BOROUGH OF SLATINGION The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on March 16, 2020, in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Reed at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Bryon Reed Daniel Stevens Joseph Wechsler Jason Ruff Ed Ziegler Thomas Bartholomew Kevin Steckel PUBLIC COMMENT: NONE A. FINANCE/PLANNINGIZONING Thomas Bartholomew- Chairman; Members: Kevin Steckel, Jason Ruff 1. Committee Member discussion on listed topics: a. RCN Telecom Services LLC Notice of Intention to Renew Franchise. Manager Stevens informed the committee he has sent a message to RCN, but has not heard from them. The Borough has until about 2023 to renew the agreement. b. Consider request from The Times News to place a newspaper vending rack outside the Vigilant Fire Company. The committee agreed to place this on the next regular council agenda for approval. C. Councilor Bartholomew suggested a proposal for a 90-day expiration date for landlord/tenant inspection permits from the date it is taken out. He stated that since this inspection permit is open ended, there is no incentive for the landlord to complete the inspection. Councilor Bartholomew has requested having the solicitor review the ordinance to include the 90-day expiration date. The committee has agreed to place this on the next regular council meeting agenda. d. Manager Stevens informed the committee about the second-floor office rental. He had spoken with Charlie Breidinger who suggested placing a sign at the front office Office for Rent. The committee agreed to allow a sign to be placed at the front oft the Borough office. Manager Stevens informed the committee that Gwyneth Jones has completed her test for the tax collector position. There is a fee of $250.00 for this test and Manager Stevens has contacted the school district to see ift they would pay for half of it, because she is the tax collector for both. The committee agreed to reimburse Gwyneth Jones for the Borough's portion of the expense. This committee agreed to have this placed on the next regular council agenda. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLIC SAFETY Kevin Steckel-Chairman; Members: Thomas Bartholomew, Jason Ruff 1. Committee Member discussion on listed topics: a. Councilor Steckel provided quotes for police department floor. Slatington Floor Centers quote is $5,835.00 and Enterprise quote is $5,935.00, which includes the bathroom for $445.00. The committee reviewed the quality of the products for each quote. Manager Stevens will get an updated quote from Enterprise with more information on it. This will be placed on the regular council agenda for approval. b. The committee reviewed photos of the Springside Fire Department rear roof. This attached building is not really being used. It has been discussed some time ago about the possibility ofjust tearing it down. President Reed feels that if this building were fixed, the Springside Sportsman Club could use it, and Springside would be open. The committee agreed to have Manager Stevens obtain quotes for a new roof. C. The committee discussed renewing the lease with Marlin for the copier in the police department, which expires in October. Manager Stevens will obtain quotes from Marlin and another firm. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: Kevin Steckel, Thomas Bartholomew 1. Committee Member Discussion a. The committee considered the e-mail request dated, 2/24/20, from Lindsay Taylor, NLRA, for approval to conduct a Wine Down Wednesday. This will be placed on the next regular council agenda for approval, with the condition that she obtain the necessary insurance. b. The committee discussed The Lehigh Valley Main Street Grant Program which is for $2,000.00. The parking lot sign at the 600 block is in terrible shape and this grant could possibly be used to replace it. Another suggestion was to have a sign made for Main Street directing them to John Freed Way parking, and a public parking sign at John Freed Way. Other ideas were discussed. Manager Stevens will obtain quotes to see the costs. Councilor Ruff informed the committee proposals are due on May 315t, 2020, for projects to be completed by July 1st, 2020, through June 30th, 2021. He also 2 stated a 50% match is required, if you are requesting $2,000.00 you must show receipts of at least $4,000.00. This will be placed on the next regular council agenda. C. Consider request from Springside Sportsmen Club to the utilize 2nd floor unoccupied space at Springside Fire Department for monthly meetings. The committee discussed what would be necessary to make it operational, i.e., insurance, permits, is it up to code. It was suggested to have Duane Dellecker, Zoning Officer & BCO, render an opinion on the proposed usage. d. Reminder concerning the 2020 Lehigh County Household Hazardous Waste Collection Event scheduled for Saturday, March 28th, 2020. This event has been postponed and a new date to be determined. More information will be posted at wwwlchghcounty.org Informational only Councilor Ruff inquired as to what will happen to the office concerning the Coronavirus. Councilor Ruff and Manager Stevens have spoken with other communities as to whether the office should be closed. This would be determined by the council. Safety precautions were discussed. Manager Stevens has posted a sign stating the importance of allowing space between each person and following proper health practices. Manager Stevens will contact Ed Healy to get an opinion on this. There were no questions from the committee members; the Human/Community Services meeting was adjourned.
