BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on November 22, 2021, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Reed at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Bryon Reed Ronald Kratz Daniel Stevens Jeffrey Hausman Joseph Wechsler Justin Gross Dave Schnaars PUBLIC COMMENT: None A. HIGHWAY David Schnaars - Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. The committee reviewed the map for the So. Walnut Street Bridge detours. Councilor Schnaars stated the detour looks like they are coming up Main Street up to Church Street and then sending them down Church Street. The pedestrians will be sent across the trail and then up Church Street. The Slate Heritage Trail will be maintained for short intermittent closures, but will not be closed for the entire project. This project was originally planned for 2023. b. PennDOT Connects Outreach for SR 873 Section M89 in Lehigh County; repaving of Route 873 next year. Councilor Schnaars added that PennDOT is planning to repave Route 873 from Schnecksville to Walnutport. Manager Stevens stated that PennDOT will pave going towards Rentschler's on Route 873. The report is stating that Slatington is not serviced by any public transit route, but Councilor Schnaars pointed out that LANTA bus does go through Slatington several times a day and it should be commented on to PennDOT. Manager Stevens will contact PennDOT. C. Repairs to roof at maintenance building and fire company - Joel Alpha. Manager Stevens said the maintenance shed is leaking badly and is rotted and there is a leak around the vents at the top. Joel Alpha said he could repair maintenance building $1,800.00 approximately. Manager Stevens stated that the Joel Alpha has quoted $6,200.00 for a rubber roof on the roof at the fire company and COVID money could be used for this project. Councilor Schnaars would like this placed on the special meeting for Monday, 29, 2021. d. Councilor Schnaars discussed a possible intern for next year for the Borough Crew. Councilor Schnaars suggested having a 1-year internship (summer only), a civil engineer student, who would help with MS4, work at the water 1 plant, sewer plant, and road crew. Councilor Schnaars suggested drafting ajob description. Manager Stevens will check to see if any COVID money could be used for this. Councilor Schnaars would like this placed on the next regular council agenda. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler - Chairman; Members: David Schnaars, Ronald Kratz 1. Committee Member Discussion: a. Update on the garbage contract, which is expiring in January 2022. Bid opening on Friday, November 19th, 2021, at 10:00 AM. Manger Stevens stated the low bid is County Waste, l-year contract - $474,962.00 per year; 3- year contract - $491,634.96 per year; 5-year contract - $509,299.68 per year. Currently we are paying $174,500.00 per year. The reason for the price increase is the rise in cost ofi fuel and labor and the market for recycling-. The committee discussed what the increase would be for the quarterly garbage bill. The committee agreed to suggest increasing the quarterly garbage billing to $80.00. The committee agreed to suggest the 3-year contract. The contract will be reviewed by the solicitor. b. Councilor Wechsler provided an update from Mr. Rehab on televising the sewer line. Mr. Rehab came out and the line is good, clear, and nothing was crushed, but no reason was found for the overflow. Mr. Rehab stated that maybe something was temporarily blocking the discharge. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERSPECIAL SEWER COMMITTEE Ronald Kratz - Chairman; Members: Joseph Wechsler, David Schnaars 1. Committee Member Discussion: Manager Stevens stated today was brown water down by Boyer' S up Main Street and over to Chestnut Street. They aren't sure why, but there is speculation that something broke loose in that section. It may have been a result from the water main break weeks ago. Steve Martinez flushed the plug down at Boyer's. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned. D.
