BOROUGH OF SLATINGTON COUNCIL MEETING MINUTES 6/12/17 The Regular Meeting Minutes of Council was held on Monday, June 12, 2017 at 7:00 P.M. in Council Chambers, 125 S. Walnut Street, Slatington, PA 18080. EXECUTIVE SESSION - shall take place at the end of the meeting. MINUTES OF PREVIOUS MEETINGS - Councilor Brogan made a motion, duly seconded by Councilor Wechsler, to accept the following minutes: Council Meeting, May 8, 2017; Workshop, May 23,2017. President Schnaars declared the motion passed following a Voice Vote, All in Favor. PUBLIC PARTICIPATION (Agenda and Non-Agenda items) You will have three minutes to address Council from the podium. The three minutes applies to your time at the podium. Ifyou exit the podium, you have yielded the floor, and any time you have remaining. Ed Ziegler - Signed in and was recognized to speak. He reported that the lights on Springside were out. There are 69 lights on the bridge that are metered - PPL to look at lights Dan Stevens - 560 Main Street - Signed in and was recognized to speak. Dwight Miller 256 So. Walnut Street - Signed in and was recognized to speak. Dwight expressed his concerns about the poor trash pickup. He said that there is a sink hole at Orkin and the Legion is in need of a crosswalk. Also, he has found vandalism on benches at the Trail Head. Robert Stettner - 44 So. Walnut Street - Signed in and was recognized to speak. Robert presented a check for $250.00 from the Vigilant for the police bike program. 1 REPORTS The reports of various committees, officials and officers are on file in Borough Hall and are available for public inspection. APPROVAL OF ACCOUNTS PAYABLE/TRANSFER Councilor Wechsler made a motion, duly seconded by Councilor Brogan to approve payment of the bills and transfers as presented by the Treasurer. President Schnaars declared the motion passed following a Voice Vote, All in Favor MAYORS/POLICE CHEF'S REMARKS Mayor Walter H. Niedermeyer Police Chief David Rachman Police Chief Rachman informed the Council that bike thefts have increased recently. He has suggested to make sure to lock bikes up. Police Chief Rachman reported the police have acquired 1 police bike and will be working with the walking patrol. STANDING COMMITTEES A. Highway Councilor Michael Brogan 1. Pre-Construction meeting for 2016 CDBG road work on Church St. will take place on 6/15/17 at 10AM at the site, informational only. 2. A motion was made by Councilor Brogan, duly seconded by Councilor Wechsler to authorize Manager Danko to proceed with the due diligence work to purchase a new dump truck and plow system for the Public Works Department. President Schnaars declared the motion passed following a Voice Vote, 6 Ayes, 1 nay Councilor Reed B. Public Safety Councilor Jon Rinker 1. A motion was made by Councilor Rinker, duly seconded by Councilor Wechsler, to authorize Manager Danko to execute the lease agreement for the purchase of the 2017 Ford Interceptor Sedan with Community First National Bank in the amount of $33,353.30. President Schnaars declared the motion passed following a Voice Vote, All in Favor. 2. Manager Danko and Fire ChiefNicholas to provide a verbal update in reference to the ladder truck accident. Per Manager Danko the fire truck is not totaled at this time. However, it will take 4-6 weeks for completion ofthe damage assessment. The truck damage cost must be between 70-80% of the value in order to total it. The insurance replacement value of the truck is between $800,000- $950,000. Fire Chief] Nicholas said the driver of the fire truck is doing well. Hesaid there would be aerial truck coverage from the Walnutport and Neff's S fire departments and Palmerton and Lehigh Township fire companies would also help if needed. The Slatington fire company is currently training with the Neff's fire company to make them familiar with their truck. Jason thanked the Borough and Borough Manager for their support. 2 3. Discuss the proposal idea for a lease agreementpurchase of a 2001 fire truck at the cost of $125,000 per Fire Chief Nicholas e-mail dated 6/5/17. Fire Chief Nicholas's proposal is to sell the current 2412 truck and have the monies from the sale go towards the used vehicle and items for the 2001 truck in question. This would be the only contribution from the Borough with no other out of pocket expenses. The Fire Company would purchase the truck with monies from their account not the Borough's account. The incorporation is willing to execute a dual, or single, title for the vehicle and is also willing and able to secure financing and make the yearly payments over an 8-year loan period. A motion was made by Councilor Rinker, duly seconded by Councilor Wechsler, accept the proposal to purchase the 2001 fire truck with a single title in the Borough's name. President Schnaars