January 16, 2024 REGULAR MEETING The Regular meeting of the Loyalton City Council was called to order by Mayor Riede on January 16, 2024, at 6:00 p.m. Loyalton City Auditorium COUNCIL MEMBERS PRESENT Mayor Riede, J. Markum, D. Gayner, B. Mertton, S. MclIravy COUNCIL MEMBERS ABSENT STAFF PRESENT City Clerk- Kathy LeBlanc GUESTS PRESENT J. Buck, J. Gerow, J. Herod, L. Horner, S. Heywood APPROVAL OF AGENDA Mayor Riede asked to remove timed item from the agenda It was moved by J. Markum, seconded by D. Gayner to approve the agenda as amended. Motion unanimously carried. ANNOUNCEMENTS 1. Councilmember Mciravy announced that the County is looking for a person for election day polling place. APPROVAL OF MINUTES 1. It was moved by D. Gayner, seconded by B. Mertton to approve the minutes of the Special Meeting on December 19, 2023. S. Mcliravy abstained. Motion carried. 2. It was moved by D. Gayner, seconded by B. Mertton to approve the minutes of the Regular Meeting on December 19, 2023. Motin unanimously carried. 3. It was moved by D. Gayner, seconded by B. Mertton to approve the minutes of the Special Meeting on January 4, 2024. S. MclIravy abstained. Motion carried. STAFF REPORTS/WRITTEN COMMUNICATIONS 1. Mayor Riede gave a brief report the appropriation bill budget. PUBLIC COMMENT 1. J. Herod addressed the council on the water infrastructure funding for the water project. FIRE DEPARTMENT REPORT Chief S. Heywood gave the following report (1) ISO report is complete and we retain a rating of 4. (2) Fire Department would like to purchase 2 Turn out gear. (3). Jake Marsh is the new captain as J. Evans is retired. (4) He reminded all of the upcoming Spaghetti Feed. (5) the Fire Department will be taking down the Christmas Tree. Councilmember Gayner thanked the Fire Department for the quick response to a chimney fire at her residence. 1. It was moved by D. Gayner, seconded by S. Mcliravy to approve the transfer to the Fire Department for $33,353.92, plus an additional $5000.00. Motion unanimously carried. FINANCIAL COMMITTEE REPORT/UPDATE Councilmember Markum spoke about the transfer of Prop 218 tax money into the Cal-Trust Account. 1. After a brief discussion it was moved by S. Mcllravy, seconded by D. Gayner to approve the reconciled accounts for December 2023. Motion unanimously carried. 2. After a brief discussion it was moved by J. Markum, seçonded by D. Gayner to move the Bill Sheet for December to the next agenda. Motion unanimously carried. ACKNOWIEDGEMENT OF APPROVAL OF FUNDS TRANSFERS. 1. It was moved by J. Markum, seconded by D. Gayner to approve fund transfer from General 1956 to Enterprise Loan MM 0559 not to exceed $24,000. Motion unanimously carried. PUBLIC WORKS COMMITTEE REPORTS/PARK AND RECREATION 1. Mayor Riede reported on the Engineering Report. She also announced that the Maintenance Crew will be holding safety meetings every week. 2. Councilmember J. Markum asked about the scape metal. OTHER COMMITTEE REPORTS 1. Councilmember S. Mcliravy spoke on the Property Taxes that were added to the tax roll, she stated that it was guaranteed money. 2. Mayor Riede reported that the city has a new maintenance truck and J. Herod will purchase the signs for the City Trucks. DISCUSSION AND POSSIBLE ACTION TEMS 1. Mayor Riede gave a brief update on the water distribution system, after a brief discussion It was moved by D. Gayner, seconded by S. Mcllravy to reaffirm our State of Emergency Water Distribution System. Motion unanimously carried. (This item will be added to next agenda) 2.Councilmeber B. CLOSING REMARKS Mayor Riede thanked Councilmember Gayner for all her hard work for the City of Loyalton.
