BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on October 18, 2021, in Council Room, 125 South Walnut Street, Slatington, PA 18080. FINANCE/PLANNINGIZONING Thomas Bartholomew- Chairman; Members: Kevin Steckel, Jason Ruff 1. Committee Member discussion on listed topics: a. The committee discussed the tenant registration ordinance. Councilor Bartholomew would like to move this to' council to authorize our solicitor to modify this ordinance. Councilor Bartholomew provided a rough draft of the change for 150 -1A: All owners of properties leased for either residential, or commercial occupancy, shall annually report the name and street address of all such residential and/or commercial building tenants. Every owner of said leased units shall be further required to submit a statement of the number of such rental units owned by them per building within the Borough of Slatington. Reporting forms shall be made available on the borough website. And while the borough will make a goodwill effort to send out reminders it remains the responsibility of said owners to download or request the tenant registration form for each individual unit and return said form to the borough office along with the required fee no later than April 1 of each calendar year. Failure to do SO within 60 calendar days will result in a fine of $75.00 as well as further citations as deemed necessary for compliance. Councilor Ruff suggested instead of a fine, having an early registration fee and a late registration fee, example - $10.00 before due date, and $20.00 after due date. This would be a late fee, instead of a fine. Manager Stevens stated that if a reminder and explanation is not issued to the landlords, the response for registration would be low. The committee discussed other suggestions and possible corrections for the ordinance. Councilor Bartholomew discussed the fee schedule. Councilor Bartholomew would like to change the tenant unit registration from $10.00 to $20.00. Councilor Bartholomew would also like to have an initial inspection for all the units next year. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLIC SAFETY Kevin Steckel-Chairman; Members: Thomas Bartholomew, Jason Ruff 1. Committee Member discussion on listed topics: Jeffrey Hausman inquired if the budget sheets are ready. Manager Stevens is compiling numbers for the insurance. The budget sheets will be out soon. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: Kevin Steckel, Thomas Bartholomew 1. Committee Member discussion on listed topics: a. The committee reviewed the request from Catherine Wieand requesting a bench, or two, at Victory Park in memory of her father, Franklin Wieand. The committee needs clarification from parks and recreation and NLRA as to what type ofbench would be best suited. Manager Stevens will contact the NLRA and Parks & Recreation Commission to find out if there is a specific type of bench that would be required. Manager Stevens informed the committee that the playground will be crack sealed this week. There were no questions from the committee members; the Human/Community Services Committee meeting was adjourned. D.
