ROLL CALL Present: Council Members Casavecchia, Scianna, Mayor Pro Tem Biasi, Mayor Vallecillo Absent: Council Member Loren Staff: Acting City Manager Joe Gorton, Assistant Attorney Joanna Gin, Police Chief John Miller, Public Works Director Eric Lucero, Deputy City Clerk Zorina Treat. PLEDGE OF ALLEGIANCE Tina Lowden led the Pledge of Allegiance. APPROVAL OF THE AGENDA Motion made by Council Member Scianna, seconded by Mayor Pro Tem Biasi, to approve the agenda as presented. Motion passed 4-0, with Councilmember Loren absent. COUNCILSTAFF COMMENTS Verbal updates were provided by Council Members, and Mayor Vallecillo noted that there was no reportable action from the closed session at today's special meeting. PUBLIC COMMENTS Tina Lowden proposed renaming the Winters Community Center to the Winters Community Center/Senior Center, citing underuse for senior events. Lowden highlighted the needed upgrades, accessibility features, and senior-only parking. CONSENT CALENDAR 6.A. Resolution 2025-02 Accepting the Pool Resurfacing Project located at 708 Railroad Ave. as Complete and Directing the City Clerk to File a Notice of Completion 6.C. Appointment of Kristine DeGuerre to Yolo County Waste Advisory Committee 6.D. Minutes of the Regular Meeting of the Winters City Council Held on January 21, 2025 6.E. Resolution 2025-04 Approving the License Agreement with Solano Subbasin Groundwater Sustainability Agency (Solano GSA) for Access to City Property for the Purpose of Groundwater Monitoring. 6.F. Resolution No. 2025-05 Approving First Amendment to Professional Service Agreement with Hinderliter, de Llamas and Associates (HdL) to Increase by $24,000 for a Total Not-to-Exceed Amount of $42,000 and Authorizing the City Manager to Execute Said Amendment. Acting City Manager Joe Gorton introduced the Consent items. Public comment was given by Kate Laddish. She expressed support for the pool resurfacing project and Kristine DeGuerre's appointment to the Yolo waste advisory committee. Motion made by Mayor Pro Tem Biasi, seconded by Council Member Scianna, to approve the consent calendar as presented. Motion passed 4-0, with Council Member Loren absent. PRESENTATIONS 7.A. Presentation of Yolo County Housing Strategic Plan 2025-2029 by lan Evans, Executive Director, Yolo County Housing lan Evans, Executive Director of Yolo County Housing, outlined the agency's funding sources (HUD, Office of Migrant Services, HCD) and key programs, including migrant centers, public housing (431 units), voucher programs, client services, and development partnerships. Strategic goals focus on increasing homeownershp by 50% by 2029, expanding affordable housing by 15% in five years, improving housing infrastructure, and enhancing operations. Key projects include the El Rio Redevelopment (Phase One by 2029) and the Putah Creek Walking Path kickoff on February 14th. The strategic plan will be presented to Davis and West Sacramento City Councils on February 13th, with final adoption in March. Public comment was given by Kate Laddish. She expressed enthusiasm for the proposed path down to the Putah Creek Walking Path, and Council Member Scianna expressed her support. They emphasized the importance of accessibility considerations for individuals using wheelchairs, walkers, and strollers.
