BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on October 21, 2019, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Ronald Kratz Larry Turoscy Bryon Reed Joseph Wechsler PUBLIC COMMENT: None A. HIGHWAY Bryon Reed - Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. The committee discussed the letter from Robert Stettner dated 10/14/19 requesting additional street lighting to E. South Street. There is a light that was added to the area, which is not considered a street light, but an area light. Councilor Reed will check into this. b. The committee reviewed the Lehigh Valley's 15t Annual Underground Planning & Construction Summit, November 14, 2019, PPL Walbert Training Center, 1639 Church Road, Allentown, PA, from 9:00 AM to 2:00 PM. Informational only C. Fred Rentschler would like to meet with Councilor Reed and Chief Rachman to discuss a stop sign at his location. Chief Rachman feels a stop sign is not necessary, but if it is needed there may be another way. There is another issue with a stop sign possibly needed at a different location. d. The committee discussed selection of projects for Multimodal. Larry Turoscy inquired as to what was happening with the ARLE Grant for the light at Main and Church. President Stevens stated it had to be resubmitted to obtain more money. Larry Turoscy will check to see the status oft this grant. One project for the Multimodal would be to fix the drainage for the 100 steps and the steps themselves. The committee discussed if PennDOT will fix the bridge and the acquisition, but we will have to do the 2 radiuses on the northside. The committee will obtain clearer information from PennDOT. Councilor Reed suggested projects for paving Shadow Oaks, storm sewers, and trickling filter items. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. 1 I B. SEWER Joseph Wechsler - Chairman; Members: Bryon Reed, Ronald Kratz 1. Committee Member Discussion: a. Councilor Wechsler gave an update on the digester project. The project is finished and up and running. This project was completed without doing any change orders. b. Councilor Wechsler informed the committee that we were able to get the check valves at a lower price. C. The committee discussed the letter from Martin, Bradbury & Griffith, Inc., requesting allocation for 203 South Canal Street, Walnutport Borough. Councilor Wechsler stated he is sure there is enough capacity for those properties. Larry Turoscy stated a sewer module must be put in for any new system that goes in, which goes through the borough, DEP, and LVPC. The Sewer Authority will send them a letter letting them know if they can or cannot hook up to our sewer system. Solicitor Healy will be contacted about this issue. d. The committee discussed the letter from Senator P. Browne concerning PA Small Water and Sewer Grant and H20 PA grant programs. Councilor Wechsler stated, the last time we did the digestor project, ARRO did all the grant work, contingent on the fact they would get all the work. However, this time Alex from ARRO will not do this. ARRO would want $10,000 - $5,000 or $6,000 to prepare the grant and $6,000 to do the study. Alex stated that in order for the borough to qualify for this grant, an engineering study to prove that covering of the trickling filters would help the ammonia. The committee questions if an engineering study is needed. Councilor Wechsler suggested that we should get rid of the floating lid with PSI at a reasonable cost. There is a possibility of doing both of these projects. Larry Turoscy suggested the borough contact a contractor who is knowledgeable in this area and request an estimate, with the proviso that he can get the job later. Councilor Reed informed the committee the deadline for both grants is December 13th. The H20 PA Grant is between $500,000 and $20,000,000 per project and applicants must show matching funds - 50%; Small Water Grant match 15%. e. The committee discussed grease traps at locations, i.e. Burger King, McDonald's s, and Taco Bell. Solicitor Healy has done research to see if there was an ordinance concerning grease traps. Larry Turoscy suggested Solicitor Healy see if there is anything in the agreement for the requirements for grease traps and specifications for a grease trap. f. Councilor Reed would like the highway crew on a monthly inspection for I&I. Larry Turoscy offered to have surveyors do an I&I, but the committee agreed not to accept his offer. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. 2 C. WATER/SPECIAL SEWER COMMITTEE Ronald Kratz - Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. PA Small Water grant - Shadow Oaks b. Councilor Reed discussed change orders regarding Shadow Oaks water line. Change orders are for the 3-inch line connecting the bus garage, the other is connecting hydrants, and the third is to do the curb stop. The committee agreed with all the changes, once approved from Lehigh Engineering. C. The committee agreed to re-invest the Water CD. This will be placed on the next regular council agenda for approval. Councilor Reed requested from Larry Turoscy that he talks with the contractor and engineer concerning the grants. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned. The committee discussed projects for the multimodal grant. President Stevens suggested to see which grant would be the best fit for storm sewer and paving.
