BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on July 27, 2020, in Vigilant Fire Company, 110 South Walnut Street, Slatington, PA. The meeting was called to order by President Reed at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Bryon Reed David Schnaars Daniel Stevens Jeff Hausman Joseph Wechsler Dave Lear Crystal Hausman Ronald Kratz PUBLIC COMMENT: None A. HIGHWAY David Schnaars Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. The committee discussed the e-mail from Sean Buerger, UGI, concerning proposed regulator station at the corner of Chestnut and Diamond Streets. Manager Stevens informed the committee that Sean had informed him that the current station was outdated and they would have to do something in the near future. Apparently, they can't get parts for the old station. President Reed stated that the station serves about 110 customers. UGI offered the Borough $25,000 to place the regulator station at that location. Manager Stevens asked the committee if he should pursue a counter offer. The offer will be discussed in an executive session. b. Dave Lear provided a plan for the possible multi-modal submission. One section shows the area just to north of the middle school and just east to the football field. Shadow Oaks Lane and Pine Tree Drive has been a problem for the borough for many years with storm water. This plan would be to alleviate some of the water, not only in the roadways, but provide a trunk line to connect out to the river. Dave Lear reviewed, with the committee, other options to deter the storm water in other locations. They also discussed trying to obtain a grant to help with the costs. C. Councilor Kratz announced the CDBG 2020 award for E. Church Street. Dave Lear informed the committee that they had applied for 3 streets. Dave Lear said the area on top of the Danny hill, in front of row homes will be completely redone. The Borough was awarded $91,895, which still must be finalized by the County d. Dave Lear gave an update on CDBG bids for Memorial Park. Dave Lear said they did receive a favorable bid and it was within 10% of the estimate. He also stated that the contractor is not willing to do more than what he has submitted. Dave Lear will be contacting him to try to persuade him to uphold his bid. The contractor's bid is good for 60 days. Manager Stevens informed the committee about the catch basin at Main and Walnut Street. He said that PennDOT had finally shown up. PennDOT's Al Clarke may assist the Borough with some ideas for repairs. Sean, from Senator Brown's office, contacted Manager Stevens concerning this issue. Sean asked Manager Stevens to keep him informed and would like to attend the next meeting with PennDOT. It was suggested that maybe they could help. Dave Lear described how the work would have to be done. The Walnut Street bridge would have to be closed for safety, and possibly see ifthe fire company could assist with traffic control on Main Street. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler Chairman; Members: David Schnaars, Ronald Kratz 1. Committee Member Discussion: Councilor Wechsler informed the committee that they are continuing to work with the new system. He spoke with Duane Szczesny to contact Ken Fulford to find out where we are with the study for the covers on the trickling filters system. Manager Stevens spoke with Duane and he said that Ebert is working on it. This study must be done by September. Manager Stevens was contacted by Matt from Senator Brown's office concerning the grant for removing the digester lid for $135,000. Matt asked if they get part of that grant, maybe between $75,000-985,000, could we proceed with the project. Manager Stevens said we could proceed if we received that portion of the grant. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Ronald Kratz - Chairman; Members: Joseph Wechsler, David Schnaars 1. Committee Member Discussion: a. Councilor Kratz discussed the e-mail from Matt Seeker concerning the filter rehab proposal for $3,500 for each clarifier. It stated that if we take the $3,500 now, it will be a cost savings, otherwise it would be $6,000 per filter. The cost of media replacement was discussed. b. Manager Stevens gave an update on the situation with levelers at the water plant. He said the problem has been resolved by a gentleman Mike and Stevie contacted. 2 Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned.