declared the motion passed following a Voice Vote, All in Favor C. Human/Community Services Councilor Jason Ruff 1. Main Street = Slatington Red White & Blue First Friday, July 7th, 4-8 PM., Informational only. 2. D&L along with a core group ofi individuals and Mike Kukitz will hold a public meeting at the Trail Head pavilion on June 17, from 1-4PM to garner support and input from the residents, informational only. The objective is to make Slatington a Trail Head Town. 3. A motion was made by Councilor Gildner, duly seconded by Councilor Ruff, to hold another free community yard sale September 15th, 16th > and 17th. Manager Danko will advertise and a robo call will be made. President Schnaars declared the motion passed following a Voice Vote, All in Favor D. Finance Councilor Joseph Wechsler 1. A motion was made by Councilor Wechsler, duly seconded by Councilor Rinker, to authorize Manager Danko to advertise Proposed Ordinance# 686 an ordinance ofthe Council ofthe Borough ofSlatington, Lehigh County, Pennsylvania, establishing an International Property. Maintenance Code Board of Appeals and. Appointing certain individuals to serve as board members to hear appeals and make decisions in regards to code official determinations. President Schnaars declared the motion passed following a Voice Vote, All in Favor To be placed on the July 10th, 2017 Council Meeting for adoption 2 Authorize Manager Danko to Approve Exemption requests from Statewide Tax Recovery Inc. for Delinquent Per Capita Tax for: A motion was made by Councilor Wechsler to exempt Shirley Verba in the amount of $5.50 from Statewide Tax Recovery Inc for delinquent Per Capita Tax, duly seconded by Councilor Rinker, to approve exemption requests. President Schnaars declared the motion passed following a Voice Vote, All in Favor A motion was made by Councilor Wechsler to exempt Susan Sigoda in the amount of $5.50 from Statewide Tax Recovery Inc for delinquent Per Capita Tax, duly seconded 3 by Councilor Rinker, to approve exemption requests. President Schnaars declared the motion passed following a Voice Vote, All in Favor A motion was made by Councilor Wechsler to exempt Shirley Clark in the amount of $11.00 from Statewide Tax Recovery Inc for delinquent Per Capita Tax, duly seconded by Councilor Rinker, to approve exemption requests. A motion was made by Councilor Wechsler, duly seconded by Councilor Rinker, to accept Karen Gill's resignation per resignation letter dated 6/5/17. A motion was made by Councilor Wechsler, duly seconded by Councilor Rinker, to authorize Manager Danko to hire Joan Cheesbrough as a Temporary Part Time Office Secretay/Bokkeeper at $20.00 hour-no benefits. President Schnaars declared the motion passed following a Voice Vote, All in Favor 5. A motion was made by Councilor Wechsler, duly seconded by Councilor Rinker, to authorize Manager Danko to advertise and interview for Full Time Office Secretary/Book keeper position and to bring back a candidate to council to hire. President Schnaars declared the motion passed following a Voice Vote, All in Favor 6. Zoning and Code Enforcement Officer's activity report was provided to Council, informational only. E. Sewer/Solid Waste Councilor Mel Gildner 1. Authority Bills - none at this time 2. Electronics Recycling day will take place at the Slatington Borough Garage on June 17h, 2017 from 9AM to 12PM. F. Water/Special Sewer Committee Councilor Bryon Reed 1. Water Test Statement - Water was tested and found safe for human consumption. 2. Consumer Confidence Report (CCR) for the year 2016 was provided to Council for review. This information shall be placed on the Borough Website and a robo call shall take place informing the residents that it is available for review on the Borough Website. Informational only. 3. Arrow is in the process of acquiring quotations in reference to cleaning and televising the selected portion of the sewer collection system per identified map provided at the previous meeting, informational only. 4. A motion was made by Councilor Reed, duly seconded by Councilor Brogan, to authorize Manager Danko to work with Arrow Engineers in reference to the MS-4 4 requirements and permit renewal due by September 16,2017. President Schnaars declared the motion passed following a Voice Vote, All in Favor MAIN STREET MERCHANTS GROUP: 1. First Friday information was provided to Council and Alice Wanamaker will be present to provide a report in reference to the Main Street Merchants Group. 11. UNFINISHED BUSINESS: 1. A motion was made by Councilor Wechsler, duly seconded by Councilor Gildner to adopt Ordinance 685 an ordinance amending Chapter 195, Zoning, Section 195- 64, zoning officer, ofthe code ofthe Borough ofSlatington to eliminate the residency requirement or the zoning officer at subsection 195-64.
