BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on September 23, 2019 in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Daniel Stevens Ed Ziegler Jason Ruff Jason Nicholas David Schnaars Austin Berger Thomas Bartholomew PUBLIC COMMENT: Ed Ziegler- Signed in and was recognized to speak. Ed feels the code enforcement officer is not doing the job he should be doing. President Stevens informed Ed the property at South and Fourth Street has been cut. The committee agreed to change the line-up oft the agenda. B. PUBLIC SAFETY David Schnaars-Chairman; Members: Thomas Bartholomew, Jason Ruff 1. Committee Member Discussion a. Fire Chief Jason Nicholas informed the committee he had met with Senator Browne and Deputy Director of Policy and Communications Matt Szuchyt to discuss options for financing a new fire truck. Jason explained the need and desire to replace the truck. The current truck is back in service, but did not pass inspection and needed tie rod ends. Jason plan is to combine 2 fire trucks into one. That would get the borough into the next 20 years with the new truck. Senator Browne and Matt Szuchyt pledged their support for the new truck. At this time there is no concrete figure for the cost of the truck. Jason also stated he will continue for the Gaming grant and any other avenues. Senator Browne asked Jason what the borough will contribute. Senator Browne asked if this could be done over a 2-year period. Jason informed the committee he has put the truck on Costars - 3 manufacturers. Bids were due back on September 23, 2019. At this time only 1 bid has been returned which was KME at a price of $643,295.00. If they sign the commitment to purchase by October 15th, they would give a discount of $3,444.00, if not the total would be $646,739.00. This price would be good until November 30th, at which time they would increase the price of the truck by 2.5%. Jason has suggested going through community leasing. By going through community leasing the borough's, or fire department's first payment would be due roughly on October 2021. He is requesting getting the commitment signed to get the discount. Jason would like to advertise to sell the 2 trucks. For the worst-case scenario, ift they were to obtain no funding at all, the fire department would secure the 2% loan for a 15-year period. President Stevens asked Jason the status of the USDA grant. Jason stated they are eligible for the 950,000.00 grant. The Gaming grant is for a maximum of $200,000.00. Should the trucks sell, the money will be the borough's contribution. The Gaming grant opens September 30 to October 15. Councilor Schnaars suggested a discussion on how much the borough could afford, and then make the purchase conditional on funding for the remainder. Councilor Schnaars suggested the committee authorize President Stevens send a letter to Senator Browne stating the borough is committed to the truck providing the borough can get a certain amount of financing and help. President Stevens stated he would get in touch with Matt Szuchyt. The committee agreed to see what commitments can be obtained with the Gaming grant and Senator Browne's office. b. The committee discussed the invoice from King, Spry, Herman, Freund & Faul, LLC for $6,430.70 for July and August. President Stevens has requested an itemized invoice. This will be placed on the next regular council agenda. C. The committee discussed the quote from Nicholson Security, LLC, for Seagate Skyhawk for $494.97. This will be placed on the next regular council agenda. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. A. FINANCE/PLANNINGIZONING Thomas Bartholomew - Chairman; Members: David Schnaars, Jason Ruff 1. Committee Member Discussion: a. Councilor Bartholomew has tabled the discussion for Ordinance 674 for the next committee agenda. b Councilor Bartholomew has tabled the discussion for office supplies and assistant for Tony Lopsonzski (YTD salary $13,600.00) (YTD inspections $5,310.00) for the next committee agenda. C. The committee reviewed the statement for the sewer CD purchased for $200,000 at 1.8%. This is informational only. d. The committee discussed the quotes from ABC Refrigeration for $7,800.00 and Services United Option #1 $5,700 and Option #2 $7,200. The committee agreed for Services United Option #2 - $7,200. This will be placed on the next regular council agenda for approval. e. The committee reviewed the pension documents. The committee agreed to write the check and send it in since the due date is October 18th, 2019. This will be placed on the next regular council agenda for approval. There were no questions from the committee members; the Finance Committee Meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: David Schnaars, Thomas Bartholomew 1. Committee Member Discussion 2 a. The feral cat issue will be tabled for the next committee agenda. Carol Sparks was unable to attend the meeting. Councilor Schnaars asked if the band shell at Victory Park had been officially named. Councilor Schnaars suggested that Councilor Ruff write a letter to the chairman stating we don't have a problem with the name, but in order for the process to be filed, they should propose it to the council. The 150 Group want to name it the Angelo Scarselletti Amphitheater. President Stevens will contact Robert Stettner. Councilor Schnaars informed the committee that Mark Grammes has helped the Rec Authority to obtain additional funds for the amphitheater SO it can be expanded a little bit. Councilor Schnaars informed the committee the Eagle Scout had been down at the Trailhead doing the painting as part of! his project. There were no questions from the committee members; the Fluman/Community Services meeting was adjourned.
