BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on August 19, 2019, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Ronald Kratz Larry Turoscy Ed Ziegler Bryon Reed Joseph Wechsler PUBLIC COMMENT: Ed Ziegler - Signed in and was recognized to speak. He informed the council of the property that had been owned by the Golden Sun Potato Chip Company, which was rented out by a company that buys their beer by the barrels, is now empty. There are empty and full barrels of beer. There is a dumpster there which has been full for at least 5 months. He feels the code enforcement officer to be taking care of this. Ed said there are pigeons at Homeslate Bar & Grille building which should be taken care of. He also stated there is a double house on Main Street that is full of mold. Ed said there is garbage on the alley on Fourth Street that has not been completely picked up. There is a squatter problem at this location, which is being addressed. Ed informed the committee that S&G is dumping at the property Rentschler owns and it is going down over the bank. He said the sewer authorities are suppose to have a representative from Washington Township, Walnutport, and Slatington. A. HIGHWAY Bryon Reed - Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. Councilor Reed informed the committee that Ed Healy is checking on the county deed for the UGI Regulator Station Right of Way. b. Larry Turoscy informed the committee that all the ADA ramps are in for the 4Th Street CDBG. He stated that the contractor is replacing pavement and curb that they thought was the worst. The Moose Lodge was taken care of with curb and sidewalk. There is a manhole right before Fourth Street and Church Street which must be milled in order to get the pavement even. Larry Turoscy will call Steve Martinez to find out what exactly this manhole is for. C. Larry Turoscy stated that stops signs are governed by PennDOT and part of MUTCD, which stands for the Manual Uniform Traffic Control Devices. President Stevens informed Larry there is already an ordinance with a list of stop signs in the borough. The borough needs to update the ordinance to include new stop signs. Larry stated that Ed Healy should review the MUTCD regulations which should be followed. Councilor Reed informed the committee that the intersection at Main and Church is still dark since there is no street light there. The borough is waiting to see if they will be awarded a grant to obtain a traffic light. 1 d. Councilor Reed had received an e-mail PennDOT via John Bolton, concerning the catch basin at Main and Walnut. The e-mail from PennDOT stated, that PennDOT is not responsible for any catch basins. If the borough has any catch basins, or any pipes underneath, that deteriorates, Penn DOT has the right to fix it and send the borough a bill for the work, unless there was an agreement in place. The committee discussed that many of the roads in the borough are state roads, that should be maintained by PennDOT. Larry Turoscy will contact PennDOT to get more information concerning whether there is an agreement. e. The committee discussed the ditch on Chestnut Street. Councilor Reed suggested having the maintenance crew saw cut out and black top. The committee agreed to have the crew do it Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler - Chairman; Members: Bryon Reed, Ronald Kratz 1. Committee Member Discussion: a. Councilor Wechsler gave an update on the digester project. He said that as of Wednesday, 8/21, they will be doing the startup with the fans. Right now, they are filling the tank, all the drops and receivers are in. b. Councilor Wechsler informed the committee there was a problem with the pump. To repair the pump, he received a quote for $13,000 from PSI. Originally it was estimated at approximately $10,000. The pump had been removed and checked, and in order to get the rest of the work done the cost is $13,000. The committee agreed to place this on the next regular council meeting for approval. Once the pumps are installed the valve work can be done in-house. The borough will accept Option 1 from PSI to purchase 2 valves for $4,850. One of the pumps that had been rebuilt by Axiom was not done correctly. Axiom is fixing it at their cost. C. Councilor Reed stated he called and spoke with Ron Kuntz in Walnutport Concerning the VFD Walnutport-ARRO. Ron informed Councilor Reed that since the Walmart project fell through, he feels that this is an expensive deal. He will call and make plans to meet with Councilor Reed and Councilor Wechsler at the sewer plant. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Ronald Kratz - Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. Larry Turoscy informed the committee that Ed Healy is waiting for the contractor information for him to review it for the PA Small Water grant for Shadow Oaks. Once this happens, work can start anytime. There will be a pre-construction meeting. Councilor Reed informed the committee the tail gate on the pickup truck was fixed for $100. 2 Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned. COURTESY TO THE FLOOR: Ed Ziegler - He said the area around Maple Springs has SO many street signs that you can' 't read. President Stevens informed him the borough will be ordering more street signs. Councilor Reed made a motion, duly seconded by Councilor Wechsler to adjourn. All in favor.
