BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on March 19th, 2018, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Larry Turoscy Ed Ziegler Bryon Reed Deborah Chong Joseph Wechsler Fred Rentschler John Kleintop PUBLIC COMMENT: Deborah Chong - Signed in and was recognized to speak. Deborah is trying to obtain a permit to make a parking pad, approximately 24 by 24 feet. Larry Turoscy informed her that ifyou do a parking lot wider than 16 feet, a special permit is required. There is concern about runoffi from the parking lot and running down into a borough street. The committee will have Duane Dellecker review the layout and inform the committee as to his findings. Fred Rentschler - Signed in and was recognized to speak. Fred is requesting the council to endorse what Larry Turoscy is recommending to not only replace the bridge, but to align the existing foot print to allow North Walnut Street and South Walnut to meet properly at Main Street. The borough has endorsed this. Also, he asked if PennDOT is offering possible detours during the repair of the Route 873 latington-Walnutport Bridge. PennDOT is planning to do this in three months. Fred has obtained approval to pave the new lot and put a substitute on for grass. The substitute would be porous paving, which helps with drainage. The council gave him a year extension to October 2018 to pave. He is requesting the council to support the porous paving. Larry Turoscy will get in touch with LVPC to see if they approve this paving. Larry Turoscy will send a letter to LVPC stating that ifhe doesn't hear from you by a specific day, Friday, 23, 2018, then we can assume you approved the process to use porous asphalt. Larry will keep the committee informed. A. SEWER/SOLID WASTE Joseph Wechsler - Chairman; Members: Bryon Reed 1. Committee Member Discussion: Councilor Wechsler stated that we have met permit again and everything is running smoothly. The procedure that Bryon set up for the money seems to be working. Councilor Reed stated that there had been any violations. Councilor Wechsler said that Duane takes excellent care of removing the grease. Councilor Reed wanted to know if the young lady from Fulford Associates, Inc. was still working part time at the plant. Councilor Wechsler informed him that she was only there when Richard got hurt, but Fulford continues to help with paperwork and presentations. Being no further questions from the committee members, the Sewer/Solid Waste Committee Meeting was adjourned. 1 B. WATERISPECIAL: SEWER Bryon Reed - Chairman; Members: Joseph Wechsler 1. Committee Member Discussion: a. Discussed CCR Report - Larry Turoscy stated that the 2017 CCR report must be completed by the end ofthe month. He met with Steve Martinez last week and is getting all the results from the lab. The report must also go to the Lehigh County Authority by the end of April for their review. It will also be posted on the borough's website and bank. DRBC sent a list for rating municipalities' water system. The DRBC has a program that contains most of the same information that Steve has. Larry said that when you enter the information in the program it will produce a rate number. DRBC's approval number is 72. Steve Martinez feels the borough's rating will be much higher that 72. Larry will keep the committee informed as to the results in April. b, Discussed the water service repair letter time span to repair leak. Shannon Callouri from CodeMaster had composed a letter for people who had a leak to have it repaired. In her letter it states that it must be done within 30 days. Bryon Reed would like to put "30 days" and also "have John go out and inspect while it is being done, before it is closed up". Also, the borough's reserves the right to grant a time extension based on unforeseen weather conditions. This letter is to hold the people accountable. The committee agreed to re-do the letter. Being no further questions from the committee members, the Water/Special Sewer Committee Meeting was adjourned. C. HIGHWAY Bryon Reed - Temporary Chairman; Members: Joseph Wechsler 1. Committee Member Discussion: a. General instructions for street cuts. Larry Turoscy said the degradation fees were enormous, but he has cut them down to a price that PPL or UGI would accept that cost. The committee will check to see ofthe fees can be changed by resolution or ordinance. Larry has put together a package, with the regulations, instructions, specifications, and the cost for any degradation. b. Rentschler parking lot - this was discussed during public comment with Fred Rentschler. C. Discuss multimodal transportation grants. Larry Turoscy said that the Main & Church street traffic signal needs a new borough resolution. This resolution will be placed on the regular council agenda in April. Larry is waiting for a full set of plans that they would like to use letting documents and the bid package, send it down to the district, and once they send back that everything is okay, Larry will be ready to go out for a letting. Larry is hoping the letting date will be, approximately, April 30th, because that is 6 months requirement of waiting for the signal equipment to get to the job. Larry will keep the committee up to date. 2 For the Main and Walnut Streets traffic signals update, Larry wants to submit an application for multimodal for the same type of project of$500,000, approximate cost for doing the intersection and the first 100 plus feet, when it gets relocated with the bridge. Larry will attend an April 4th transportation improvement program (LVPC) and request that the county and PennDOT utilize the 12-year program funding for the bridge improvements, in lieu of, or even in conjunction with the modal. Larry will make a presentation at the meeting, but he would also like a councilor to attend to support the presentation. The multimodal must be completed by the end of the month. On the 2018 CDBG project, which is the one on Fourth Street, that has to be designed, bid, and constructed by September, 2018. The projects that are picked in 2018 for 2019, there are 3 candidate projects that must be put in. Larry spoke with the county and they said we must have our projects in to them by April 13th. Larry was informed by the county, that there may not be any money for anybody for this whole year. The candidate projects are: Fourth Street, Church Street, and Washington Street. A resolution must be completed for the CDBG projects. South Street water line project - paving will begin as weather permits to finish this project. Larry brought up how bad the vertical alignment is on Maple Spring Drive. He said there is about a 6"-8" hole in it where cars can bottom out. Larry went to look at it and pulled out the plans from 1927. When these pipes were placed, there was not a building at this section oft the road. When it rains, this section oft the floods badly because the water can not drain correctly. Larry questioned why there was a swell there. Certain parts oft the road are township and borough property. There is a discrepancy as to who is responsible for this section - PennDOT, township, or borough. Dan Stevens will contact Rep. Mako's office to see if PennDOT will repair this. d. 2018 outline work projects for road crew. Councilor Reed would like to get the road crew back to fixing the roads, instead of grass cutting and weeding, He is suggesting that the grass cutting could be outsourced or hire summer help. Bryon would like to set up an itinerary for the road. jobs. President Stevens read a letter from local resident. He is concerned about an increase in shaking and vibrating oft their homes and buildings on Main Street between Washington and Franklin Street. At first, he thought it was due to the heavy trucks speeding. One of the residents has postulated the theory that the storm drains and sewage pipes are not properly secured. He is requesting the borough to investigate the improperly secured storm and sewage drainage and if the police could slow down traffic. Councilor Reed will contact the resident to discuss further. e. The committee discussed that a resolution is needed for the ARLE grant. There were no further questions from the committee members, and sO the Highway Committee Meeting was adjourned.
