City Council Meeting March 11, 2025 1. CALL TO ORDER: Regular Meeting called to order at 6:00pm by Mayor LeBarre. 2. ROLL CALL: City Council: Mayor Mike LeBarre, Mayor Pro Tem Carlos Deleon, Council member Carlos Victoria, Council member Rob Cullen, Council members Oscar Avalos (absent) City Staff: City Manager Steve Adams, City Attorney Roy Santos (remote); City Clerk Erica Sonne 3. FLAG SALUTE: The flag salute was led by Mayor LeBarre. 4. CLOSED SESSION ANNOUNCEMENTS: None 5. SPECIAL PRESENTATIONS: None 6. PUBLIC COMMUNICATIONS: Evangelica Perez spoke about the uptick in violence and would like the City Council consideration putting another SRO Officer at the schools to help protect children a little more. She would like to have fights prevented. City Manager Adams asked her for her information sO he could reach out to her. Paster Ken Reese expressed gratitude for the Resolution for a Day of Peace and gratitude for City Council, Mayor and City Manager for their participation and help on the Day of Peace. He expressed gratitude for others that were involved as well. Liz Hall spoke on Waste Management 4 Letters were sent out and she gave a progress report on progress being made. She also reported that there will be their first bulky drop off for 2025 on April 12th. 7. COUNCIL COMMUNICATIONS: Mayor LeBarre stated that staff had prepared a very detailed strategy fori the tax measure and have a plan in place with one of the items being an additional SRO officer however when the sales tax increase measure was not passed it has kept the city from getting an additional SRO officer. Our city is very conscience of where our dollars of our community are going and make sure they are used effectively. When we ask for more dollars, it is for a good reason. Council Member Cullen stated we have an issue and crime has reared its ugly head again. We had and have a plan in place and we tried to do a sales tax measure. The community wasn't comfortable passing that. If we had more resources we could do more. With limited resources we have to make tough decisions for what we do with limited resources. The sales tax measure will go back on the ballot in 2026 and he asked for support of the sales tax measure sO we can see crime go down, see more youth activities and more resources in our town we have to pass that sales tax measure. The vast majority of the sales tax is from the people who pass through town and purchase gas. It is critical that we pass the sales tax measure. In 2026 the sales tax measure needs to pass to help with getting another SRO officer. School district report: Prom is coming soon and there will be an opportunity for young ladies to get a free dress. There is a field trip on Monday the 17th to go get dresses. The Golf team won 2nd place in the recent tournament. Spring Carnival moved to March 20th. Santa Lucia had a walking field trip for First Tee. Board meeting tomorrow. Chalone Peaks preparing for end of year activities. Council Member Victoria thanked the Police Department for apprehending persons responsible for the incident. Mayor Pro Tem Deleon wanted to reiterate the importance of the tax measure. It will be the third time fori it to go on the ballot. He stated that what happened from 2016 on with funding at the federal level, if we don't get the tax measure passed it is going to get financially worrisome. With the shooting he was pleased that the community came together and called in what they saw so that an arrest could be made. He has noticed that each of the shootings has resulted in an arrest. The Police Department is doing very good work. The sales tax measure goes hand in hand with that and maintaining the camera system has as well. He will not be able to make the April gth meeting. 8. CITY STAFF REPORTS AND COMMENTS: City Manager Adams thanked all the council for the comments on the sales tax measure. He recognized Pastor Reese for the Day of Peace again. The budget is a little behind with all the finance program changes. He is proposing May 29th for the budget workshop. Staff will be proposing some ideas at the next meet on the Comprehensive plan to end youth violence. City Attorney Santos had nothing to report this evening. 9. CONSENT A. Consideration: Meeting Minutes of February 25, 2025 Council Meeting B. Consideration: City of King Check Register February 16, through February 28, 2025 C. Consideration: Modifications to Parking Restrictions to Comply with AB 413 D. Consideration: City of King KCCP Payments for the Month of February 2025 Action: Motion to approve consent agenda items A- D by Victoria seconded by Cullen. REGULAR BUSINESS A. Consideration: Wastewater Rate Study City Manager Adams introduced this item. Consultants Alex Handlers and Erik Helgesen from Bartle Wells to make a presentation. Karen Jernigan is concerned about the affordability to live in King City because of sewer, water, electricity and rent. She is concerned that younger people can't afford to live here. She feels that more families will be living together and cause overcrowding. She is concerned also that it could jeopardize the sales tax measure. She appreciates the council taking this seriously and trying to do something about it. PUBLIC HEARINGS: A. Consideration: The Riverbed Wildfire Prevention Plan, Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program Community Development Director Liberto introduced this item and Nate Dayley Deer Creek Resources and Stuart Poulter, EMC Christine Phillips stated that she wanted to clarify alternative housing would be part of this plan and she is concerned that there is a lot of illegal dumping of yard waste down there. She also asked if there will be further Public Hearings on the plans for the annexation of the property. City Manager stayed that we are looking into adding this area into the Cities Sphere of Influence. Mayor LeBarre asked about Arundo removal as it sucks up a lot of water. Action: Motion to adopt a Resolution approving the Riverbed Wildfire Prevention Plan (Plan or Project) and adopting the Initial Study/Mitigated Negative Declaration (IS/MND) and Mitigation Monitoring and Reporting Program; 2) direct staff to file a Notice of Determination (NOD); and 3) direct staff to proceed with the process of amending the City's Sphere of Influence and annexation of the Riverbed area by DeLeon seconded by Victoria.
