BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on July 20, 2020, in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Reed at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Bryon Reed Daniel Stevens Andreas Hassold Jason Ruff Jeffrey Hausman Thomas Bartholomew Crystal Hausman Kevin Steckel David Morgan Robert Stettner PUBLIC COMMENT: Andreas Hassold = 1067 Pine Tree Drive. Signed in and was recognized to speak. He informed the committee that a house is being constructed on 1040 Arbor Lane. There is a second lot adjacent to that is apparently planned to be built on. This lot boarders Mr. Hassold's property. Mr. Hassold stated that over the years there has been a significant issue with stagnant water. The most recent event was in April when there was a 15-foot- wide stream between his property and David Morgan's. With the building activity that is ongoing it has pushed the water towards his property. Mr. Hassold inquired as to what the requirements are for drainage. Tony Lopsonzski has gone to check out the issue, but this may not be in his line of expertise. Manager Stevens will contact Duane Dellecker, our BCO and Zoning Officer, to get in touch with Mr. Hassold. Robert Stettner - 44 So. Walnut Street. Signed in and was recognized to speak. He is there on behalf of the Walnut Street Playground Association. Approximately a year ago, he had sent a letter to Council about the cracks in the playground. At that time, he had received 2 quotes to repair the cracks. He is addressing the committee to see if something can be done this year. He stated the surface is 31-years-old and getting to the end of its life span. He would like to get the cracks repaired and get a couple of more years from it, since it will be quite expensive to replace it. Hopefully, this could be done by a grant. The cheapest quote Robert had received was about $1,180.00 to have all the cracks cleaned out and filled. Walnutport had offered to do it for free, but the Borough would pay for all the supplies. Manager Stevens will contact Walnutport to see if they would still be willing to do this. Councilor Ruff asked Robert if the playground is only half courts. Robert stated it is a full court. Councilor Ruff suggested having the lines repainted after the crack repairs are done. Robert informed him that the Highway Crew normally paints the lines every other year. A. FINANCE/PLANNINGIZONING Thomas Bartholomew- Chairman; Members: Kevin Steckel, Jason Ruff 1. Committee Member discussion on listed topics: 1 1 a. Councilor Bartholomew discussed Ordinance 701; Amending Section 141-7 of Chapter 141, Article II (relating to residential rental, rooming and commercial units). Review instructions for obtaining certificate of occupancy after paying for your inspection (landlords). He stated that what the ordinance revisions are doing is putting a 90-day time line on landlord/tenant inspections from the moment they are taken out to be stamped. The purpose of this is to have more efficiency in getting the inspections done. Councilor Bartholomew is requesting that we place this on the next regular council agenda for a motion to have this ordinance advertised. The committee agreed. He provided to the committee a general instruction sheet for the landlords. Ifthe 90-days expires, the landlord would have to pay for another inspection. Councilor Bartholomew stressed that the landlord should schedule an inspection at least 2 weeks after receiving their permit. This new ordinance would not be retro-active. Councilor Bartholomew informed the committee that Tony is having trouble with his printer. He is requesting to purchase a new color printer/scanner. Manager Stevens will talk with Tony to find out what specific printer/scanner he would like. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLIC SAFETY Kevin Steckel-Chairman; Members: Thomas Bartholomew, Jason Ruff 1. Committee Member discussion on listed topics: a. Councilor Steckel discussed the side doors and floor at the fire company building. He said that when they did the safety inspection Fire Chief Nicholas had mentioned the doors and floor. The flooring has become a safety hazard where the seams meet. Jeff Hausman stated that Chief Nicholas would like to replace all the linoleum flooring. Two doors are rusted through at the bottom. Councilor Ruff suggested budgeting it for next year. b. Councilor Steckel discussed possible changes to borough burning Ordinance 641. Councilor Ruff stated feels that the ordinance does not need to be changed, just enforced. The problem with burning is, when homes are close together and one neighbor is burning, the smoke will come through air conditioners or windows of the other neighbors. All approved fire pits or commercial units must be 20 feet from any structure. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: Kevin Steckel, Thomas Bartholomew 1. Committee Member Discussion 2 a. Councilor Ruff discussed employee handbook and standardized code of conduct. Councilor Ruff will review the handbook and requested this be tabled till the next committee meeting. PUBLIC COMMENT: NONE President Reed acknowledge Mr. David Morgan at this time. He informed him that our building code official will be getting in touch with Mr. Hassold, his neighbor, concerning the water issue. Mr. Morgan provided a video of the problem. Councilor Ruff asked if Lehigh Engineering could look at the problem. President Reed stated that the Lehigh County Conservation District would be another option. Manager Stevens will keep the committee informed on this issue. INFORMATIONAL ITEMS: NONE Councilor Ruff made a motion, duly seconded by, Councilor Bartholomew, to adjourn.
