Maria Castillo spoke regarding an incident with her neighbor, the police department response and complaints submitted to the police department. City Clerk, Fallon Martin, read an email into the record from Carol Sullivan regarding a K9 agenda item, police, and dispatcher services. Direction on Setback and Accessory Bullding/Structure Regulations Related to Carports. Community Development Director, Lea Simvoulakis, introduced the item. Mayor Lopez asked for public comment. The following members of the public spoke: Jose Magana spoke regarding his carport and following the rules. John Warren spoke regarding the notification process when an illegal accessory building is identified. Valerie Chavez spoke regarding the appearance of carports, cleanliness, and not changing the municipal code. Mayor Lopez closed public comment. MINUTES Regular City Council Meeting January 27, 2025 Page 4 Council and staff discussion included neighborhood appearance and maintenance, potential confusion if changes are made to the municipal code regarding carports, Code Enforcement, educating the public, enforcement going forward, consistency, fairness, and timeline and timeframe requiring illegal carports to be removed. COUNCILMEMBER REFERRALS None REPORTS Mayor Nothing to report. City Council Councilmember Otero spoke regarding the Ceres Police Department's involvement in the Healthy Room Project. Councilmember Vierra requested Public Works give an update on the free community disposal event as well as the leaf and limb program. City Manager Nothing to report. City Attorney Nothing to report. Departments Public Works Director, Sam Royal, spoke regarding the leaf & limb program ending January gth. CLOSED SESSION 9. Conference with Legal Counsel = Anticipated Litigation, Cal. Gov't Code $54956.9(d)(2) "For the purposes of this section, litigation shall be considered pending when any of the following circumstances exist. A point has been reached where, in the opinion oft the legislative body of the local agency on the advice of its legal counsel, based on existing facts and circumstances, there is a significant exposure to litigation against the local agency.
