BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on January 22, 2018 in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by Councilor Stevens at 6:30PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Daniel Stevens Jared Kern Mike Kukitz Kelly. Andrade Jason Ruff Jeff Hausman Walter Niedermeyer Russell Hallman Bryon Reed Jason Nicholas David Schnaars PUBLIC COMMENT - None FINANCEPLANNINGIZONING Russell Hallman - Chairman; Members: David Schnaars, Jason Ruff 1. Councilor Hallman updated the committee on the monthly fees at Key Bank. He has spoken with Key Bank and was told they would reduce the fees by half. It should be at least a $1,500 savings a year. It was suggested that the Borough go paperless which would save the Borough about $500 a year. Councilor Hallman will have the final figures from Key Bank for the next council meeting. At the beginning of2017 the fees were $1000 a month, but by the end of the year there were down to $400 a month., but the bank will reduce them again. Councilor Hallman also suggested that the accounts be reviewed to see if they can be consolidated, which would be a savings. 2. Discussed zoning and inspections format. Councilor Hallman questioned a bill from Shannon for December that was $2,800 for her hours. This bill did not have any breakdown for that bill; inspections are on a separate bill. The Ordinance Enforcement budget for last year was set at $34,000, but after 9 months with CodeMaster it cost the borough and tax payers $67,000. Inspections are initiated by moving permits. However, moving permits are not obtained by all the tenants. Councilor Hallman asked Chief Rachman to ask for moving permits when a police officer sees a moving van. An option was suggested to have inspections by "blocks". This way, it is guaranteed to be done on all locations over a period of time. This is to be discussed at the Special Budget Meeting on January 22, 2018. Councilor Hallman informed the council that there are no more outstanding bills from Dinkelacker, Dimmich & Anewalt. There were no questions from the committee members; the Finance Committee Meeting was adjourned. PUBLIC SAFETY David Schnaars-Chairman; Members: Russell Hallman, Jason Ruff 1. Workers Compensation Safety Meeting Minutes January gth, 2018. Counçilor Schnaars informed the committee that in the spring there will be inspections at the various properties. These meetings are necessary to be certified and obtain a discount on our insurance. There were no questions from the committee members; the Public Safety Committee Meeting was adjourned. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: David Schnaars, Russell Hallman 1. Review application for Slatington Veterans Memorial coin toss on May 12, 2018. This is to be placed on the Council February 12, 2018, agenda. 2. Councilor Ruff brought these items to the council due to interests from the public to have a dog park, museum, and revitalize Main Street starting with bike racks in spring. 3. Victory Park Enhancement 4. Act 172 for tax relieflincentives for firefighters. Councilor Ruff stated that there are municipalities enacting some tax relief for firefighters. This is something that maybe considered in the future. Fire Chief Jason Nicholas said Act 172 is a tax relief incentive to attract and maintain volunteer EMS or fire fighters in town. This can be done in 2 ways: either by property tax or earned income tax relief. Jason would like to get things started this year for the earned income tax relief sO it maybe started for 2019. Fire Chief Nicholas asked Council for direction concerning the municibid. He needs a councilor to be the overseer for the account. Councilors Hallman and Schnaars will work with Jason.
