BOROUGH OF SLATINGTON COUNCIL MEETING MINUTES 12/23/19 The Special Meeting Minutes of Council was held on Monday, December 23, 2019 at 7:00 pm., in Council Chambers, 125 S. Walnut Street, Slatington, PA 18080. Councilor Reed reviewed the news article dated 12/17/19 - State funds to go towards traffic signal improvements in Allentown, Slatington (informational only). He informed the council the borough was awarded grant for Church and Main Streets for the traffic light for $270,000 to up-grade the traffic signal. Councilor Reed had a meeting with Laura Montgomery to discuss the intersection at Main and Walnut Streets. It is estimated that this project will go through in about 3 years. Laura will be preparing the agreement for the Multimodal grant the borough match is $132, 000. PennDOT is in charge of this project and the council wants to make sure that the borough will not be hit with an overcharge. 1 B. Public Safety Councilor David Schnaars 1. The council discussed the insurance on the Durango (dropped as of 1/1/20) and Ford Interceptor (possibility of dropping physical damage coverage and keeping liability). Councilor Schnaars made a motion, duly seconded by Councilor Wechsler, to drop the insurance on the Inceptor provided it has a valid inspection. President Stevens declared the motion passed with following a Voice Vote, All in Favor. C. Human/Community Services Councilor Jason Ruff 1. Councilor Ruff made a motion, duly seconded by Councilor Weschler, to authorize President Stevens to sign agreement between LVPC and the Northern Comprehensive Plan Committee. President Stevens declared the motion passed with following a Voice Vote, All in Favor. D. Finance Councilor Thomas Bartholomew 1. Councilor Bartholomew made a motion, duly seconded by Councilor Ruff, to approve Resolution R-11-19, a resolution establishing the budget for 2020 for the borough of Slatington, Lehigh County, Commonwealth of Pennsylvania. Councilor Bartholomew made a motion, duly seconded by Councilor Wechsler, to approve Resolution R-12-19, a resolution of the Borough of Slatington, commonwealth of Pennsylvania fixing the tax rate for real estate tax for the fiscal year 2020, fixing the per capita tax at $5.00, and reenacting the 1% wage tax, the Borough of Slatington local service tax $52.00, 1% realty transfer tax under the local enabling act, and setting the fire fund tax rate. Councilor Bartholomew made a motion, duly seconded by Councilor Ruff, to approve Resolution R-13-19, a resolution of the Borough of Slatington, Lehigh County, 2 Commonwealth of Pennsylvania, establishing payments into the police pension fund by members for the year 2020. Councilor Bartholomew made a motion, duly seconded by Councilor Reed, to approve Resolution R-14-19, a resolution of the Borough of Slatington, Lehigh County, Commonwealth of Pennsylvania, setting the salary for the chief of police for 2020. Councilor Bartholomew made a motion, duly seconded by Councilor Wechsler, to approve Resolution R-15-19, a resolution to appoint Campbell, Rappold & Yurasits auditor for FY 2019. Councilor Bartholomew made a motion, duly seconded by Councilor Wechsler, to approve Resolution R-16-19 = a resolution establishing Borough fees and charges for Borough services or for the use of Borough facilities for fiscal year 2020. Councilor Bartholomew made a motion, duly seconded by Councilor Reed, to approve Resolution R-17-19, a resolution appointing the Northeast Revenue Service to serve as the delinquent tax collector for the Borough of Slatington real estate tax 2019. Councilor Bartholomew made a motion, duly seconded by Councilor Schnaars, to approved Resolution R-18-19, a resolution providing for the wages of certain employees oft the Borough of Slatington, Lehigh County Commonwealth of Pennsylvania. Councilor Bartholomew made a motion, duly seconded by Councilor Ruff, to approve Ordinance No. 698 of the Borough of Slatington, Lehigh County, Pennsylvania, further amending Chapter 141, Article II pertaining to residential rental, rooming and commercial units and all dwellings of the Borough Codified Ordinances of 2008, and restating the entirety of Chapter 141 of the Borough Codified Ordinances of 2008, as amended through this ordinance.
