BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Fuman/Community Services Committee Workshop Meetings were held on May 20, 2024, in Council Room, 125 South Walnut Street, Slatington, PA 18080. FINANCE/PLANNINGIZONING Ryan Mayberry- Chairman; Members: Ronald Kratz, Zachari Halkias 1. Committee Member discussion on listed topics: a. The committee discussed a possible bamboo ordinance. President Schnaars had received a complaint concerning bamboo. Councilor Mayberry provided copies of information on running bamboo and ordinances from other municipalities. President Schnaars stated that bamboo is an invasive plant in that it propagates itselfby a running rhizome underneath the surface of the ground and can cover quite a distance. Once in the ground it is very difficult to remove. Bamboo can spread up to 15 feet per year. To take care of this, President Schnaars stated that the root barrier should be at least 36"in height and approximately 30" below ground. President Schnaars would like this placed on the next regular Council agenda to authorize Attorney Young to research ordinances banning or controlling bamboo and other noxious plants. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLIC SAFETY Ronald Kratz - Chairman; Members: Ryan Mayberry, Zachari Halkias 1. Committee Member discussion on listed topics a. Discussion concerning proposal for fire alarm system for fire company. Fire Chief Reph stated that the current system they have is obsolete and needs to be upgraded. The proposal will comply with the NFPA72. It would include a new control panel with a cellular dialer with antenna, SO no phone line will be necessary. Currently they have no CO detectors. The quote includes 13 smoke detectors for the office areas, restrooms, and 9 heat detectors in the engine bay. The estimated cost is $16,446.00 for this, including labor and installation. Manager Stevens stated that it will be necessary to have 3 quotes. Chief Reph suggested obtaining combined quotes to upgrade the Borough Hall fire emergency system. However, Manager Stevens stated that if the quotes are over $23,200.00, then they must go out to bid. 1 b. Discuss improvements for police station in light of presentation at the last Council meeting. Chief Winokur stated that he and Manager Stevens did a walk-through of the basement. Lights have been purchased for the cells; they just need to be installed. The painting needs to be revisited due to how much area would have to be done. Chief Winokur has suggested using the conference room where the NLRA, sewer authority, etc., have storage. President Schnaars said that the insurance company wanted the water heater room cleaned out. The water heater room cannot be utilized for storage. The chief suggested putting in 2 secure doors: one in the hallway and shutting that hallway off and the staircase. President Schnaars suggested obtaining a designer to create a layout plan. Councilor Kratz would like this placed on the next regular council agenda to approve obtaining a designer. C. Discussion concerning entorcement for fire alarm. Chief Reph informed the committee that the fire house has some doors that have some exposed openings in them. Chief Reph has inquired about an estimate, but has not received one yet. Chief Reph asked if there is an ordinance pertaining to enforcement for fire alarms. President Schnaars stated we do, it is 674. However, Manager Stevens stated that that the inspection ordinance has exceptions for certain properties, and the Borough does not have jurisdiction over them. Chief said that when a new fire alarm system is installed the Borough's fire marshal should be present for the inspection. Once they determine that everything is working correctly, they should be getting a copy of the report. Every year when they get inspected, he thinks they should get a copy of the report showing passing or failing. Councilor Kratz would like this placed on the next regular Council agenda to review the fire code. Fire Chief Reph ask the committee if he would be able to get prices to fix the emergency siren at the building. This system is for the public. The committee agreed to allow this There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Zachari Halkias - Chairman; Members: Ryan Mayberry, Ronald Kratz 1. Committee Member discussion on listed topics: a. Information from Washington Township concerning Hometown Heros Banner project. Mayor Schoch stated that Washington Township is onboard with the banner project. Mayor Schoch is waiting to hear from Walnutport and Lehigh Township. Manager Stevens informed the committee that he received a request for the rental ofthe Victory Park requesting bringing in a couple of food trucks.
