BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on April 22, 2024 in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS David Schnaars Walter Niedermeyer Jeralyn Schoch Jon Rinker Kevin Steckel Justin Gross Darlene Klinesmith Aaron Schoch Daniel Stevens William Satow PUBLIC COMMENT: Darlene Klinesmith = 420 Kuehner Ave Signed in and was recognized to speak, Darlene feels that having the no parking signs removed is unrealistic due to traffic, and having parking on both sides. Darlene cited limited parking along Kuehner Avenue at other locations. She added that the parking signs, on Kuehner Avenue, Snyder Avenue, and Pine Street are very faded. Darlene would like to have no parking signs located on her side of the street, specifically no parking during school. Darlene has had youths walking through her property. William Satow 459 Kuehner Ave. Signed in and was recognized to speak. William does not want to see things changed as far as the parking. He agreed that the faded signs must be replaced. William added to Jon Rinker's comments. If you remove the no parking standard and let everyone park all over the place, the police will be getting a lot of complaints. Jon Rinker 448 Kuehner Ave. Signed in and was recognized to speak. Jon would like to see a time limit (2 hrs) on the parking on school days. Jon suggested that residents have a sticker on their car SO they will not get a parking ticket. Jon has no problem with taking them all out, and is fine with whatever is done. A. HIGHWAY Walter Niedermeyer - Chairman; Members: Kevin Steckel, Aaron Schoch 1. Committee Member Discussion: a. The committee discussed parking on Kuehner Avenue. Letter was sent to residents requesting input. The committee has received one letter from a resident who wishes to keep the signs in place. The committee agreed just to replace the faded signs. Manager Stevens will work on this. b. The committee reviewed Resolution No. R-16-20, a resolution approving the contribution agreement with PennDOT for State Rte 873 and 4016 intersection realignment projects. Manager Stevens pointed out that in the agreement the Borough's maximum contribution is for $132,000.00. The agreement was that the Borough give back the $440,000.00 Multimodal Grant in exchange for capping the maximum contribution. President Schnaars would like this plaçed on the next regular Council agenda to reaffirm the resolution. C. Request to have area around Ruch Alley and Oak Alley milled down. Manager Stevens stated that this request was from a resident who asked that if Borough has a contractor doing some work this year and they have a milling machine in town, can this be fixed? d. The committee reviewed the proposed temporary construction easement with PennDOT. This is for the area in front of the Vigilant Fire Company. Manager Stevens stated that 1 PennDOT cannot block the magistrate's office. They will be blocking the 2 parking spots for the magistrate's office. The Borough will be paid $4,400.00 for those 2 spots and the frontage. President Schnaars would like this placed on the next regular agenda. e. The committee reviewed inspectors for TASA grant project. Justin Gross recommended the Borough go with TPD (Traffic Planning and Design). President Schnaars would like this placed on the next regular Council agenda. f. The committee discussed the communication from Jason Hebbard concerning existing traffic signal equipment at the Main and Walnut Streets intersection. The committee agreed to keep them the equipment. g. Update on submission and bidding for CDBG projects. Justin Gross provided information concerning the streets that the Borough applied for in 2024. Jason has received all the documents for North Street and sent them over to Attorney Young. Attorney Young will prepare the bid documents. h. Update on liquid fuels funds match for 2023 Franklin Street CDBG project. Justin informed the council that he is waiting to hear back from LB Construction. Justin will call them to check on this. Being no further questions from the committee members, and sO the Highway Committee Meeting was adjourned. B. SEWER Aaron Schoch - Chairman; Members: Walter Niedermeyer, Kevin Steckel 1. Committee Member Discussion: a. Highway occupancy permit was approved by PennDOT for Masonic Lodge Community Center sewer hookup. Manager Stevens stated that the permit has finally been approved. b. Discussion concerning request for increased capacity from Walnutport. President Schnaars talked with Attorney Young and the engineers will get to the study soon. C. Update on DEP inspection of plant. Manager Stevens stated the inspection was completed, but we do not have the results yet. This was a standard yearly inspection. Manager Stevens informed the Council that we received the bill for the repair installation on the drive unit, The drive unit was $40,000.00, but the labor and cost for installation was about $29,000.00, plus additional costs for testing. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATER/SPECIAL SEWER COMMITTEE Kevin Steckel - Chairman; Members: Walter Niedermeyer, Aaron Schoch 1. Committee Member Discussion: a. The committee discussed NLRA's request concerning chemicals for Northern Lehigh Swimming Pool. (potential licensing for our water plant operators) The request is to have our water personnel be a backup. However, the personnel may require further certification. Manager Stevens will talk to the water plant operators. 2 b. Discussion concerning filter bed effluent valve control upgrade. Manager Stevens stated there was a misunderstanding with Martz. The contract was just for 1 unit. The plant operators were under the impression it was for 2 units. Martz provided another quote which may have to be reviewed by Attorney Young concerning the bid threshold. Being no further questions from the committee members, and sO the Water/Special Sewer Committee Meeting was adjourned. D. INFORMATINAL ITEMS: President Schnaars stated that the Slatington Lions Club will be having their Steak Fry on Tuesday, July 16, 2024, at 6:45 PM at the Skeet Club = you can get either Delmonico Steak or roasted chicken, cost $20.00.
