BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on May 26, 2020, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Reed at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Bryon Reed Daniel Stevens Joseph Wechsler via phone Dave Lear David Schnaars Ronald Kratz PUBLIC COMMENT: None A. HIGHWAY David Schnaars - Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. Councilor Schnaars discussed the skin patching and crack sealing, which had been budgeted for this year. Manager Stevens, along with Bob Abbott from AMS and Bryon Reed, drove around the town to determine which areas are in need of skin patching and crack sealing. Dan provided 2 maps to the committee showing the areas. AMS has a truck that in 1 10-hour day will go through between 3,000 and 4,000 gallons of emulsion and up to 120 tons of stone. Councilor Kratz inquired as the to how long will the skin patching last. President Reed stated there had been a patch done in 2016 in front ofthe middle school and it still looks like new. Manager Stevens informed the committee the cost is: rental of truck is $350.00/hr. - 10-hr. day - $3,500.00; 5 triaxles full of stone is approximately $3,475.00; the emulsion at $2.50 per gallon, 4,000 gallons is approximately $10,000.00; total for everything is about $16,975.00 for skin patching. The borough has budgeted $20,000.00 in liquid fuels for this project. AMS provided a quote for crack sealing of $6,474.50. If both projects were done together the cost would be $23,449.50. Manager Stevens informed the committee that the borough is approximately $8,000.00 under budget for salt this year. President Reed said Dan had to check with Jeff Rohrbach about use of liquid fuels. Councilor Schnaars would like to have these projects placed on the regular council agenda as two separate items. b. The committee reviewed the ordinance for the degradation fees. Councilor Schnaars would like to place this on the next regular council agenda to have Solicitor Healy to advertise. Manager Stevens recommended that any of the committee members and Lehigh Engineering give their suggestions to Ed Healy prior to the meeting. 1 C. Manager Stevens called Al Clark from PennDOT. He said he would be there on Tuesday to look at the catch basin at Main & Walnut. Manger Stevens is waiting to hear back from him. d. Manager Stevens informed the committee that the contract for the ARLE Grant was sent on April 15th, 2020. He is still waiting on the state of PA. e. Councilor Schnaars stated the Safety Committee has recommended a generator for the Maintenance Building. He stated that this is the only facility the borough has that does not have any emergency power. Councilor Schnaars had suggested running a line from the fire department - this would only be needed to open the doors. Another suggestion would be to purchase a portable generator. Committee members will look at the situation first hand to determine a solution. Manager Stevens will contact Walnutport Door about checking the door springs and maintenance. Manager Stevens asked Dave Lear about the CDBG. Dave informed him that the information was sent out today. He also stated they are anticipating July 2nd 2020, at 10:00 AM, to open bids. Advertising will be done June 5th and June 19th, and a proposed pre-bid meeting will be June 22nd. Manager Stevens inquired about the CDBG for this year on Church Street. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler Chairman; Members: David Schnaars, Ronald Kratz 1. Committee Member Discussion: a. Councilor Wechsler informed the committee that work on the roof between the digesters is anticipated to start this week. Manger Stevens stated that Robert Herzog and Duane Szczesny cut all the stacks out and they patched all the holes. The roof is ready to go for when Joel Alpha shows up. b. Manager Stevens provided to the committee a sample letter he had sent out to all the businesses concerning their grease trap inspections. He had received calls from the Legion and they are currently remodeling and will install a grease trap. Robert Stettner from the Vigilant is also obtaining pricing for a grease trap to be installed in the kitchen. The Catholic School called and stated that their food is cooked elsewhere and delivered. The church will have an inspection to determine if they are required to have a grease trap. C. The committee reviewed the resume from Frederick E. Ebert, P.E. Manager. Stevens stated that he has contacted Mr. Ebert for an estimate for doing a study on putting the lid on the trickling filter and is waiting for his reply. Kenny Fulford highly recommends Mr. Ebert. Councilor Wechsler would like to place this on the regular council agenda ift the estimate has been received. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. 2 C. WATERISPECIAL SEWER COMMITTEE Ronald Kratz - Chairman; Members: Joseph Wechsler, David Schnaars 1. Committee Member Discussion: a. Councilor Kratz informed the committee the Communication Project was awarded to Essex Service Corporation for $19,425.00 at the Regular Council meeting on April 13, 2020. Manager Stevens informed the committee that the work could possibly start in June. The delay is due to the COVID19 and not being able to obtain parts quickly. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned.
