BOROUGH OF SLATINGION The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on July 22, 2019 in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Daniel Stevens Joe Wechsler Jason Ruff Ed Zeigler David Schnaars Thomas Bartholomew PUBLIC COMMENT: None A. FINANCE/PLANNINGIZONING Thomas Bartholomew - Chairman; Members: David Schnaars, Jason Ruff 1. Committee Member Discussion: a. The committee reviewed Reta Stein's resignation on 12/31/19. This is an elected position. However, since the resignation is after the election, the borough will have to temporarily appoint someone. Reta's daughter is the deputy tax collector. The committee agreed to contact her daughter to see if she would be interested in the position. We need to check if she is a resident. To be placed on the next council agenda for a motion to approve, with regrets, effective 12/31/19. b. The committee reviewed the ordinance to resolve blighted conditions and deny permits to property owner. President Stevens checked with the borough solicitor, and once an ordinance is advertised, only insignificant changes can be made to it. The committee agreed to place this on the next council meeting to make a motion to possibly advertise. C. The committee reviewed a newspaper article concerning the Tamaqua fireworks ordinance and its success - informational only. Councilor Bartholomew stated that firework ordinances are having a good effect in other communities. Councilor Ruff would like to change the time from 9:00 pm to 10:00 pm. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLIC SAFETY David Schnaars-Chairman; Members: Thomas Bartholomew, Jason Ruff 1. Committee Member Discussion a. Councilor Schnaars provided the committee with a sample of a resolution for grant gaming funds. He did state that the figures in the resolution are the ones the borough must use. This resolution is to help purchase a new pumper/rescue vehicle for 5640,000.00. The grant would be for $200,000.00. This will be placed on the next council agenda for approval. b. The committee reviewed a floor quote from Slatington Floor Center, Inc. to furnish and install flooring in the police department for $5,650.00. A previous quote was for $4,919.00 from Enterprise Flooring. This work will be placed on the budget for next year. Councilor Bartholomew suggested the borough obtain a quote from Brian's 's for carpet cleaning for the floor. Councilor Ruff stated the he did obtain a quote from Brian's to replace all of the carpeting at the borough hall hallway for approximately $6,000.00. He thought, with the council's approval, that this might be placed on the budget for next year. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: David Schnaars, Thomas Bartholomew 1. Committee Member Discussion a. The committee discussed a letter dated 5/31/19 from the Slatington History Preservation Committee requesting support from the borough council to explore the possibility of turning the former Springside Fire Company into a museum. It was suggested a feasibility study be completed with Duane Dellecker. Councilor Schnaars, and the committee, agreed that this project would not be a realistic possibility. Councilor Ruff will speak with Duane Dellecker and Robert Stettner. b. The committee reviewed the application for use of facilities at Memorial Park from Assumption BVM Catholic Church for Saturday, October 12th, 2019, from noon to 1:30 PM, for Rosary/Prayer Service to honor Our Lady of Fatima. This will be placed on the next council agenda for approval. C. The committee discussed the Veteran's Memorial Park shrubs to have the maintenance crew to remove them. Everyone has agreed to have the shrubs removed and replaced with flowers. Ed Ziegler had suggested to have people to take care of the flower beds that must do community service. This will be tabled until the committee can come up with a plan of action, possibly a grant that would help with the cost. d. Councilor Ruff discussed the Keystone Communities Grant Program. The application deadline is August 31, 2019; planning grant is up to $25,000.00; implementation of façade up to $50,000.00. Councilor Ruff thought this grant could be applied to getting the parking lot paved up at Victory Park. Councilor Schnaars informed him that the borough must be careful due to the MS4 since the parking lot would not be permeable. There are other paving options that would be usable. Councilor Ruff would like to have this placed on the council agenda to make a motion to have Lehigh Engineering research if this project IS feasible. The committee agreed. Councilor Ruff will contact Lehigh Engineering and possibly Duane Dellecker. e. Councilor Ruff discussed Victory Park landscaping. He informed the committee that there is a swale on the left-hand side of Rt. 873 that is filled with poison, brush, etc. Councilor Ruff stated he knows someone at a wholesale flower business that is willing to donate about 75 ferns. Councilor Wechsler said that the Penn State 2 Extension would be willing to recommend plants for low maintenance for free. Councilor Ruff will contact Penn State. Councilor Ruff discussed the Northern Lehigh Multi-Municipal Comprehensive Plan concerning the location ofthe sewer and water lines. He informed the committee that he e-mailed them and they stated there is no concern about that. They don't need any information that is not public. Councilor Ruffwill obtain this information. There were no questions from the committee members; the Fuman/Community Services meeting was adjourned. PUBLIC COMMENT: Ed Ziegler - He informed the committee of the welcome sign coming into Slatington at Victory Park is partially blocked by plant growth and should be trimmed back. He said the steps going up to Victory Park don't meet the standards for handicapped. It needs a center railing that had been hit by a motorcycle. Councilor Schnaars stated the railing should be replaced. INFORMATIONAL ITEMS: None Councilor Schnaars made a motion, duly seconded by, Councilor Bartholomew, to adjourn.
