BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on August 26, 2019 in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Daniel Stevens Debbie Rubio Jason Ruff Carol Sparks David Schnaars Ed Ziegler Thomas Bartholomew PUBLIC COMMENT: The committee agreed to change the line-up of the agenda. B. PUBLIC SAFETY David Schnaars-Chairman; Members: Thomas Bartholomew, Jason Ruff 1. Committee Member Discussion b. Debbie Rubio and Carol Sparks addressed the committee on the problem with feral cats around their houses. Debbie resides at 356 First Street and Carol resides at 300 E. Franklin Street. They provided a list of boroughs and towns that provide support for their citizens. She has contacted SpayUSA and was informed there is money (grant) for people with problems with feral cats. Their program would help pay for neutering/spaying and releasing the cats. She suggested that some type of ordinance be created to handle the feral cat problem and educate the residences on trap and release programs. They are requesting support from the borough. President Stevens stated that maybe monies could be budgeted next year for a grant program. Carol Sparks provided information on a program provided by No Nonsense Neutering located in Allentown. Carol will provide more information on grants. a. The committee discussed the quote from ECCO Communications for $763.00 for a Kenwood VHF digital & FM Analog portable with multi-pin connector. The committee agreed to place this on the next regular council meeting agenda for approval. C. Councilor Schnaars provided an e-mail from Jason Nicholas. He said that the council will have to approve the purchase of a manifold for the 2001 fire truck for approximately $1,600. The 1993 needs tie rods. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. 1 A. FINANCE/PLANNINGIZONING Thomas Bartholomew - Chairman; Members: David Schnaars, Jason Ruff 1. Committee Member Discussion: a. The committee discussed the Governors Center for Local Government Services Early Intervention Program (EIP). This is a 50/50 grant program. b. The committee agreed to place an advertisement for the tax collector position. Councilor Ruff inquired if Reta's daughter could possibly stay and just temporarily assist the new tax collector. President Stevens will see if this could be done. Councilor Bartholomew is authorizing the advertisement for the tax collector position at $200.00. President Stevens will contact Terry Ahner from the Times News to write an article about the tax collector position. C. The committee discussed Ordinance 696 for blighted properties. Councilor Bartholomew suggested place this on the next regular council meeting agenda to approve this for advertisement. There were no questions from the committee members; the Finance Committee Meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: David Schnaars, Thomas Bartholomew 1. Committee Member Discussion a. Councilor Ruff had contacted Penn State, but has not heard from them concerning the shrub replacement at Veteran's Memorial Park. b. The committee discussed the Use of Facilities form and whether or not we want to add language requiring maps and/or requiring applicants to name the borough as additionally insured on every application. He stated that on the application it states, "The borough might request them to have the borough as additionally insured". He asked if the borough is putting ourselves at risk by not requiring everyone to name us as additionally insured. President Stevens will contact the borough insurance company and borough solicitor. There were no questions from the committee members; the Human/Community Services meeting was adjourned. PUBLIC COMMENT: Ed Ziegler - Ed mentioned the bushes at South and Fourth Streets. President Stevens informed him someone has started trimming it back. Councilor Schnaars asked when we will be giving the old police car to Tony. President Stevens stated that it is scheduled for painting at Buzzy's in August. 2 INFORMATIONAL ITEMS: None Councilor Schnaars made a motion, duly seconded by, Councilor Bartholomew, to adjourn.
