BOROUGH OF SLATINGION The Finance Planning/Zoning, Public Safety and Fuman/Community Services Committee Workshop Meetings were held on April 15, 2024, in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Schnaars at 6:33 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS David Schnaars Zachari Halkias Greg Winokur Aaron Schoch, Ron Hausman Ryan Mayberry Jeralyn Schoch Bryon Reed, Robert Reph Ronald Kratz Daniel Stevens Patricia Ingles - Times News SPECIAL PRESENTATION: Mayor Schoch administered the Oath ofOffice to Aaron Schoch to fill the vacant seat on Slatington Borough Council. PUBLIC COMMENT: None A. RANCITLAMRINGZONING Ryan Mayberry- Chairman; Members: Ronald Kratz, Zachari Halkias 1. Committee Member discussion on listed topics: a. The committee discussed the map concerning the Northern Lehigh Comp Plan Zoning initiative. Manager Stevens provided copies of the map showing the County owned Trailhead (leased by Borough), Borough owned properties, and the proposed Borough acquisitions. Manager Stevens marked the properties along the Slate Heritage Trail that we have been trying to get from Lehigh County. Manager Stevens has gotten in touch with the County concerning this. He spoke with Bob Stiffler and was told Bob would get it to the county commissioners to get those properties for us. The purpose of this is to document which properties could be acquired for future use. It was suggested to investigate the Moose Lodge parking lot and property as a possibility. President Schnaars would like this reviewed with the suggestion of adding the Moose parking and the strip along the creek at the next council meeting. b. Update concerning hiring of temp. Councilor Mayberry has reached out to a couple of firms and is waiting for call backs. Manager Stevens has an appointment with a firm on Wednesday. C. Update on adding digital capability to Council Chambers. Councilor Mayberry and Manager Stevens spoke with Tommy Nicholson. Manager Stevens was informed that the arm we would need can hold up to 150 lbs. Manager Stevens provided options for the arm and the televisions (which were all 75"). It was suggested by Tommy Nicholson not to use the wireless HDMI because it is as insecure as Bluetooth. He suggested running a HDMI cable directly from the TV to the computer. President Schnaars would like to have this placed on the next regular council agenda. 1 1 There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLIC SAFETY Ronald Kratz - Chairman; Members: Ryan Mayberry, Zachari Halkias 1. Committee Member discussion on listed topics a. Councilor Kratz would like to introduce topic of creating an ordinance to prevent squatters from exercising any rights in the Borough of Slatington. Councilor Kratz would like this placed on the next regular council agenda to give authorization to Attorney Young to do research, b. Discuss code enforcement for fire alarms. Fire Chief Reph has looked at some ordinances from Walnutport with things that he would like to accomplish in Slatington. Currently, we do not have anything pertaining to false alarms. Robert would like an ordinance stating a fine would be given for false alarms and the money would be given back to either the police or fire department. He would also like to be able to obtain reports on the alarm systems. Councilor Kratz would like this placed on the next regular council agenda to possibly create an ordinance. C. Update on pricing for the alarm system at the fire house. Fire Chief Reph has not received the information yet. d. Councilor Kratz asked Chief Winokur if he has received any Right to Know requests. Chief Winokur stated that they have. The form has been placed on the Slatington website. Discuss improvements for police station. Chief Winokur feels the lighting in the cells needs improvement. One cell is out of service due to a leak. The leak was fixed, but the sink was not replaced. At that time, the cell was being used to store evidence. Manager Stevens was told that it was low priority and not to worry about it. Chief Winokur would like to get the inside of the building painted. Chief Winokur is requesting the possibility of expanding the police department on the basement floor, i.e., utilize that room for patrol functions, office space, a small cubicle space for interviewing victims, or suspects. The biggest issue is security = securing the stairway doors and the elevator going down stairs. There were also concerns about where to store items that are currently in that room. President Schnaars recommended that Manager Stevens and Chief Winokur meet and devise a plan. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C. HUMANCOMMUNITY SERVICES Zachari Halkias - Chairman; Members: Ryan Mayberry, Ronald Kratz 1. Committee Member discussion on listed topics: a. Review request from Slatington History Preservation Committee to complete Slatington Memorial Park. Manager Stevens stated that the plans originally were to take the plaques, cornerstone, and owis from the old high school and place them at the front of the park. There are blocks left over from the Veteran's Memorial. President Schnaars 2 asked that we give tentative approval to move ahead, but won't give them final approval until we see plans.
