BOROUGH OF SLATINGION The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on June 18, 2018, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Russell Hallman Larry Turoscy Brian Altrichter Bryon Reed David Altrichter Joseph Wechsler Ed Ziegler Bruce Kern PUBLIC COMMENT: None A. HIGHWAY Bryon Reed - Acting Chairman; Members: Joseph Wechsler 1. Committee Member Discussion: a. The committee reviewed the 4 grass cutting estimates. Two of the grass cutting estimates are for the sewer plant only. They compared the cost of hiring a part-time person to just cut grass VS hiring professional lawn contractors. Mike Evans has spoken with the union representative and she was okay with hiring, as long as the borough does not layoff a worker. A meeting with the union representative, council, and maintenance crew will be scheduled. Councilor Reed contact the Union. b. David Altrichter and Mike Kukitz had gone to Lehigh Engineering last year and presented a long-term idea on what they wanted Memorial Park to look like. David is requesting some type of shrubbery put in the grass behind the memorial to eliminate the weeds. The Memorial Park committee has paid off this $120,000 project. They continue to receive brick orders. The committee discussed the differences in the landscaping quotes. C. Larry Turoscy will complete a letter for the 4 items on the 2018 CDBG funding for the 4th Street reconstruction project. The CDBG letters from county were discussed. Bruce Kern informed the committee that the air conditioner at the Vigilant had broken, but it is now being repaired. Larry Turoscy mentioned he would like to get the Main & Church Street project moving. The deadline for this project is Junelst, 2019. He told the committee he had met with the right-of-way people and was informed that they have to come up here and look at the files. They want to review what our attorney did with getting the property lines for the easements, audit information, and then give their approval to start the process for opening bids. They have requested our attorney be present. Larry will see if he can take care ofthis. Larry Turoscy updated the committee concerning the bridge meeting. The county has a program called Long Range Capital Projects and they wanted us to try and get on the July 11th agenda to submit the same report, except with updated estimates. If this gets on the program and feel that it is important, it can be moved up. They are trying to get federal money and state money to do the project. The county does the bridge and the state is responsible for the rest. Larry asked the committee if the corner is historic, or any other building on Main Street that may be on the historic register. B. SEWER Joseph Wechsler - Chairman; Members: Bryon Reed, Russell Hallman 1. Committee Member Discussion: a. Councilor Wechsler informed the committee of a pre-bid meeting for the digester and the bids had to be in by June 14th. At the meeting they changed the maximum price from $325,000 to $350,000, which is basically what the contractors are supposed to able keep their costs within. The cheapest bid was $575,601 and the highest was $685,800. Counçilor Wechsler was informed by Alex from ARRO that due to an increase in the price of materials no one met the bids. The scope of some ofthe work that ARRO had put out to bid, was not within the scope of the grant. The committee discussed options to continue being eligible for the grant. The committee suggested asking Alex from ARRO to put together an itemized list and then review it at another committee meeting. This list should also be discussed with Duane Szczesny. Larry Turoscy discussed the traffic signal bids that will be coming up. Attorney Healy to meet with PennDOT to discuss Main and Church Street light. C. WATERISPECIAL SEWER COMMITTEE Bryon Reed- Chairman; Members: Russell Hallman, Joseph Wechsler 1. Committee Member Discussion: a. Ryan McCarthy from Roberts Company and Mark Atherholt, a salesman who sells Roberts products, did not attend the meeting. Councilor Reed informed the committee that Ryan and Mark had come to the water plant. This is all based on DEP review of the water plant. DEP feels we have to change the media. Ryan estimated that once the media is removed there are pipes on the bottom that should be replaced. Currently, when the water plant loses electric, there are problems with the Roberts' panel. A new panel would not solve the problem. Although there is a surge suppressor, there is a question as to whether the main cable may be the problem. 2 President Stevens had received a quote from Silletco Fencing for $2,735. There was a quote from Anchor for a total of $3,285 - one at $595.00 and $2,690. The fence replacement is for Walnut Street playground, water plant, and the generator.
