BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on May 28, 2024, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS David Schnaars Walter Niedermeyer Jeralyn Schoch-6:45 Eric King Kevin Steckel (Deceased) Justin Gross Aaron Schoch Daniel Stevens PUBLIC COMMENT: None A. HIGHWAY Vacant = Chairman; Members: Kevin Steckel, Aaron Schoch 1. Committee Member Discussion: a. Discuss communication from Mark Lemon concerning underground waterline conflict for Walnut Street Bridge. Manager Stevens informed the committee that originally, they informed us that water and sewer lines needed to be moved, but now there is nothing that needs to be relocated. b. The committee reviewed the complaint form concerning box/delivery trucks at 748/750 Main Street. Borough ordinances do not designate no trucks for this street. Councilor Steckel suggested placing a no trucks sign from Main Street west on Center Avenue. This would have to be done by an ordinance. Manager Stevens and Councilor Schoch will research the area. C. Update on submission and bidding for CDBG projects. Justin Gross informed the committee that they sent the bid documents for North Street to Lehigh County for their review on May 13th. The dates in the bid documents will have to be updated since they still haven't heard back from the County. Fifth Street is still with Lehigh County for their environmental review. Concerning the 2024 Cherry Street, Willow Ave and Hill Street submissions, the county is now requiring 3 inches of paving. d. Update on liquid fuels funds match for 2023 Franklin Street CDBG project. Manager Stevens informed the committee that we finally got the certifications from LB Construction. Manager Stevens emailed them to liquid fuels, but has not heard back from them. Being no further questions from the committee members, and sO the Highway Committee Meeting was adjourned. B. SEWER Aaron Schoch - Chairman; Members: Kevin Steckel 1. Committee Member Discussion: a. Discussion concerning request for increased capacity from Walnutport. President Schnaars stated that he is checking with Attorney Young. The engineers have not returned the information that is needed. President Schnaars asked Manager Stevens about the covers for the trickling filters. Manager Stevens stated that a study was completed and we received a price. The cost for 1 these could be close to $500,000.00 each. The borough is planning to eventually apply for a Small Water & Sewer grant. These grants are for up to $500,000.00. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Kevin Steckel - Chairman; Members: Aaron Schoch 1. Committee Member Discussion: a. Discussion concerning quotes regarding filter bed effluent valve control upgrade. Manager Stevens informed the committee that this must be treated as new, because it is not a repair job. If both units are done this is above the bid threshold. Manager Stevens suggested doing it through Costars. Manager Stevens will check with Attorney Young to verify that it meets Costars requirements. b. Update on Maple Spring waterline replacement (Small Water and Sewer Grant). Justin Gross informed the committee that the plans are almost done and are being reviewed by his boss. They will then be sent to Attorney Young to prepare the bid documents. Being no further questions from the committee members, and so the Water/Special Sewer Committee Meeting was adjourned. D. INFORMATIONAL ITEMS: Justin Gross stated that he received a confirmation from the FAA that they received his study and it will be a minimum of 45 days to review it. He then received a supplemental notice that they are behind, sO they added 15 more days, which will make it 60 days total. E. COURTESY TO THE FLOOR: Eric King - 336 First Street. Was recognized to speak. Eric thanked the committee for the work that was done on the bottom half of Chestnut Alley last year. He would like to reapproach the other half ofit. Manager Stevens informed him that he has received one quote for the job, and is waiting for two more. Councilor Steckel made a motion, duly seconded by Councilor Schoch, to adjourn. All in favor.
