BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on July 15, 2019, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Larry Turoscy Bryon Reed Joseph Wechsler Ronald Kratz PUBLIC COMMENT: None A. HIGHWAY Bryon Reed - Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. The committee discussed the UGI Regulator Station Right of Way. b. The committee discussed the complaint concerning a stop sign to be placed at Center and Slate Alley. Councilor Reed will check to see if a stop sign had previously been on the ordinance list. C. The 4Th Street CDBG - grant amount $80,445.00 was discussed. Larry Turoscy had received a quote from Barcalente Construction that was extremely high. Bracalani was told to look at the worst places for curb and sidewalks that can be done for approximately $31,000.00. Larry Turoscy will ask Barcalente Construction what the cost would be just for curbs. It was suggested by Councilor Reed to look at the Moose Parking lot. Larry Turoscy stated that since there is no curb there and no drainage, water soaks in and during the winter it freezes and breaks up the blacktop. d. Councilor Reed informed the committee that John Bolton has put up all the street signs that was ordered. More street signs will be ordered. e. Councilor Reed had found a map for Dorothy Youse concerning So. Walnut Street (Redline) SSM curb and sidewalk survey that was done in 1994. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler - Chairman; Members: Bryon Reed, Ronald Kratz 1. Committee Member Discussion: 1 a. Councilor Wechsler gave the committee an update on the digester project. He said the digester's power is due to be switched over Thursday, unless something changes. Hayden Electric is running the ground line over to the new main power supplies. PSI was in last week and did a lot of the piping for the blowers. b. Councilor Wechsler informed the committee that the last rain we had, the water came up SO fast, that the wet well was flooding. This triggered an alarm and the controls for the pump station were off. Duane Szczesny got the pumps up and running. Duane had a company look at the controls. He had been informed that the controls wouldn't' have to be completely changed. They will only change the peripherals, and then change other things incrementally. A pump meter had gotten hit by lighting, but should be covered by insurance. C. Councilor Reed will call to set up a meeting with Walnutport concerning the VFD's. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Ronald Kratz - Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. Councilor Kratz informed the committee that the PA Small Water grants for Shadow Oaks bids have come in. Larry Turoscy said the lowest bid for the water lines was $325,000. The grant was for $250,000, we need another $75,000 to get to the $325,000. The blacktopping would be a separate cost. Larry Turoscy suggested we apply for a grant to do the resurfacing and storm sewer. This will be put on the agenda for a motion to accept and award the bids. b. Councilor Kratz said the water plant has approximately $400,000 of equipment exposed. The proposal coverage would be for only 1 year protecting older equipment for surge protection. As the equipment broke down, this warranty would extend over the new equipment. The committee discussed the phases. Councilor Wechsler suggested to have BEI Electric, Richard Defrain, attend the next committee meeting to explain their proposal. Larry Turoscy did call PennDOT to find out if anything is going on at Walnut and Main. He was informed they are finalizing things. He was informed that PennDOT and the county were going to go out and ask for another $100,000 for doing additional work that was required on the intersection. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned.
