BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on September 27, 2021, in the Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Reed at 6:31 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Bryon Reed Mayor Niedermeyer Jeffrey Hausman Joseph Wechsler Dave Lear Dave Schnaars Daniel Stevens Ronald Kratz PUBLIC COMMENT: None A. HIGHWAY David Schnaars Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. Councilor Schnaars discussed possible projects for COVID19 LFRF. Councilor Kratz has suggested installing better outdoor facilities, i.e., movie screen, dance floor, etc. Councilor Schnaars suggested replacing some of the playground equipment. Manager Stevens informed the committee that Lindsay Taylor from NLRA has submitted for the COVID19 Non-Profit funds from the county. Councilor Schnaars inquired ifthe COVID19 LFRF could be used for the golf disc. Manager Stevens stated that Lindsay Taylor has applied for a grant from the chamber foundation for the disc golf course. b. Councilor Schnaars asked Manager Stevens if he had any information for adding an employee to the borough crew. At this time, Manger Stevens did not, but will have all the payroll and costs for the next committee meeting. C. Concerning the traffic light at Main and Church Streets, Dave Lear informed the committee they are looking at equipment and controls that they might be able to obtain a little bit cheaper. Poles are down behind the fire company. Dave Lear will make phone call this week and have more of an update on the traffic light at Main and Church for the next council meeting. Concerning the Church Street CDBG project, Dave Lear informed the committee that the road has been closed to repair the curbing and sidewalk on the northside, then they will go to the other side. The road will be closed during the day, but opening at night. d. Councilor Schnaars received a letter from St. John's Church requesting a loading zone next to the church and the committee discussed a possible solution. Dave Lear stated that this is public parking. Councilor Kratz suggested marking it a loading zone from 10:00 AM to 4:00, or 7:00 PM. 1 Another suggestion was overnight parking from 10:00 PM to 7:00 AM. The committee agreed to possibly allow one parking space for the loading zone. This change would require a change in the ordinance. Councilor Schnaars would like this placed on the next regular council agenda. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler - Chairman; Members: David Schnaars, Ronald Kratz 1. Committee Member Discussion: a. Mr. Polzar asked if the borough will reimburse the cost of a check valve, or gate valve, in the problem area on Oakhurst Drive. His property had the check valve installed years ago, but he is having problem with it now. At that time, 6 properties were given $500.00 reimbursement for installing check valves. The committee agreed to recommend reimbursing residents up to $500.00 to properties with the proof from a plumber ofi installation of a check valve or gate valve. (Oakhurst & Shadow Oaks). This will be placed on the next meeting agenda for approval. b. The committee reviewed the maintenance renewal agreement from Emergency Systems Service Company for $4,158.81 for the emergency generators. Councilor Wechsler would like this placed on the next regular council agenda. C. Councilor Wechsler stated that reed beds are grossly over grown with trees. Bellview Pump will come in and do all 8 of them for $1,100.00 a piece, for a total of $8,800.00, to remove stumps and get them cleaned up. Manager Stevens will place this in the 2022 budget. d. Councilor Wechsler stated they are going to televise the discharge line that goes out to the river due to an overflow. e. Committee voted to discuss the garbage contract, which is expiring in January 2022. Councilor Wechsler made a motion, duly seconded by Councilor Kratz, to discuss the garbage contract. President Reed declared the motion passed following a Voice Vote, All in Favor. Manager Stevens informed the committee that the contract can be renewed automatically on a yearly basis after it expired. However, the current garbage company does not want to renew. Manager Stevens would like to know where the committee would like to advertise the contract. The committee agreed" to put it on PennBid. A small notice in the Times News and the Morning Call would be placed to refer to PennBid. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERSPECIAL SEWER COMMITTEE Ronald Kratz - Chairman; Members: Joseph Wechsler, David Schnaars 2 1. Committee Member Discussion: a. The committee reviewed a quote from BEI Electrical for $11,400.00 for generator infrastructure. Manager Stevens stated this work is recommended because we have no power when the power goes out at this well. In addition, COVID LFRF could be used because it is water. Councilor Kratz would like this placed on the next regular agenda. b. The committee reviewed a quote from BEI Electrical for 2 options: diesel generator - $22,300.00 or LP fueled generator - $20,100.00. Manager Stevens stated the diesel generator is out due to contamination concerns. The committee agreed to recommend combining the 2 projects. Councilor Kratz would like this placed on the next regular agenda. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned. D. INFORMATINAL ITEMS: Mayor Niedermeyer stated that the shredding event went well. COURTESY TO THE FLOOR: Jeffrey Hausman Recognized to speak.
