BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on March 25, 2024 in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS David Schnaars Jeralyn Schoch Aaron Schoch Walter Niedermeyer Justin Gross Kevin Steckel Daniel Stevens PUBLIC COMMENT: None A. HIGHWAY Walter Niedermeyer - Chairman; Members: Kevin Steckel 1. Committee Member Discussion: a. Walnut Street Bridge replacement. Communication from Mark Lemon concerning relocation of ductile iron pipe. Manager Stevens stated that originally, they were talking about relocating three pipes, but now they are down to one. However, now they are saying we have to go to Lehigh County to cover the cost. Any reimbursement would need to be coordinated between Lehigh County and Slatington Borough, because Penn DOT is denying responsibility Manager Stevens reminded the committee that the Borough had turned over the MultiModel Grant (that was received about 5 years back) to PennDOT. We had received over $400,000.00 in the grant, and the agreement was that if we gave that back to the state, our maximum for the whole bridge project would be capped at approximately $132,000.00. b. The committee discussed the complaint about no parking signs on Kuehner Ave. Review existing ordinance. Councilor Niedermeyer stated that years ago the school kids would park there, and now the kids can park in the school parking lot. There is hardly anyone parking on that street now. Manager Stevens asked if anyone had talked to the other residents on the block. President Schnaars suggesting sending a letter to the neighbors to obtain their opinions. Manager Stevens will compose the letter and send it to the residents on Kuehner Ave. C. The committee reviewed the letter from Susan Layland concerning request for handicap parking for the Slatington Library. Counçilor Steckel feels that another handicap parking spot would further hamper people's ability to park on Main Street, There is other handicap parking available. It was suggested to place the handicap sign at the library along with an additional sign that states 2-hour parking and no parking overnight. President Schnaars would like this placed on the next regular Council agenda. d. The committee reviewed the letter from Robert Stettner concerning the color of the traffic poles. The committee agreed to keep the poles gray. Council already voted on this at the March meeting. e. Justin Gross provided an update on the submission and bidding for CDBG projects. Justin Gross stated that the applications have been signed and they are essentially done, but are waiting for a few general Borough documents that go with everything. As far as the North Street and Fifth Street CDBG grants, Justin is currently working on the bid documents. 1 f. Manager Stevens provided an update on liquid fuels funds match for 2023 CDBG projects. Manager Stevens stated that he had another meeting with the liquid fuels representative last week, He okayed the material certs for South Street, but not Franklin Street. Justin added that the contractor had sent them the wrong certs for Franklin, and the contractor is now sending the correct ones. Being no further questions from the committee members, and sO the Highway Committee Meeting was adjourned. B. SEWER Vacant - Chairman; Members: Walter Niedermeyer, Kevin Steckel 1. Committee Member Discussion: a. Manager Stevens provided an update on the permit submissions to PennDOT for sewer installation and water line break. He stated that he was working on it with the liquid fuels representative and has submitted all the additional information for the permit on the Masonic Lodge Community Center sewer hookup. It could be another 30 days till we get the answer from PennDOT. The permit for the repairs that need to be done on Rte 873 was granted an extension from PennDOT. b. Manager Stevens provided an update on clarifier drive unit repairs. Manager Stevens stated that the clarifier is up and running. C. Discussion concerning request for increased capacity from Walnutport. President Schnaars stated that the Sewer Authority is working on it. Waiting for information from the engineers. Manager Stevens informed the committee that the office was hit with another power outage and surge, which also produced a surge at the pump station. Hearn was at the pump station reviewing the damage and is working on quotes. Manager Stevens has started filing the insurance claim. The register in the office also got fried, even though it was on a new surge protector. Manager Stevens is waiting to hear back from Mr. Britton concerning the register. President Schnaars suggested obtaining a battery backup for the register. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Kevin Steckel - Chairman; Members: Walter Niedermeyer 1. Committee Member Discussion: a. The committee reviewed quotes concerning filter bed effluent valve control upgrade. There are only two quotes at this time and we are waiting for a third quote. President Schnaars would like this plaçed on the next regular Council agenda. If we don't get the third quote, we can still proceed because we have made the effort to obtain the third quote. b. Inquiry concerning bulk water sales for filling swimming pools. The Water Plant operator is not in favor of this idea. It would require the installation of equipment and çonstant monitoring. It was decided that the increase in revenue would be minimal compared to the cost and potential problems. 2 C. Update on the control panel project and SCADA system. Manager Stevens stated that they are basically done. The system will be reviewed in a month to see how it is working. Manager Stevens informed the committee that we. just missed having the reservoir at the Water Plant get hit by a tree. Being no further questions from the committee members, and so the Water/Special Sewer Committee Meeting was adjourned. D. INFORMATIONAL ITEMS: None E.
