BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on February 19th,2 2018, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:42 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Jared Kern Larry Turoscy Russell Hallman Bryon Reed Jason Ruff Joseph Wechsler PUBLIC COMMENT: Jason Ruff asked the council when it would be possible to discuss a new zoning officer. President Stevens said that could be discussed at the next Finance Committee meeting on February 26, 2018. A. SEWER/SOLID WASTE Joseph Wechsler - Chairman; Members: Bryon Reed, Jared Kern Councilor Wechsler informed the committee that a great deal of grease had to be pumped out in the month January at the pump station. The grease at the transfer station needs to be pumped out periodically. Councilor Wechsler can't understand why the grease traps are not catching it and it is difficult to pinpoint where is it coming from. Some of the grease may be coming from Washington Township and Walnutport. Russell Hallman asked if there was something that could be placed in the line to catch the grease from the pipes that could narrow down the location. Councilor Reed said the subdivision house plumbing is intermingled - it only has one lateral. Councilor Reed was concerned with this property that should the lateral ever need repairing, who would receive the letter? It was suggested that an easement clause be entered on the deed. Councilor Wechsler called regarding the LED lights. PPL sent around a contract for the borough to endorse and to do other work, but they will install the LED lights for free on the regular street lights. Councilors Reed and Wechsler figured there was only a savings of approximately $100 a month, but you must sign a 15-year contract. The borough pays rent for the poles. The ornamental lights on Main Street are another issue. Being no further questions from the committee members, the Sewer/Solid Waste Committee meeting was adjourned. B. WATERSPECIAL SEWER Bryon Reed - Chairman; Members: Jared Kern, Joseph Wechsler 1. Committee Member Discussion: Larry Turoscy stated that DRBC has a requirement that the borough has to have something in to them for the way we handle the water audits for the borough that must be done by March 31st, 2018. a. Larry Turoscy updated the council on the PA Small Water and Sewer grant. Larry Turoscy informed the committee that the PA Small Water and Sewer grant was close to being finished. They did the estimate and have all the other information. Both Sen. Pat Browne's office and Rep. Zach Mako are directly 1 sending letters to them supporting the project. The resolutions are completed, but the last thing that must be obtained is confirmation that it is supported by the County Planning Commission. This must be done by the end of the month. The estimate for the grant is $498,000. b. Larry Turoscy and Steve Martinez are currently working on the CCR Report. Once completed, it will be posted on the Slatington Borough website. Being no further questions from the committee members, the Water/Special Sewer Committee Meeting was adjourned. C. HIGHWAY Jared Kern - Chairman; Members: Bryon Reed, Joseph Wechsler a. Larry" Turoscy presented a draft packet oft the general instructions for street cuts. These instructions include: how to do the form, application for an actual occupancy permit; a permit fee schedule, right-away use permit at $500.00 which lasts for 5: years for one project, curb and sidewalk permit costs, etc. Larry is putting together a list of sewer and water specs, SO if there is a project in borough, the borough can refer to the list as to what must be done. This is to be placed on the council meeting agenda. b. Larry Turoscy stated that multimodal transportation grants are for expensive projects. This grant opens up on February 26, but it must be in by March 30th. He suggested this would be good a grant for the Walnut Street bridge project. Larry will be contacting the county and find out ifthey would support going through the multimodal grant, rather than put it on the 12-year program. The committee and Larry Turoscy discussed various traffic options to obtain the multimodal transportation grant. C. The committee reviewed Kris Burek's s suggestions for street and alley changes. Councilor Wechsler asked what will be done for grass cutting this summer. The committee had various suggestions such as hiring a part-time person who would only cut the grass or hire an outside grass mower. This to be discussed at a council meeting. There were no further questions from the committee members, and SO the Highway Committee Meeting was adjourned.
