just dogs, but pets SO we are doing an exhibit on that. She said if you have photography skills or art skills you would like to submit, by all means, we love highlighting local artists and photographers or if you know of an artist, feel free because she is trying her best to grow our list of artists that we send the call for art out to. Community Outreach Manager Dattolo said the exhibit will open on May 17th, which is also the same day as our upcoming stroll. She said if you remember last year, we had a car stroll that was very popular SO we are going to have another one and the exhibit will open the same day as that. Mayor Taylor said he meant to mention it in the last meeting, every meeting they see the employment anniversaries and Community Outreach Manager Dattolo has been here for 12 years. Community Outreach Manager Dattolo said she has actually been here 12 and a half years, but she was contracted for several months until Dennis Foltz talked her into going on payroll full time SO her anniversary date with going on payroll is February 11th, but she actually was hired in October SO that's 12 and a half years. She said Public Works Director Parker and her are head-to-head. Mayor Taylor said he also wanted to mention Stacie at the Police Department who has 14 years and started out as a town clerk. COMMISSION REPORTS: Commissioner Keller = Nothing additional. Vice Mayor Satterfield = Nothing additional. Commissioner Ramos said he wanted to thank Town Manager Hui for signing him up for the leadership class and he thinks it would be a great class for Commissioner Keller or anyone with any continuing education. He said this is like the fifth or sixth one he has taken, and Town Commission Regular Meeting Minutes March 11, 2025 - Page 24 you get to do a lot of municipal mind-storming with the rest of the other commissioners and mayors around the state, and there are a lot of great speakers that come, SO it would be beneficial for the others to join one of these. Commissioner Ramos said for Scouting of America, our town is a bronze sponsor of the West Orange Golden Eagle Award Ceremony that is going to happen April 10th in Ocoee, and he would like for everybody in town, whoever can join. He said he knows the table is going to get filled up and Town Manager Hui is going to send out emails to everybody to see who can join us for the Golden Eagle ceremony to support our Scouting of America for Central Florida. Commissioner Ramos said that this year they are going to have Troop 210 from Winter Garden to do the flag ceremony. He said that typically it is Troop 145 here in Oakland and they have been doing it for years SO this time around, they are going to have Winter Garden's Troop 210 do it. Commissioner Ramos said that the people who are going to get the award this year are Jo Barsh from State Farm, Shannon Till from State Farm, and also Matt McGrew, retired fire chief of Winter Garden and Winter Garden Rotary President, they will be recipients of the Golden Eagle award. Mayor Taylor said he appreciates everyone coming tonight and expressing their opinions, it really helps them out up there to hear everyone and they do take it seriously what is said SO continue to be active and continue to speak up and speak out and help guide them because it is the resident's town, the commission is just helping steer it.
