BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on July 26, 2021, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Reed at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Bryon Reed Dave Schnaars Mayor Niedermeyer Jeffrey Hausman Joseph Wechsler Justin Gross Crystal Hausman Ronald Kratz Daniel Stevens Andreas Hassold PUBLIC COMMENT: None A. HIGHWAY David Schnaars Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. The committee reviewed the request from Andreas Hassold to conduct a small block party on Saturday, 8/28/21, from 2:00 PM through 9:00 PM. Andreas Hassold from 1067 Pine Street Drive, Slatington, requested from the committee permission to block off Pine Tree Drive and Candilak down to Deer Run Lane for a block party, but not any thru streets. Councilor Kratz asked if the borough would be liable for any accidents. The committee will get an opinion from Attorney Healy. Andreas will provide a map of the road closures to the council. President Reed requested to have this placed on the next regular council agenda. b. Manager Stevens asked the committee for any possible projects for COVID 19 money. Mayor Niedermeyer suggested a push mower for the highway department. President Reed stated that an outside contractor could be hired to cut grass in town, SO there would be no need to purchase a push mower. Manager Stevens informed the committee that the money should be allocated (obligation incurred by 12/31/24), but then they have till 12/31/26 to expend it. The draft list consists of: repaving the sunken sewer trench on Chestnut, repair and replace the section on the Slate Heritage Trail behind the maintenance building, terrace the large rocks at the 100 steps to control the storm water, LED message sign proposed by the fire department, replacement of 2009 marked police car. Councilor Weschler suggested expanding the parking on Main Street. Manager Stevens clarified that only the money classified as loss of revenue is flexible for use. The rest of the money has specific criteria. Manager Stevens suggested installing a security system at the amphitheater. Crystal Hausman stated there is no playground for the special needs children and asked ift this was a possible project. C. President Reed provided an update on listing of 1997 small dump truck for sale. At this time, it is not listed. d. Justin Gross provided an update on 2021 Church Street traffic signal improvement. Justin stated that they are fabricating the mast arms now. They will be sending more submittals as far as construction details. These should be approved and sent back tomorrow. e. Justin Gross provided an update on Church Street CDBG project. Justin stated that they are waiting on Lehigh County for approval. Councilor Kratz asked Manager Stevens if the letter has been sent to PennDOT. Manager Stevens stated that it has been sent. Manager Stevens informed the committee that he received an e-mail from Cristie Barry. She checked with the Penn DOT Central office to see if the 100 steps project is eligible for the TASA Grant. The project is eligible. Manager Stevens received a call concerning the lack of stop signs on Chestnut Alley above Church St. The person stated that people speed because there are no stop signs. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler - Chairman; Members: David Schnaars, Ronald Kratz 1. Committee Member Discussion: Councilor Wechsler informed the committee that the summer employee is working out well at the sewer plant. Councilor Wechsler has requested a separate daily log from Duane Szczesny for the summer employee. President Reed asked about skin patching at the sewer plant. Manager Stevens stated he has placed a work order with the highway department and ordered the crack seal for preparation for the skin patching at the sewer plant and crack sealing the water plant and playground. Manager Stevens stated that AMS is scheduled for the middle of August. Manager Stevens stated the borough will be getting an MS4 audit on August 11th. Manager Stevens will get in touch with Mark Harmon to assist with this audit. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERSPECIAL SEWER COMMITTEE Ronald Kratz - Chairman; Members: Joseph Wechsler, David Schnaars 1. Committee Member Discussion: a. Councilor Kratz stated we are looking to purchase the Reservoir #4 spare radio. There is a quote from the Essex Service Corporation for $2,450.00, plus shipping. Terms are net 30 days in full after shipment to, or completion of equipment if delayed, delivery is required. Delivery is 2 to 4 weeks after 2 the receipt of the purchase order. Councilor Kratz requested this be placed on the next regular council meeting. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned. COURTESY TO THE FLOOR: Jeffrey Hausman - Recognized to speak. Jeffrey inquired if the some of the COVID19 monies could be used to reimburse cleaning the bathrooms at the Trailhead and covered bridge. The committee discussed how well the Anthony Scarselletti Amphitheater ribbon cutting event went.
