BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on October 25, 2021, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Reed at 6:38 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Bryon Reed Daniel Stevens Jeffrey Hausman Joseph Wechsler arrived 6:44 PM Justin Gross Paul Steckel Dave Schnaars Ronald Kratz PUBLIC COMMENT: Paul Steckel - 2625 Scout House Road, Washington Township. Signed in and was recognized to speak. Paul Steckel is a member of St. John's UCC Church. Paul reviewed the letter from council concerning the unloading/loading zone at the church. Paul is requesting the use of 2 parking spaces for the loading zone, instead of just 1. Also, Paul is asking to have the hours extended to 7:00 AM to 10:00 PM, instead of 10:00 AM to 7:00 PM, or possibly make it 12 hours for loading 9:00 AM to 9:00 PM. The committee discussed variable time limits. The committee is unable to help with providing 2 loading zones. Councilor Schnaars suggested that No Parking signs could be placed for a day or 2 with advanced notice. Manager Stevens stated that the borough has already been doing this for the church during special events. Manager Stevens will check with the solicitor concerning possible ordinance changes. A. HIGHWAY David Schnaars Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. The committee discussed budget preparation figures Dan provided. Councilor Schnaars feels hiring a summer part-time highway employee would be advantageous. Councilor Schnaars suggested hiring a mowing service for the summer, if not, he suggested hiring a part-time employee. Manager Stevens broke down the calculations for the cost of hiring a full-time highway employee. Manager Stevens will obtain quotes for mowing services. b. Letter to St. John's UCC concerning the unloading zone this was discussed at the beginning of the meeting with Paul Steckel. Councilor Schnaars would like the proposed changes placed on the next regular council agenda. C. Discuss possible projects for COVID 19 money. Councilor Kratz asked if we could use COVID money to help the NLRA by increasing our payment for 1 year. Councilor Schnaars would like to budget a bit more the NLRA. Councilor Schnaars stated that Washington Township is willing to do the same as Slatington for the NLRA. Councilor Schnaars would like to increase the commitment from $6.00 to $7.50 per capita. Manager Stevens will research. Councilor Schnaars gave kudos to Lindsay Taylor for all her work with the NLRA. 1 d. Discuss adding employee to borough crew - this was discussed in Section A.1.a. e. Update on traffic light at Main and Church. Justin Gross informed the committee that work is starting today. f. Resolution R-7-21 - a resolution approving the application of Multimodal Grant from the PA Department of Transportation for the Borough of Slatington. Councilor Schnaars would like this placed on the next regular council agenda g. Councilor Kratz made a motion, duly seconded by Councilor Schnaars, to discuss a possible a rebuttable letter to the letter Penn DOT had sent concerning the speed limit on Route 873. President Reed declared the motion passed following a Roll call, voting as follows: ROLL CALL AYES NAYS ABSTAIN Bryon Reed Joseph Wechsler David Schnaars Ronald Kratz Councilor Kratz stated that the letter only addressed the daylight hours for speeding. Councilor Kratz is concerned about the off-hours. Councilor Schnaars stated that it is difficult to have a police officer posted there. Councilor Schnaars suggested a letter to the state police requesting that they post an officer at that site. Justin Gross added that the report included the number of accidents that happen at that location, which is low. Manager Stevens will talk with Police Chief Rachman for his thoughts on the letter to the state police. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler - Chairman; Members: David Schnaars, Ronald Kratz 1. Committee Member Discussion: a. Discussion on problem area on Oakhurst Drive. Communication with Mr. Polzar concerning reimbursement offer. Mr. Polzar stated the borough's offer of $500.00 is unacceptable. Mr. Polzar had completed a cost analysis and said it would cost him $5,000.00. Mr. Polzar feels that the borough should pay 100% of the work on his sewer line. Councilor Schnaars suggested to have the highway crew go out and pull manholes during rain storms to monitor the I&I. b. Joint shredding event with State Representative Zach Mako for October 2022. Councilor Schnaars would like this placed on the next regular council agenda. C. Councilor Wechsler informed the committee that televising the discharge line is scheduled for tomorrow, but the gate valve that he needs to isolate the clarifier is broken. He went to other side, but the gear is stripped off on that one. The gate valves have to be fixed first before the effluent line can be televised. d. Update on the garbage contract, which is expiring in January 2022. Manager Stevens informed the committee that it is listed on PennBid. Manager Stevens has also 2 contacted at least 10 garbage companies himself. Bid opening is coming up November 19th at 10:00 AM. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERSPECIAL SEWER COMMITTEE Ronald Kratz Chairman; Members: Joseph Wechsler, David Schnaars 1. Committee Member Discussion: a. Discussion of bid specs for emergency generator project. Manager Stevens is requesting input as to who the council want to do the bid specs. The committee discussed how the specs would be written. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned. D.
