BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on September 26, 2022, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Bartholomew at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Thomas Bartholomew Joseph Wechsler Mayor Schoch Steve Walden, Michael Biros Bryon Reed Justin Gross Rebecca Lienhard, Reta Grim Jeffrey Hausman Daniel Stevens Bill Grim, Sandra Dougherty Keith D., Aaron Schoch Ron Hausman, Andreas Hassold David ? PUBLIC COMMENT: Andreas Hassold - 1067 Pine Tree Drive. Signed in and was recognized to speak. Andreas thanked the council for their approval for the block party. Andreas spoke about the last meeting in regards to the options for fixing the roads, and whether this is just a paving or stormwater management of the Maple Springs Areas. There had been a couple of options discussed last time about funding this through bonds and grant money that may or may not be out there. Andreas asked what is the process in order to get a vote around bonds as being a means of funding. What is the financial impact on the community and would this result in a tax increase only for certain residences or the entire community. President Bartholomew informed Andreas that a vote for a bond would require a quorum of the council. The second issue he is unable to answer due to the total cost including storm drains and water lines could be as high as $10,000,000.00. Andreas asked actions can be taken to investigate that and then come up with a plan that could be voted on. President Bartholomew stated that it would be up to the committee to put a cost study on the October council agenda. Councilor Reed gave history on what roads have been done over the years and how they were paid for. Councilor Reed has suggested that possible the highway crew would be able to do work on some roads to help the costs for the contractors. Councilor Reed stated that he is applying for a grant for Shadow Oaks. The committee discussed possible options to pay for road repairs. The committee agreed that the divots must be repaired first. Andreas suggested to make a priority list of projects to be worked on first, then possibly do the study. Steven Walden 2230 High Point Lane. Was recognized to speak. Steven is requesting to have on the October regular council agenda having a study done as to what it is going to cost to do the stormwater correctly and the roads. Councilor Reed informed Steven that liquid fuels money is used towards road repairs. President Bartholomew requested a voice vote to have this placed on the October regular council agenda. AYES Councilor Reed President Bartholomew Councilor Hausman A. HIGHWAY Jeffrey Hausman - Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: 1 a. Justin Gross stated he needs last year's financials, a resolution, and letters of support for the completion of the Multimodal Stormwater grant. Councilor Hausman requested this be placed on the next regular council agenda with a resolution in place. b. The committee reviewed a letter from Lehigh County supporting an award of $95,718.50 for reconstruction of East South Street from Main Street to 2nd St. C. The committee reviewed a letter from Lehigh County supporting an award of $96,867.92 for reconstruction of East South Street from 2nd Street to Fairview Ave. A resident spoke about the poor condition of Chestnut Alley and would like to know ifit can be repaired. The committee discussed options. Manager Stevens informed the resident that CDBG's can not be used on alleys. d. The committee continued their discussion on roads. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler Chairman; Members: Bryon Reed, Jeffrey Hausman 1. Committee Member Discussion: a. Mr. Biros spoke concerning the contract from Biros Septic Drain Cleaning Inc. Mr. Biros stated that fuel has increased and has had an effect on their business. Mr. Biros is asking the committee to get additional fuel and labor and overhead costs. Mr. Biros provided a copy of what it is costing them today, compared to when they bid on the job. At the time of the bid diesel was approximately $3.00/gal and he is now paying $5.07- $5.15/gal. Mr. Biros asked if it would be possible to do less loads per week. Manager Stevens informed Mr. Biros that since he had been awarded the bid, changinglaltering his bid could create an issue with the other bidders. President Bartholomew stated this would have to be discussed in executive session at the next regular council meeting. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATER/SPECIAL SEWER COMMITTEE Bryon Reed - Chairman; Members: Jeffrey Hausman, Joseph Wechsler 1. Committee Member Discussion: a. The committee reviewed the AutoCon control panel upgrade scope of work. President Bartholomew would like this placed on the next regular council agenda to approve having Lehigh Engineering prepare the bid documents. b. Local share account (LSA) Northampton and Lehigh Counties. Councilor Reed does not have any further information at this time. Being no further questions from the committee members, and sO the Water/Special Sewer Committee Meeting was adjourned. D. INFORMATINAL ITEMS: 2 Manager Stevens informed the committee that the 2010 Crown Victoria and the zero-turn mower were sold on Municibid. The Crown Victoria was picked up, and the mower is being picked up on Tuesday. E. COURTESY TO THE FLOOR: None Councilor Reed made a motion, duly seconded by Councilor Hausman, to adjourn.
