BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on February 28, 2022, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Bartholomew at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Thomas Bartholomew Mayor Schoch Bryon Reed Daniel Stevens Joseph Wechsler (via phone) Justin Gross Jeffrey Hausman PUBLIC COMMENT: None A. HIGHWAY Jeffrey Hausman - Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. Discuss ARRO Consulting, Inc. agreement for scope of service concerning MS4 - $5,500.00. Manager Stevens informed the committee that this is a standard agreement the Borough has been doing for years and is the same dollar amount. Councilor Hausman would like this placed on the next regular council agenda. b. Review February 16 traffic light inspection with Manager Stevens, Lehigh Engineering, PennDOT, and the construction company at Main & Church and Main and Dowell St. Manager Stevens informed the committee the loop sensor was cut at Main and Dowell Streets. Penn DOT did this when they paved Main Street in 2021. Inspector from PennDOT suggested that we could do an insurance claim with the state of PA. Manager Stevens has already filed this claim. Justin stated that several sections of sidewalk still need repairs and an ADA ramp is no correct. Wyoming Electric & Signal needs to repair these issues. C. Discussion of garage doors issue at maintenance building, including discussion on emergency generator for maintenance garage. Manager Stevens received a verbal quote on the doors from Walnutport Door. Manager Stevens told Walnutport Door to put the chains on the releases and adjust the springs on the doors to help open them. Councilor Hausman explained the necessity for an emergency generator for the garage in case the power goes out for long period of time. d. 2004 Pickup needs some repairs before August inspection estimate price of $1,751.67, less the tax would $1,703.97. Councilor Hausman stated that the wheel wells are rusting out and would not pass inspection. Councilor Hausman would like this placed on the next regular council agenda. e. Review prices for portable stop signs at traffic light intersections in event of loss of power. Councilor Hausman has received some pricing roughly for $900.00 for reflective signs and the next price would be $1,740.00 for ones with lights on them. Manager Stevens stated that temporary lights could be placed on them. The police had informed Councilor Hausman that reflective signs are important at a main intersection on a highway. Councilor Hausman will talk with the borough crew to see what can be done temporarily. Manager Stevens will order 7 more reflective stop signs. 1 f. The committee discussed potential CDBG projects to be submitted this year. Manager Stevens talked about South Street from to Middle Alley toward Fairview, and Washington Street from Main to Second Streets. Councilor Hausman asked if anything can be done on Factory Street and Chestnut Alley and Franklin Street to Church Street. Councilor Hausman also suggested looking at Long Alley from Kern Street to the Borough line. Manager Stevens informed him that an alley cannot be submitted due to lack of sidewalks. Manager Stevens will check to see if Factory Street could be submitted. The committee agreed to have South Street from Middle Alley as number the 1 submittal. Manager Stevens suggested to have Washington from Main to Second as a backup. The committee discussed other various locations. Manager Stevens informed the committee that he had spoken with Senator Browne's office to find out ift there is going to be any infrastructure money available. g. Councilor Reed met with the Lutheran Church board on February 16th concerning a proposed parking lot, which would only be for merchants in the town. The church is on-board with it. Councilor Reed still needs to do some more research and gather some prices. Councilor Hausman asked if we have anything in place for the winter months for clearing the lots. Councilor Reed suggested that salt be tossed down to help them melt. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler Chairman; Members: Bryon Reed, Jeffrey Hausman 1. Committee Member Discussion: a. Councilor Wechsler informed the committee that LCA plans to start televising the lines on March 21, 2022, (weather permitting). Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Bryon Reed - Chairman; Members: Jeffrey Hausman, Joseph Wechsler 1. Committee Member Discussion: a. Councilor Reed discussed the recent issues at water treatment plant. The plant had a problem with the printer and the plant kept shutting down. Multiple other items were replaced in an attempt to solve the problem. The plant is using the old printer. Britton has looked at the printer and it is now working. Manager Stevens stated that the Wizard will soon be at the plant. The printer is used for chlorine readings. Being no further questions from the committee members, and sO the Water/Special Sewer Committee Meeting was adjourned. D.
