BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on June 17, 2019, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Ronald Kratz Larry Turoscy Bryon Reed Joseph Wechsler PUBLIC COMMENT: None A. HIGHWAY Bryon Reed - Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. The committee discussed the letter from Robert Stettner dated 6/4/19, requesting removal of a handicapped spot and floor waxing at the Vigilant. This handicapped spot had been dedicated to Winnie Craig, who is now deceased. President Stevens said there would still be 4 handicap spaces available at the Vigilant Fire Company portion of the lot and the magistrate office. The committee agreed to grant this request. Councilor Reed will inform John Bolton about the sign. The committee discussed the floor waxing at the Vigilant. The committee agreed to have the maintenance crew do this during the winter of 2020. Councilor Reed will inform John Bolton of this. b. Councilor Reed and President Stevens had gone to the site for the proposed UGI Regulator Station Right of Way. UGI has the area staked out and Councilor Reed felt it was okay, but should be redesigned. President Stevens thought UGI was going to go a little bit further back. Councilor Reed informed him that they could not go any further back. He explained to the committee the layout and the restrictions. The committee discussed options for the layout. Councilor Reed mentioned how bad Middle Alley is. It has a ditch on the Lutheran Church side. UGI had put a line in back in 2003, or 2004, and the ditch was never overlaid. Councilor Reed has suggested UGI fix the ditch on the alley. This alley needs complete repaving, not just cold patch. The committee discussed how this could be paid for. Larry Turoscy asked if the borough has a regulation concerning if a utility line is in bad shape in one of the roads, can the borough can make them fix it at their cost. President Stevens said he would look into that. C. The committee discussed the request from Robert Stettner to seal the cracks at Walnut Street Playground. Councilor Reed had received an offer from Walnutport to come and seal the cracks. The committee reviewed quotes, but agreed to have the highway crew seal the cracks. d. Larry Turoscy said the 4Th Street CDBG grant is $80,445.00. The low bid was $48,901.00, which means there is a $31,544.00 unused. Larry had called the county and was told that as long as they do work inside the limit of work, from the north to the south, we can do whatever the borough wants. The borough must inform them as to what is being done. The committee agreed that the curb and sidewalks are in terrible shape. Larry has tried to contact Barcalente. Larry said there is 680 lineal feet of curb and sidewalk, and also part that goes into the parking lot at the Moose. Larry asked ifhe should try to obtain a quote from Barcalente for all of this work. The committee discussed other options, but agreed to have Larry pursue a quote. e. Larry reviewed the application for ARLE grant. He said the original grant, the construction was $140,000.00 and the borough matched $20,000.00, which is about 15%, for a total of $160,000.00. He pointed out, the construction cost with the low bidder was $280,600.00, inspection low bid was $27,005.00 which gives a total of $308,000.00. The borough match would be $46,000.00. This grant must be submitted by the end ofthe month. This is a new grant, not a grant to obtain more money. This would replace the existing grant. Larry will see ifthe match could be lower than 15%. Larry Turoscy mentioned that PennDOT will have meetings and discuss what must be done concerning the Walnut Street bridge. Councilor Reed had spoken with Matt Szuchyt from Sen. Browne's office. Councilor Reed received an e-mail informing him that the bridge engineer is reevaluating if they can do this without taking the house down. Matt Szuchyt from Sen Browne's office requested that we make sure his office is kept informed for this project. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler Chairman; Members: Bryon Reed, Ronald Kratz 1. Committee Member Discussion: a. Councilor Wechsler gave an update on the digester project. He said the hookup for the electric will be done July 18th to allow the shutdown and switch over. They have a good portion of the wire pulled, a good portion of the blower hooked up. The pipes were delivered for the drops. b. Councilor Wechsler suggested to have the lab at the sewer plant install security cameras. President Stevens stated that the borough doesn't want to have to pay to have the large amount ofinformation stored. He suggested the same type of setup that is at the borough office, which is saved for only a certain length of time and then recorded over. Councilor Wechsler has 2 spoken with Andy from Keystone Technologies for different security programs and costs. President Stevens stated that both computers, 1 at the sewer and 1 at the water plant, need to be replaced because Windows 7 is no longer supported at the end of year. Councilor Wechsler will also obtain quotes for these from Andy. This will be placed on the next regular council meeting agenda. C. The committee discussed the VFD (variable frequency drive) for Walnutport. Councilor Reed and Councilor Wechsler will meet with Walnutport Sewer Authority to discuss the possible instillation ofthe VFD. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATER/SPECIAL SEWER COMMITTEE Ronald Kratz - Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. Larry Turoscy gave an update on the PA Small Water grant for Shadow Oaks. He provided plans to the committee for review. The only issue that came up are the new specs that state they should put in 4 feet of stone on a 4-foot ditch to keep it from sinking. Larry Turoscy asked the committee if they could use the existing fill that is removed and just make sure it is compacted. They would probably be able to do a lot more length of pipe. Larry said they put in that they could bid either way, whichever way is the cheapest, and then compare the bids. The problem is whether there is shale or clay underneath. Once the bids are open, this will determine how far they can go in the construction. The pre-bid is July gth and the bid opening is July 12th. The committee asked if he could change the advertisement and bidding date. The committee agreed to have the pre-bid July 11th and the bid opening July 15th. Larry will confirm. b. The committee discussed the White Oak Properties leak letter. The committee stated that leaks are not the borough's responsibility and non-forgiving. Even though the water does not go into the sewer, the owner is still billed for the sewer usage. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned.
