BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Huma/Community Services Committee Workshop Meetings were held on January 15, 2024, in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Schnaars at 6:42 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS David Schnaars Daniel Stevens Robert Reph Ryan Mayberry Kevin Borman Ronald Kratz Krystall Borman Zachari Halkias Ronald Hausman PUBLIC COMMENT: None A. FINANCEPLANNINGIZONING Ryan Mayberry- Chairman; Members: Ronald Kratz, Zachari Halkias 1. Committee Member discussion on listed topics: a. The committee discussed the resignation of Rebecca Edwards from the Zoning Hearing Board. President Schnaars would like this plaçed on the next regular council agenda. b. The committee discussed moving Bryon Reed from alternate to regular member of the Zoning Hearing Board. Councilor Kratz questioned having one of the biggest landlords on the board. He asked if that would that be a positive or negative? The committee would like to advertise an opening for a new regular member. President Schnaars would like to place this on the next regular council agenda to advertise for a regular member. C. Invitation to comment concerning RESCOM. RESCOM is requesting comments on updating their equipment. RESCOM is only asking for comments on sites or structures of historical significance. The committee agreed that there would be no comment. d. Invitation to comment from CDR Maguire Engineering concerning So. Walnut Street bridge over Trout Creek communication cable crossing. The committee is concerned on how they will be moving the conduits. The committee agreed to have Manager Stevens question them on the specifics of the dimensions of this project. e. The committee discussed setting goals for potential financial director. Councilor Kratz believes the suggestion would be to decide if a financial director is useful and required, and move it to Council for a discussion and a vote. Manager Stevens stated that he his implemented a plan to get the work caught up. One day every week will be spent working on catching up on the journal entries and reconciliations. Manager Stevens stated that the budget does not contain funding for a financial director. The committee agreed to place this on the next regular Council agenda. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLIC SAFETY Ronald Kratz - Chairman; Members: Ryan Mayberry, Zachari Halkias 1 1. Committee Member discussion on listed topics: a. Lehigh County 911 - Radio Project Intent to award. This is for the all-county telecommunication project. Ronald Hausman added that they are looking at the possibility of a grant to help pay for it. b. Update on county grant for air pack cylinders. Manager Stevens that he is still waiting for all the CDBG's paperwork from the county. C, The committee discussed the fire company requests for use of COVID19 LFRF to make payment on truck or for building repairs. Fire Chief Reph stated that the main thing is the initial $17,000.00 payment for the truck. d. The committee had a discussion concerning COVID19 ARPA Capital Projects Fund Multi- Purpose Community Facility Projects grant. Manager Stevens stated that it is funding from $250,000.00 to $2,000,000.00. Time frame to submit the grant is until April, with no matching funds required. The committee discussed possibly renovating the fire department, Vigilant or borough hall. The committee agreed to place this on the next regular Council agenda. President Schnaars stated there will be an executive session immediately following this meeting where items of personnel will be discussed. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Zachari Halkias Chairman; Members: Ryan Mayberry, Ronald Kratz 1. Committee Member discussion on listed topics: a. The committee discussed approval of Community Yard Sales for Friday, May 17th, Saturday, May 18th, Sunday, May 19th, and Friday, September 13th, Saturday, September 14, and Sunday, September 15th. The committee would like this placed on the next regular Council agenda. b. The committee discussed the request from Northern Lehigh Events Committee concerning Halloween Parade on Saturday, October 26, 2024, with a rain date of Sunday, October 27th, starting at 6:00 PM with the necessary roads being closed at 5:00 PM. The committee agreed to place this on the next regular Council agenda. There were no questions from the committee members; the Human/Community Services Committee meeting was adjourned. D. INFORMATIONAL ITEMS: None E. COURTESY TO THE FLOOR: Councilor Kratz made a motion, duly seconded by Councilor Mayberry, to adjourn.
