August 20, 2024 REGULAR MEETING The Regular meeting of the Loyalton City Council was called to order by Vice Mayor Markum August 20, 2024, at 6:00 p.m. Loyalton City Auditorium COUNCIL MEMBERS PRESENT: J. Markum, B. Mertton, S. MclIravy COUNCIL MEMBERS ABSENT: Mayor Riede STAFF PRESENT City Clerk- Kathy LeBlanc GUESTS PRESENT A. Lechowicz, A. Scheer, J. Buck, J. Gerow, J. Cameron, J. Dines, L. Garza, R. Demartini, P. DeMartini APPROVAL OF AGENDA It was moved by S. Mcliravy, seconded by B. Mertton to approve the agenda as presented. Motion carried. ANNOUNCEMENTS None APPROVAL OF MINUTES 1. It was moved by B. Mertton, seconded by S. Mcliravy to approve the minutes of the Special meeting of. June 11, 2024, as amended. Motion carried. 2. It was moved by S. MclIravy, seconded by B. Mertton to approve the minutes of the Special meeting of July 16, 2024. Motion carried. 3. It was moved by S. MclIravy to approve the minutes of the Regular Minutes of. July 16th, - 2024. as amended. Motion carried. 4. It was moved by S. Mcllravy, seconded by B. Mertton to approve the Minutes of the Special Meeting of August 8, 2024. Motion carried. STAFF REPORIS/WRITTEN COMMUNICATIONS/UNFINISHED BUSINESS 1. Councilmember Mcllravy addressed the council on the past due utility bills that were sent to the county to be put on their property bills. 2. Councilmember Mcilravy reported that the insurance for the use of the ball fields by the oyalton Sports Club have been provided, 3. Vice-Mayor Markum stated that the City Council received a letter from Mike Welborne regarding the proposed water rate hike. 4. Vice-Mayor Markum also reported that the City Council received a letter from Jenny Adcock regarding cross walks by the High School. TIMED ITEM WATER RATE STUDY PRESENTATION 1. Allison Lechowicz and Andy Sheer addressed the Council on the proposed water rate increase. After a discussion it was moved by B. Mertton, seconded by S. Mcllravy to approve the proposed rate increase with the revisions. Roll Call: Vice-Mayor Markum-Aye, B. Mertton-Aye, S. Mcliravy-Aye. Motion carried PUBLIC COMMENT None FIRE DEPARTMENT REPORT Vice-Mayor Markum addressed the issue regarding the Fire Department Budget. P. DeMartini will volunteer to help Kelly Champion with the budget. Vice-Mayor Markum reported that the city can set up a sub account with Cal-Trust for Fire Department Reserve monies. It was moved by B. Mertton, seconded by S. Mcliravy to approve transfer of $150,000,000 Fire Department Reserve account to Cal-Trust. Roll Call: Vice-Mayor Markum-Aye, B. Mertton-Aye, S. Mcilravy-Aye. Motion carried. Assistant Chief R. DeMartini gave the Fire Department Report as follows. (1) 174 calls sO far this year. (2) He spoke on the High Fire Conditions. (3) He also spoke on the 18,000 gallons of water that the Forest Service used for the Phalen Fire. Councilmember Mcliravy will contact the Forest Service. (4) He also spoke on the trash at the Townsend House. A special meeting was requested for August 27, 2024 to discuss Financial Policy and Financials. FINANCIAL COMMITTEE REPORT/UPDATE 1. No Report given. 2. After a discussion the reconciliation for July will be moved to the August agenda. 3. It was moved by S. MclIravy, seconded by B. Mertton to approve the bill sheet for July 2024 not to exceed $119,915.17. Motion carried. ACKNOWIEDGEMENT OF APPROVAL OF FUNDS TRANSFERS. 1. After a brief discussion it was moved by S. Mcliravy, seconded by B. Mertton to approve the fund transfer from General Account 1956 to Enterprise Loan MM 0559 not to exceed $24,000. Motion carried. PUBLIC WORKS COMMITTEE REPORTS/PARK AND RECREATION No report given OTHER COMMITTEE REPORTS No report given DISCUSSION AND POSSIBLE ACTION ITEMS 1. Vice-Mayor gave a brief update on the water distribution system, after a brief discussion It was moved by B. Mertton, seconded by S. MclIravy to reaffirm our State of Emergency Water Distribution System. Motion unanimously carried. (This item will be added to next agenda) 2.Vice- Mayor Markum gave a brief report on the Water Distribution. The next meeting will be in September 3. Vice-Mayor addressed the council regarding the termination of Building Inspection with the City of Portola. Councilmember MclIravy will contact the county to see if they could assist the city.
