BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on July 16, 2018, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Russell Hallman Larry Turoscy Ed Ziegler Bryon Reed Joseph Wechsler PUBLIC COMMENT: None Ed Ziegler Signed in and was recognized to speak. Ed claimed the pickup truck was parked on this property. Councilor Reed informed him the pickup truck was not parked on his property. A. HIGHWAY Bryon Reed - Acting Chairman; Members: Joseph Wechsler 1. Committee Member Discussion: Councilor Reed discussed the alley off of Second Street. He would like to have John Bolton fill in due to the storm washing everything away. a. The committee agreed that it is too late in the year to finalize on grass cutting estimates. They agreed to have a meeting with the Union. b. President Stevens informed the committee he is waiting to hear from Mike to meet with him and discuss the landscaping at Memorial Park. C. Lettering of the new dump truck cost was approximately 179.00. d. President Stevens gave an update on Slatington and Walnutport bridge. It will be postponed for 2 more weeks. Larry Turoscy updated the committee on the 4th Street CDBG project. The project will be started as soon as Attorney Healy and the contractor obtain all necessary paperwork. Larry informed the committee of the Walnut Street bridge. He was informed that we will be on a later agenda from PennDOT. Larry questioned this and hopefully, PennDOT will try to get us on the agenda as soon as possible. We are ready to go on the traffic signal at Main Street and Church Street, Larry stated. A decision has to be made on inspection. Larry tried to get an ICET inspector, but they will not do it because it is such a small job. Larry will obtain estimates from other inspectors. Larry went and looked at the South Street project and it looks good. It hasn't gone through any snows, but Larry will continue to keep an eye on it. Larry asked ifthe T1-60 permit for the new signal at Main and Church Street has been completed. President Stevens will confirm. B. SEWER Joseph Wechsler - Chairman; Members: Bryon Reed, Russell Hallman 1. Committee Member Discussion: a. The committee discussed the investments for water and sewer funds. Councilor Wechsler feels we should invest some of the funds on upgrading the pump station for next year. Councilor Wechsler described the issues occurring at the pump station. Councilor Reed would like to have Shadow Oaks paved. President Stevens suggested to stagger the CD's if we invest in them. b. Councilor Wechsler stated ARRO wants $5,500.00 to fill out all the paperwork and set up the rest oft the program for the MS4. This paperwork must be completed by September 30th of this year. Councilor Wechsler said an MS4 binder must be setup for recorded paperwork. In addition, we must have educational items, and information on the Borough website that people can call to report violations. Councilor Wechsler will get together with the maintenance crew for training. Councilor Wechsler will be working with Mark Harmon to review the list oft things that must be accomplished. The committee discussed flowable fill. Larry Turoscy will get more information on flowable fill. This to be placed on the regular council meeting for approval. C. Councilor Wechsler informed the committee he is waiting for information from Alex from ARRO on the digester project. C. WATER/SPECIAL SEWER COMMITTEE Bryon Reed- Chairman; Members: Russell Hallman, Joseph Wechsler 1. Committee Member Discussion: a. Councilor Reed informed the committee that a contractor came and replaced 1 check valve that was bad at the water plant. Another check valve and air filters will be replaced. Councilor Reed will contact Robert's Electric, the company that manufactured the panel, and obtain specs on what media is needed. b. We can only pay the amount approved at the meeting for the South Street waterline. The contractor will have to wait on the remaining payment.
