BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on February 18, 2019, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Dave Lear Ed Ziegler Bryon Reed Joseph Wechsler Ronald Kratz PUBLIC COMMENT: Ed Ziegler - Signed in and was recognized to speak. Ed informed the committee of a big pile of snow and ice near the post office. Councilor Reed will remove the snow. He stated that there is garbage left out next door to Sal's Pizza for two weeks. President Stevens said he would talk to Tony concerning this violation. A. HIGHWAY Bryon Reed - Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. Councilor Reed provided an old list of CDBG projects to apply for 2019. Councilor Reed's goal is to get the west side completed. He stated that all of Washington was done; the first year was started from Second to First on Church and completed; then went to the west side on Franklin between Fourth and Fifth; then went down Fourth Street to Church Street for this year. The committee agreed that Washington Street (Fourth to Fifth Streets) has the highest traffic because oft the school and the church. Councilor Reed said the road is bad due to the sewer laterals and feels these could be fixed in house. Councilor Reed mentioned other roads that are bad. He said the gutters and high curbing are a problem on East Franklin. Councilor Reed said the project must be a low/moderate income area and high pedestrian/auto traffic. Dave informed the committee that when a road is done, the biggest part of the costs are the corners because they have to be ADA ramps. Dave Lear said he could put in for a Lehigh Valley study for more economic development which includes parking facilities, traffic improvements, etc. The committee agreed to do more research to determine which area should be considered for the CDBG and will notify Dave Lear. b. Dave Lear informed the committee the borough has received the extension for the grant for the Main and Church traffic light. He said a meeting with Penn DOT is needed to make sure the application is meeting their standards and to re-bid it. On the previous bid there was some 1 confusion on the application as far as the sidewalk areas, curb and handrail. This resulted in a large mistake by bidders' of about $100,000. Dave will get in touch with Chuck and will report back with the committee to set up a meeting. C. Dave Lear discussed the multimodal project at the Main and Walnut Street intersection. He will be setting up a meeting and will keep the committee informed. Councilor Reed is pushing for economic development. He spoke specifically concerning Orkin and how making a turn at the intersection with a long trailer, is very difficult. There were no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler - Chairman; Members: Bryon Reed, Ronald Kratz 1. Committee Member Discussion: a. Councilor Wechsler informed the committee they have received the pipe caps for the digester project. The electrical company has been in a couple of times to start some preliminary work. A load of scrap has been removed. The money received for the scrap would be put back into the sewer plant. Councilor Wechsler is looking into places to advertise the pump that is being sold. Councilor Reed, Councilor Wechsler, Duane Szczesny, Kenny Fulford, and Ed Healy will be going down to Philadelphia to meet with DEP and EPA and provide them with a presentation on the borough current I&I and smoke testing. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Ronald Kratz Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. Councilor Reed gave an update on the PA Small Water grant on Shadow Oaks. He had spoken with Marge Ryan, the person who is administrating the grant for the borough. Bryon had asked Marge, when the borough can put this out for bid. We will get $250,000, and our 15% on top of it ($37,500). If the borough wants to go from Oakhurst all the way to Maple Spring, but the numbers come back high, can we continue on to get up to Maple Spring to finish off that stretch. Her answer was yes, but we only get paid the money that we are going to have. But we can put it all in the same bid package. The other part of the project is, we need to put in some storm sewers. Councilor Wechsler suggested that we put some money in a bond for some projects. Dave Lear will check on the cost of advertising for the bid. 2 Being no further questions from the committee members, the Water/Special Sewer Committee Meeting was adjourned.
