BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on June 17, 2024, in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS David Schnaars Greg Winokur Krystall Borman Ryan Mayberry Jeralyn Schoch Kevin Borman Ronald Kratz Daniel Stevens Zachari Halkias-on phone until 6:40 PM Robert Reph PUBLIC COMMENT: None The committee agreed to discuss Human/Community Services first. C. HUMAN/COMMUNITY SERVICES Zachari Halkias - Chairman; Members: Ryan Mayberry, Ronald Kratz 1. Committee Member discussion on listed topics: a. Councilor Halkias discussed a possible public memorial for Walter Niedermeyer (bench, etc.). Mayor Schoch suggested obtaining a bench at Victory Park. Manager Stevens informed the committee that the NLRA has just recently purchased 3 more benches for Victory Park. Counçilor Mayberry stated that the Slatington Lions Clubs had mentioned doing it at the Veterans Memorial. The Lions Club would like to contribute toward any costs. President Schnaars would like this plaçed on the next regular council agenda. b. The committee discussed the request from Northern Lehigh Swimming Pool Association to hold a fundraising event featuring Vince's Cheesesteak Truck on July 17, 2024, from 1:30 PM to 7:00 PM. President Schnaars would like this placed on the next regular council agenda. C. The committee reviewed request from St. Luke's for their 14th Annual Bike Ride on June 7th, 2025. President Schnaars would like this placed on the next regular council agenda. There were no questions from the committee members; the Human/Community Services Committee meeting was adjourned. A. FINANCE/PLANNINGIZONING Ryan Mayberry- Chairman; Members: Ronald Kratz, Zachari Halkias 1. Committee Member discussion on listed topics: a. President Schnaars would like to review various departments and decide where we would like to end up on staffing, and start prioritizing for the budget. President Schnaars stated that there are workers on the borough crew that could retiree at any time. He added that there will eventually be a new person at the Sewer Plant and the Council had authorized another full-time police officer, Councilor Kratz suggested having a Fire/Zoning Officer. This would combine 2. jobs into 1. job, and would a place a First Responder within the borough. The committee discussed the length oft time it takes ambulances to respond to calls. 1 Councilor Mayberry asked whether a temporary light at the intersection of Grove and Main would be feasible with the bridge closure. Chief Winokur stated that this is a state highway. There is a concern with the Danny and the increase in traffic. Chief Winokur has suggested placing cones along the turn lane to the bridge from Main Street. That is a state highway and any suggestions must be approved by PennDOT. Councilor Mayberry - Keystone Community Program Designations. This program is through the Department of Community and Economic Development. Basically, it offers communities the opportunity to designate areas or a region for targeted investment and development for a period of 5 years. Councilor Mayberry suggested this could be done on the 600 block of Main Street. President Schnaars would like this placed on the next regular council agenda. President Schnaars asked Mayor Schoch how she was doing with her beautification committee. Mayor Schoch stated she has a couple of more people show interest in it, and will be setting up a meeting for the committees. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLICSAEETY Ronald Kratz - Chairman; Members: Ryan Mayberry, Zachari Halkias 1. Committee Member discussion on listed topics a. Clarification on items to be included in potential fire alarm system ordinançe. Fire Chief Reph stated that he had provided the solicitor with Walnutport's ordinance as a basis. The only thing Chief Reph is requesting, is that everything in the ordinance must comply with the NFPA 25 Standard and the NFPA 72 Standard. The Code Enforcement officer currently checks all rentals for smoke detectors. The committee discussed how often a rental should be inspected. b. Discussion concerning proposal for fire alarm system for fire company. Fire Chief Reph has received two quotes. The two quotes are from SSI and Kistler O'Brien. He has requested one from Johnson Controls, but has not received anything. SSI price is $13,350.00 and Kistler O'Brien is $13,362.96. Manager Stevens stated this could be paid with COVID19 LFRF. Councilor Kratz asked Chief Winokur what maintenance issues he has in his department. Chief Winokur stated that the cells lights have been taken care of. The plumbing in the cell is still pending. Manager Stevens stated that he has spoken with Kromer twice and he is checking on options for the cell. The bedding must be upgraded. Chief Winokur would like to have the cameras repositioned for the cells. In addition, Chief Winokur would like to have a website just for the police department. Fire Chef Reph created a list of items he would like to see based on priority, i.e., fire alarms systems, fire siren, etc. The fire siren does work; however, it needs the siren controller and the radio receiver. This siren is to alert the public that there an emergency, to be on the lookout for fire responding equipment, severe weather, or to take shelter. This information could be published in the newsletter or on Facebook. There were no questions from the committee members; the Public Safety Committee meeting was adjourned.
