BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on October 28, 2019 in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Daniel Stevens Kristie Wilk Jason Ruff Jason Breidinger David Schnaars Thomas Bartholomew PUBLIC COMMENT: NONE The committee agreed to change the agenda. C. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: David Schnaars, Thomas Bartholomew 1. Committee Member Discussion C. The committee agreed to have Kristie Wilk give her presentation first. She provided the committee with their finances for 2020. Originally, they had looked at ways to reducing income with their schedule. They had cut back on their 3rd truck, but then they needed to roll that back into staffing SO they could adjust pay rates. They did a per capita study on each of the areas they cover and what it costs them per capita. The expenses through September 2019 are approximately $34.00 per capita. Their income is $25.00 per capita; this is a $9.00 loss. Fund raising and donations help with the difference. Kristie is requesting from the committee to help with the loss with a municipal adjusted contribution of $4.00 per capita. Kristie informed the committee they have also gone to other municipalities with the same request. Councilor Ruff asked what the other municipalities have agreed to. She said North Whitehall agreed to increase their contribution by $4,000.00. They also have a program setup to contribute $50,000.00 toward a new truck. Kristie reviewed the other municipalities contributions with the committee. President Stevens noted that the borough supplies use of the station for them rent free, which is approximately $800.00 to $1,000.00 per month. This includes utilities and other expenses. Including the borough's contribution and the station, it comes to over $20,000.00 per year. Councilor Schnaars asked if the legislator is considering reimbursement for calls out with no transport. Kristie said no; however, currently there is a House Bill 1347, this will help the EMS, it allows them to bill insurance companies directly. NOVA has a great auxiliary that helps with fund raisers. The committee agreed to place this on the next regular council meeting for discussion. 1 a. The committee discussed the letter from the Slatington Public Library concerning contributions. This will be placed on the next regular council meeting for a motion to release the funds. b. The committee reviewed the letter from Sen. Pat Browne concerning the Senior Community Center (SCC) Grant program. Councilor Ruff will provide a copy of the letter to Lindsey Taylor from NLRC. d. At this time, there was no discussion on the plans for Victory Park. There were no questions from the committee members; the Human/Community Services meeting was adjourned. A. FINANCE/PLANNINGIZONING Thomas Bartholomew - Chairman; Members: David Schnaars, Jason Ruff 1. Committee Member Discussion: a. The committee discussed Ordinance 674, Ordinance of the Borough of Slatington, Lehigh County, Pennsylvania, amending Chapter 141, Article II pertaining to residential rental, rooming, and commercial units and all dwellings of the Borough Codified Ordinances of 2008. Councilor Bartholomew spoke with Tony Lopsonzski and they both agreed the borough dropping the requirement that the borough inspect houses that are going to be sold, with the understanding the owner obtain their own inspections. Tony feels there may be some liability by doing home inspections. The committee agreed to place this on the next regular council meeting. b. Councilor Bartholomew requested office supplies and assistant for Tony Lopsonzski (YTD salary $13,600.00) (YTD inspections $5,310.00). There were some small items that would be approved; i.e., long sleeve shirts, measuring tape, flashlight, etc. The committee agreed that radio communications would not be necessary due to everyone having a cell phone. Tony has worked for the borough for 2 years at the same rate. He has suggested an increase would be helpful. Councilor Ruff would like to make Tony's position full time, not give him a raise, and make him zoning and code enforcement. C. Keystone Technologies quote for $700.00 for 1 custom build desktop computer. Waiting for quote for 2 total computers. Once the quote is received, this will be placed on the next regular council meeting. d. The committee agreed to obtain the solicitor's opinion on authorizing President Stevens to sign PMHIC Agreement Amendment. e. The committee discussed emptying file drawers with old CDBG information. Councilor Schnaars suggested we do research to find out what records should be retained. 2 There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLICSAFETY David Schnaars-Chairman; Members: Thomas Bartholomew, Jason Ruff 1. Committee Member Discussion a. Councilor Schnaars discussed the quote from AACE Security concerning the fire alarm for $1,368.00. When the current alarm system goes off and after it is silenced, the police department is on complete lock down. This system does not notify any emergency services. The cost of the monitoring service and keeping the device going is $776.00 per year. Councilor Schnaars is waiting for another quote to correct the lock down issue. President Stevens suggested the borough install the same type of system the sewer plant has where it automatically sends out phone messages to designated people. Councilor Schnaars will inquire more about a system like this. Councilor Schnaars informed the committee about the parade. He said that when he attended the parade, he was blinded by lights up where they were doing the detour. He said the lights were SO bad, he could not see the person directing traffic. Councilor Bartholomew stated the barricades had been taken down while the parade wasn't even past Franklin Street. President Stevens informed him the usual practice is for the road crew follow the parade and remove any barricades at the end ofthe event. There were no questions from the committee members; the Public Safety Committee meeting was adjourned.
